EXCAVATION: The customer is to provide all trenching, backfill, vault excavations, compaction and restoration per this sketch and per PSE standards. A minimum protective cover of 36" is required over PSE's primary voltage equipment and 24" is required of PSE's secondary voltage equipment. SITE PREPARATION: The work area will be at or near finished grade, clear of trench spoils or construction materials which would restrict construction and/or equipment access, before work can begin. Roads shall be paved or have a compacted , crushed rock base in place. CLEARANCES: Transformers require a minimum of 6 feet from fire fighting equipment, 10 feet from combustible walls, overhangs, doors, and windows, and a minimum of 5 feet from the back of curb (or guard posts will be required per PSE standards). All conduits and vaults are to be at least 5 feet away from water, storm and sewer lines when paralleling them in the right of way, and at least 1 foot when crossing them, or as required by your local municipality. All work is to be done in accordance with local municipal and county permit requirements as applicable. Customer/Developer is responsible to provide, install and maintain all secondary service cables, conduits and crossings from the individual unit's meter base to the designated connection point on private property. A new transformer is proposed to be placed within the critical root zone of Tree #1. It is my understanding that the transformer location cannot be moved per your agreement with the neighboring property owner. The transformer will also require a certain amount of clearance around it in order for it to be serviced in the future by the utility company. The excavation required for the transformer installation is significant. See the attached diagram. It will require soil excavation within 2-feet of the root crown of Tree #1. This major encroachment is likely to compromise long-term health and stability. Removal is warranted to prevent a future hazard and provide the necessary space to appropriately install and service the utility in the future. Tree #2 will also be impacted by the utility work but not to the same degree as Tree #1. This tree can be retained if work is carried out diligently. The amount of root loss associated with trenching the utility is not expected to jeopardize health or structural stability. This tree has a large cluster of surface roots that extend east from the trunk. See pictures below. This root cluster will not be impacted by the utility trench. Pine trees have good relative tolerance to root loss and disturbance related to development activities. I would expect it to remain viable long-term if the measures outlined below are adhered to. Tree Protection Measures • Mark on the ground with paint the extent of required excavation. • Cover the ground on the north side of the trench (critical root zone) with plywood or hog fuel for equipment to run on. Use a tracked mini-excavator. • Gradually excavate trench by removing only a few inches of soil at time. Any root encountered that is greater than 2-inches in diameter will be hand-excavated at cut cleanly at the north edge of the trench. • After trench is excavated to the required depth, hand excavate and prune clean to sound tissue any damaged root ends over one-inch in diameter. Sound tissue is where the root is undamaged and the bark is completely intact with the root. • When work is complete, position a protection barrier at the dripline or to the largest extent possible keeping equipment and materials outside of the protection zone at all times. • Provide supplemental irrigation to the tree every 7 to 10 days during the dry season of June through September.
