HomeMy WebLinkAboutPN_Project_Narrative_190916_v1CITC RENTON HEADQUARTERS LAND USE PERMIT APPLICATION PROJECT NARRATIVE SEPTEMBER 16, 2019 1 | P a g e Located at 1300 Bronson Way N in Renton, WA. t he proposed project is a Headquarters and Campus for Construction Industry Training Council (CITC) of Washington. This campus will provide hands-on vocational training and classrooms for the construction trades, and will also house CITC’s administrative staff facilities. The building design consists of the adaptive re-use of an existing 32,681sf truck repair and parts building, as well as a partial second floor addition of 18,339sf. The final gross floor area of the new facility will be 49,763sf once a small portion of the existing building near Bronson Way is removed. The project will include extensive site work, new parking, walks, curbs/ gutters, landscaping, utilities, a bio-retention planter, and secondary structures to screen and house waste and recycling as well as an electrical transformer. Additionally a public plaza will be constructed at the building’s main entrance along Bronson Way, which will include specialty paving, extensive landscaping, a water feature, accent walls, decorative lighting and benches. The project site is in (2) zones; Commercial Arterial (CA) and Residential (R-10). Until recently, the western portion of the site has been used as a truck repair and parts depot, while the eastern portion of the site is abandoned. The sub-surface soil conditions consist of approximately 8-10 feet of loose-dense sandy silt and un-engineered fill, underlain by native sand and gravel soils to a depth of 52 feet. For additional information please reference the included Geotechnical Soils Report (Dated April 26, 2019). The total estimated construction cost is approximately $12 million. The total soil estimated to be excavated for the placement of new concrete footings is 288 cubic yards, and no fill is anticipated. No trees currently exist on the site. The abandoned site to the east will be used for construction staging, job trailers, and material storage throughout most of construction. Toward the end of construction this lot will be transformed into a new parking lot with approximately 10,000sf of landscaping. Please refer to the included Construction Mitigation Plan for additional construction related information. The Land Use Permits required for this project are a Conditional Use Permit, Environmental Review and a Site Plan Review. Additionally, the design team plans to apply for a Lot Line Adjustment which will propose a 12 inch shift to the east of the property lines on either side of the interior alley. One of which is a small sliver at the south end of the new parking lot where the property line needs to be adjusted slightly to accommodate Renton’s 18ft. setback from the face of curb at Bronson Way for Curb, Sidewalk, Landscape Strip and Maintenance strip. The other dedication will occur at the southwest corner of the property where a 1 foot offset of the property line is required from a new pedestrian ramp which will be located at the corner of Bronson Way N and Garden Ave N..
