The USTs were removed in the 1980s and a cleanup to remove gasoline-contaminated soil was completed as part of the UST removal. A report to document the UST removal is not available. Residual contamination in soil and groundwater was identified during subsurface explorations completed in 2018 and 2019. Gasoline-range hydrocarbons were identified in soil samples from the southwestern portion of the property at concentrations greater than the Model Toxics Control Act (MTCA) Method A cleanup level of 100 milligrams per kilogram (mg/kg). Based on chemical analytical data and field screening results, contamination in soil is located approximately 20- and 25-feet below ground surface (bgs) in the southwestern corner of the property (see Figure 1). Gasoline-range hydrocarbons were identified in a groundwater sample from a permanent monitoring well, BMW-1, at 1,100 micrograms per liter (g/L), which slightly exceeds the MTCA Method A cleanup level of 1,000 g/ (see Figure 2). OBJECTIVE AND PROPOSED APPROACH The objective of the proposed approach is to achieve cleanup of residual gasoline-range hydrocarbons in soil and groundwater at the Property under the Model Toxics Control Act (MTCA) with regulatory agency review by the Pollution Liability Insurance Agency (PLIA). The goal is to receive an opinion of No Further Action for the Property following the completion of remedial activities. The cleanup action consists of a phased approach, beginning with a relatively low-cost/low effort cleanup method and progressing to a higher cost/higher effort cleanup method if the Property cleanup goal is not achieved. The scope of services associated with this proposed cleanup action includes the following: Bryant Motors, Inc. | June 4, 2019 Page 2 6860774.1 File No. 21948-001-02 ■ Initial phase of remedial actions at the Property. ▪ Withdraw approximately 2,500 gallons of groundwater from on-site monitoring well, BMW-1, using a vacuum truck to remove potentially contaminated water in contact with gasoline-contaminated soil. Dispose of extracted groundwater at a permitted, off-site disposal facility. ▪ Install Regenesis Advanced Oxygen Releasing Compound (ORC) Filter Sock(s) into BMW-1 for a treatment period of approximately 12 weeks. ▪ Obtain groundwater sample from monitoring well BMW-1 for chemical analysis of gasoline- range hydrocarbons by Ecology Method NWTPH-Gx to evaluate progress of ORC in reducing subsurface contamination. This will occur at least two weeks after the removal of the ORC filter socks to allow subsurface conditions to stabilize. ▪ Compare groundwater sample results with MTCA Method A cleanup levels. o If gasoline-range hydrocarbon concentrations in groundwater sample from BMW-1 are greater than MTCA Method A cleanup levels, • Consider withdrawl of another volume of groundwater from on-site monitoring well BMW-1. • Re-install ORC filter socks in BMW-1 for a period of approximately 12 weeks. • Conduct groundwater sampling at BMW-1 at least two weeks after the removal of the ORC filter socks to allow subsurface conditions to stabilize. • The groundwater sample will be submitted for chemical analysis of gasoline-range hydrocarbons by Ecology Method NWTPH-Gx • Compare sample results with MTCA Method A cleanup levels. o If gasoline-range hydrocarbon concentrations in groundwater samples from BMW-1 are less than MTCA Method A cleanup levels, • Conduct three additional quarterly groundwater monitoring events at BMW-1, and possibly any other monitoring well required for sampling by the applicable regulatory agency, for chemical analysis of gasoline-range hydrocarbons by Ecology Method NWTPH-Gx. • Present groundwater monitoring results in a summary report to PLIA with a request for a no further action determination. ■ If attempts to obtain four quarters of sample results for gasoline-range hydrocarbons at concentrations less than MTCA Method A cleanup levels at BMW-1 are unsuccessful, implement the next phase of remedial actions relative to residual gasoline-range hydrocarbon contamination in soil and groundwater at the Property. ▪ Inject PetroFix™ remediation fluid on a grid pattern throughout the treatment area (approximately 35 feet long by 25 feet wide) on a grid pattern. Design of grid pattern and volume of treatment fluid will be provided by Regenesis and executed by Cascade Drilling. Bryant Motors, Inc. | June 4, 2019 Page 3 6860774.1 File No. 21948-001-02 ▪ Following a remediation interval of approximately one month following the injection of PetroFix, conduct first of four quarterly groundwater monitoring events at BMW-1 and possibly any other monitoring well required for sampling by the applicable regulatory agency. ▪ Submit groundwater samples for chemical analysis of gasoline-range hydrocarbons by Ecology Method NWTPH-Gx. ▪ If gasoline-range hydrocarbon concentrations in groundwater samples from BMW-1 and any other sampled monitoring well are less than MTCA Method A cleanup levels in first monitoring event, complete an additional three quarterly monitoring events for chemical analysis of gasoline-range hydrocarbons. Present groundwater monitoring results in a summary report to the Regulatory Agency with a request for a no further action determination. ▪ If attempts to obtain four consecutive quarters of sample results for gasoline-range hydrocarbons at concentrations less than MTCA Method A cleanup levels are unsuccessful, discuss other potential remedial alternatives with Client. There are no intended third-party beneficiaries arising from the services described in this document and no party other than Bryant Motors shall have the right to legally rely on the product of our services without prior written permission of GeoEngineers. Any Third Party requesting the right to place legal reliance on the instruments of service produced by GeoEngineers under this agreement shall be required by GeoEngineers to sign a Third-Party Reliance Letter. The provisions of the letter shall include a requirement for third party to agree to the same limitations in scope and any limitations in liability negotiated between GeoEngineers and client.
