Subject: Second Maintenance and Monitoring Request and remaining steps for proceeding
with the Sikh Temple Wetland Mitigation Project, File No. LUA17-000605 and
C18003425
Dear Ms. Krippner:
On April 8, 2019 I received draft maintenance and monitoring contracts, both contracts would meet the
City’s requirements for maintenance and monitoring of the installed mitigation. Below are your next
steps as outlined in my April 10, 2019 email to Kevin Singh:
1. Please provide me with copies of the final executed contracts.
2. Based on the contract received for maintenance and monitoring for the Sikh Temple wetland
mitigation project, the total amount of your surety device is $43,362.50. The specific
breakdown is as follows:
Monitoring $12,690
Plant Replacement / Maintenance $22,000
TOTAL $34,690
@125% $43,362.50
This amount is deemed sufficient to guarantee that structures, improvements, and mitigation
required by permit condition will perform satisfactorily for a minimum of five (5) years after
they have been completed. Please come to the 6th Floor of Renton City Hall to pay the surety
device, and as a reminder, the City does not accept bonds.
3. Please provide a draft Native Growth Protection Easement for review (see attached template).
Thank you for your diligent work in protecting Renton’s critical areas. Once I have received a receipt for
the surety device, a copy of the executed contracts, and a draft NGPE document I will issue a letter
signaling the start your five-year monitoring program and release the performance surety the City is
currently holding. This information needs to be received by October 31, 2019, if it is not received, then
the City will initiate Code Enforcement proceedings.

The NPGE identifies the wetland and buffer area. The creation of the NGPE conveys to
the public a beneficial interest in the land within the easement area. This interest shall be for
the purpose of preserving native vegetation for the control of surface water and erosion,
maintenance of slope stability, visual and aural buffering, and protection of plant and animal
habitat. MAINTENANCE RESPONSIBILITY: All owners of lots created by or benefiting from this
City action, abutting or including this native growth protection easement [tract] are responsible
for maintenance and protection of the easement [tract]. Maintenance includes ensuring that no

alterations occur within the tract and that all vegetation remains undisturbed unless the
express written authorization of the City has been received.
