Close, Senior Planner Sapphire Homes, Inc. 16805 SE 43rd Ct Bellevue, WA 98006 Troy Schmeil 16805 SE 43rd Ct Bellevue, WA 98006 4827 Talbot Rd S, Renton, WA 98055 September 27, 2020 The applicant is requesting an Administrative Tier 1 Temporary Use Permit in order to construct four (4) model townhomes on future lots created as part of the Sapphire on Talbot subdivision (LUA18-000665), prior to the recording of the final plat. RMC 4-9- 240D.1.h allows for the construction of the lesser of five (5) model homes or twenty percent (20%) of the total number of lots with a Tier 1 Temporary Use Permit. Subdivision of the parcel would result in 20 residential lots used for the eventual development of attached townhomes. Twenty percent of the 20 lots would allow for up to four (4) model townhomes on future lots 1, 2, 19, and 20 (Exhibit 1). Access to the lots would be gained from S 48 Ct and/or Private Alley Tract B. The applicant has completed an abatement agreement for the Temporary Use (Exhibit 2). All model townhomes shall be connected to water, sewer, and storm before building permits are final. 2. Only a combined four (4) townhome units shall be issued a building permit for the Sapphire on Talbot subdivision prior to the recording of the plat. 3. The proposed lot lines for the model townhomes for Sapphire on Talbot (Lots 1, 2, 19, and 20) shall be staked and strung to ensure proper assessment of setbacks prior to construction of the model townhomes. 4. The applicant shall provide approved access and fire hydrants prior to construction of the model townhomes. Identification of such access and hydrants shall be provided with the building permit application for review and approval by the Planning Division Project Manager and the Fire Plans Reviewer. DATE OF DECISION ON LAND USE ACTION: SIGNATURE: Jennifer Henning, AICP, Planning Director Date RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds th ere was misrepresentation of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14- day appeal time frame. EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the permit, unless the Administrator establishes a shorter time frame. EXTENSIONS: An applicant can request that a permit be valid beyond one year and for up to five (5) years at time of application or prior to permit expiration. Extension requests do not require additional fees and shall be requested in writing to the Community and Econ omic Development Administrator. APPEALS: Appeals must be filed in writing, together with the required fee to the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 by 5:00 p.m. on October 11, 2019.
