Intent of the Construction Transportation Management Plan (CMP) This CMP is intended to anticipate and reduce the potential noise, transportation and parking impacts from construction activities, minimizing impacts on neighbors, businesses, and neighborhood traffic. Management practices that will help achieve this goal include: coordinate with neighbors before and during construction; and coordinating with Renton Department of Construction and Inspections on street use, parking, and traffic routing. This plan will be coordinated with the Renton DOT, Renton Department of Construction, and King County Metro Transit Division. Implementation of this plan is the responsibility of Marpac Construction and their subcontractors, working with the developers, Renton DOT, Renton Department of Construction, and the affected community. B. Construction Contact and Community Liaison 1. General Requirements: a) Marpac Construction will designate Todd Weeks or Will Ng to fill the position of “Construction Contact” to the local community to address comments regarding ongoing operations and schedule. Specific Plan / Procedures: a) The Construction Contact will: (1) Act as the point of contact for general construction information or for non-emergency concerns related to construction. (2) Collect and distribute general information about the CITC Building project. (3) Create and distribute updates showing upcoming activities that may affect the neighbors as required. (4) Assemble contact names for the Construction Notification List and keep it up to date. (5) Prepare and distribute construction bulletins to the Construction Notification List. Construction Traffic Management Plan MUP: 2 of 5 (6) Should neighborhood-wide meetings be scheduled, Marpac Construction will coordinate with the City in advance. C. Communication with neighbors 1. Special Project Updates: The Construction Contact will provide to the Construction Notification List via email and website postings special project updates to describe unusual construction activity at least 72 hours in advance of such activity. Notices shall state the nature, timing, and expected duration of the activity. Activities that may be subject to notice include street closures and associated detours, concentrated hauling, and elements that generate higher levels of construction traffic. II. Construction Parking Management Construction workers will be encouraged to use transit service to the project. The site is near most major King County Metro bus routes, as well as routes operated by Sound Transit and Metro Transit. Bus information will be made available to construction workers. To the extent they do drive, construction workers will be encouraged to park their cars at the parking lot west across the alley. Carpooling and other high-occupancy-vehicle modes of transportation will be encouraged. III. Construction Traffic / Street and Sidewalk Closures A. Delivery Routing Plan Deliveries of building materials will be delivered primarily off parking lot to the west. Truck trips will be scheduled to avoid delivery of major building components between the hours of 7:00AM-9:00AM and 4:00 PM and 6:00 PM on non-holiday weekdays to limit impacts on local streets. Flaggers will be used when needed on Meadow Ave. North. B. Earthwork Hauling Plan During the earthwork stage of the project, hauling will be loaded at the parking lot to the west off Meadow Ave. North. The shortest route off 405 (North or South bound) off of Bronson Way North. The anticipated off site work start date is approximately May 2020 with construction start approximately July 2020. End dump trucks will be used during demolition stages to haul building debris and concrete, up to 5 trips per day for 2 week duration. Total of 50 trips. Trucks will be coordinated to achieve just-in-time arrival to avoid unnecessary queuing and staging. Drivers will sweep/brush off their trucks, loading will occur on staged areas with hard surface to avoid tracking materials onto city street. Sweeper truck will be available in case material is tracked on the street. Ingress Route to Load Site • Get off North bound 405 to Maple Valley Hwy exit heading west. • Right on Meadow Ave. N. Construction Traffic Management Plan MUP: 3 of 5 • Immediate left into parking lot. Egress Route to Freeway (I-5 North) • From the load site head south to intersection of Meadow Ave. N and Bronson Way N. • Turn Left onto Bronson Way N. • Turn Right onto 405 south. See attached “truck routing plan” for more information. C. Sidewalk, Alley, and Street Closures Sidewalk Closure: Adjacent sidewalk on the Meadow Ave. N. will be closed for trucking with flaggers during work hours during construction. Parking lot to the west will be used for material storage, laydown, job site office and all other construction related activities. During sidewalk closures, traffic signage will be posted to redirect pedestrians to take alternative routes. All traffic control plans will be submitted to and approved by Renton Department of Transportation prior to sidewalk closure. IV. Construction Milestones The duration of the project is approximately 19-months with an anticipated start date of July 2020 and completion on July 2021. 1. Demolition, Excavation, Utilities, & Foundation are expect to begin in March 2020 and complete by end of ? 2. Concrete Footings, Slab-on-Grade, Additional support for existing beams are from April 2020 through July 2020 3. Framing is anticipated from July 2020 through January 2021. 4. Exterior envelope such as siding, windows, and roofing from October 2020 through March 2021. 5. Interior work including mechanical electrical, plumbing, drywall, paint, doors & hardware, and all other finishes are expected to start January 2021 and complete by May 2022. Offsite improvements and site utilities are expected to fall in with the beginning of building construction. See attached “Construction Schedule” for more information V. Construction Hours and Sensitive Receivers A. Construction Hours 1. Standard Hours of Construction: The majority of construction activities will be limited to standard construction hours between 7:00 AM and 6:00 PM on non -holiday weekdays. Construction workers may arrive at the site prior to standard start time; however, noisy set-up activities will be expressly prohibited prior to 7:00 AM. Any equipment warm -up prior to standard start times will be coordinated to not disturb neighbors. Any work outside of the City of Seattle noise ordinance construction hours will require all vehicle and equipment onsite to have broadband backup alarms. Any one working or delivering before or after construction hours will be required to have broadband backup alarms. a) During the construction phase of the project working hours will be permitted to start at 7:00 AM and will end at 8:00 PM. Haul vehicles will have direct access to the Construction Traffic Management Plan MUP: 4 of 5 material load out area no backing up of haul vehicles will be allowed before 7:00 AM weekdays and 9:00 AM Saturday. 2. Weekend Construction Hours: Saturday work will be limited to smaller crews working between the hours of 9:00 AM and 8:00 PM on non-holiday weekends. Work will be limited to activities that generate little noise and are within the limit of the Noise Ordinance. No Sunday work is anticipated unless an emergency is taking place. a) Work is not expected to occur on holidays, which are defined as: New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day , the day after Thanksgiving, and Christmas Day. If any of the listed holidays falls on a Saturday, the preceding Friday shall be a regular workday. B. Construction Noise Requirements Except as may otherwise be approved through the temporary noise variance process in the Noise Ordinance, construction activities shall be conducted in such a manner as to conform to the permissible noise levels stated, and to the construction noise and vibration management measures approved as part of this plan. VI. Construction Noise and Vibration Management A. Noise Control Measures Marpac will use the following techniques to minimize construction noise and vibration. 1. Timing Restrictions: a) Most activities will be limited to standard construction hours, which are 7:00 AM to 8:00 PM on non-holiday weekdays, and 9:00 AM to 8:00 PM on Saturdays. No Sunday work is anticipated unless an emergency situation is taking place. b) Impact types of equipment like pavement breakers, pile drivers, jackhammers, pin piling, blasting tools and other impulse noise sources will only be used between 7:00 AM and 5:00 PM weekdays and between 9:00 AM and 5:00 PM on weekends and holidays. 2. Noise Reduction Construction Technologies: a) “Broad Band Alarms” for hauling trucks, concrete trucks, and site equipment will be used where possible. These devices operate at a much -reduced level. b) Back-up alarms will not be allowed to operate outside of working hours on weekdays and before 9:00 AM on weekends, unless the equipment has broadband backup alarms. c) Mandatory use of electric welders, electric tower cranes, and electric hydraulic pumps will be required by the general contractor and subcontractors. 3. Process Modifications: a) Loud talking or other miscellaneous noisy activities are prohibited before 7:00 AM and after 8:00 PM on weekdays and 9:00 AM to 8:00 PM on Weekends. b) Truck queuing will be limited as much as possible to minimize the impact of street level truck traffic. The location of the staging area will depend upon subcontractor selection. Trucking routes will be coordinated with Renton Department of Transportation. No queuing adjacent to residential use buildings. Construction Traffic Management Plan MUP: 5 of 5 c) Pre-fabrication of select construction assemblies at off-site locations may be utilized in order to minimize on-site manpower and noisy activity. d) A compliance statement for this Construction Management Plan will be included in all subcontracts for this project. It is understood that the general contractor is responsible for any and all noise violations related to this project, including those noise violations made by subcontractors, and vendors associated with this project. Subcontractors and vendors will be required to review and adhere to the CMP as part of their contractual agreement with Marpac Construction, the general contractor. Marpac will make every effort to manage the work to avoid noise variances, as well as any street closures beyond those described in other sections of this plan. However, as is typical for u rban construction projects, there will be times when such variances and additional street closures will be required. Neighbors will be notified at least 72 hours in advance of any work requiring noise variances, and street closures beyond those described elsewhere in this plan.
