Home My WebLink AboutCP 7607070720 • CITY OF RENTON, WASHINGTON ORDINANCE NO . 3038 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING THE CITY' S COMPREHENSIVE AdW.kilUkPLAN AND MAPS AND DATA IN CONJUNCTION THEREWITH RELATING TO CERTAIN PROPERTIES GENERALLY DESCRIBED AS THE "CEDAR RIVER TRAIL SYSTEM" ALL LOCATED IN RENTON, KING COUNTY , WASHINGTON WHEREAS the Planning Commission of the City of Renton and the City (buncil have heretofore adopted and filed a "Compr.ehensive 16ffilPlan" as evidenced by Resolution No. 1240 and Ordinance No . 2142 and as same has heretofore been amended and implemented from time to time, together with the adoption of various codes , reports and records , and WHEREAS since said adoption the Planning Commission and its staff has here Llore held various public hearings and duly recommended to the CIty Council certain amendments to said City' s Comprehensive kamaixtize Plan" as it affects certain properties hereinafter more particularly described, and WHEREAS the City Council, after publication and notices as provided by law, held a public hearing on such proposed amendment at its regular meeting on May 24 , 1976 , and all persons having been heard in connection therewith, and WHEREAS the City Council has duly determined, after consideration of all the testimony and evidence before it, that it is advisable and appropriate to mend and modify the City' s"Comprehensive ISA#.g.x)g* Plan" and such amendment being in the public interest and for the public benefit, NOW THEREFORE THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS : SECTION I : The aforestated findings and recitals are hereby found to be true and correct in all respects . -1- SECTION II : The City of Renton' s "6omprehensive Plan" , maps , data and reports in conjunction therewith, are hereby modified and amended, pursuant to the public hearings held in connection therewith as hereinabove specified relating to the "Cedar River Master Plan, including Trails System" extending from its mouth at Lake Washington to the eastern City Limits which amendment shall be and is a part of the City' s Land Use Community Facilities Plan of its Comprehensive Plan, all as more particularly described on the attached Exhibit "A" which is incorporated herein and made a part hereof as if Rfully set forth. ,-,00. SECTION IV: The City Clerk is hereby authorized and directed to file this Ordinance as provided by law, and a complete copy thereof likewise being filed with the office of the City Clerk, City of Renton. SECTION V: This Ordinance shall be effective upon its passage, approval and five days after its publication . SOUTH RENTON, W ASH. 98055 city of renton planning department may 1976 CEDAR RIVER MASTER PLAN THE CEDAR RIVER RECREATIONAL SYSTEM IS DESIGNED TO PROVIDE AN EXCITING AND VARIED ACTIVITY AREA' WHICH LINKS THE RIVER TO ADJACENT RESIDENTIAL NEIGHBORHOODS AND THE CENTRAL CORE AREA OF THE CITY PRO- VIDING A TOTAL LOCAL AND REGIONAL RIVER SYSTEM. THE RIVER CAN BECOME A FOCAL POINT AND IS ONE OF THE COMMUNITY'S GREATEST RESOURCES . THE RIVER SYSTEM HAS BEEN DIVIDED INTO THREE CONNECTING ZONES; 1 INDUSTRIAL PARK ZONE - LAKE WASHINGTON TO LOGAN AVENUE BRIDGE; 1 URBAN ZONE - LOGAN AVENUE BRIDGE TO INTERSTATE 405; AND 1 NATURAL ZONE - CEDAR RIVER PARK TO MAPLE VALLEY HIGHWAY BRIDGE NEAR THE MAPLEWOOD GOLF COURSE . THE THREE ZONES WOULD PROVIDE A VARIETY OF ACTIVITIES AND EXPERIENCES WITHIN A RELATIVELY SHORT DISTANCE ALONG THE RIVER--THE J PRIMARY PURPOSE BEING IMPROVED ACCESS TO AND ENJOYMENT OF THE WATER- CD WAY AND TO ENHANCE BOTH PUBLIC AND PRIVATE BENEFITS . h- `D THE PROPOSED ACTION IS TO AMEND THE COMPREHENSIVE PLAN AND THE COMMUNITY FACILITIES PLAN TO INCORPORATE A RECREATIONAL SYSTEM ALONG THE CEDAR RIVER IN ORDER TO PRESERVE AND ENHANCE THIS FACILITY FOR THE FUTURE. GOALS 1. PROVIDE A CONTINUOUS RECREATION SYSTEM USING AND ADJOINING THE CEDAR RIVER FROM LAKE WASHINGTON TO THE KING COUNTY PARK LAND EAST OF THE MAPLEWOOD GOLF COURSE . 2. PROVIDE A VARIED RECREATIONAL EXPERIENCE FOR PEOPLE OF ALL AGES WITH SPECIAL PROVISIONS FOR THE HANDICAPPED. -2- 3. PROMOTE QUALITY DEVELOPMENT THAT WILL ENHANCE THE IMAGE OF THE CITY AND PROVIDE PUBLIC ACCESS TO THE RIVER. 4. PRESERVE AND ENHANCE NATURAL SLOPES, VEGETATION, WILDLIFE HABITATS, INCLUDING VIEWS AND VISTAS FROM ADJACENT HILL- SIDES AND RIVER BANKS , OBJECTIVES : 1. AMEND THE COMPREHENSIVE LAND USE PLAN AND COMMUNITY , FACILITIES PLAN TO INCLUDE A VARIED RECREATIONAL SYSTEM ADJACENT TO THE CEDAR RIVER FROM LAKE WASHINGTON TO THE PROPOSED KING COUNTY PARK, 2 . PROMOTE A VARIETY OF LAND USES THAT ARE COMPATIBLE WITH THE RIVER SITE AND RECREATIONAL SYSTEM. CD 3, EXPAND GREENBELTS TO ADJACENT HILLSIDES TO PRESERVE (--\j CD OPEN SPACE, WILDLIFE HABITATS, AND THE NATURAL ENVIRONMENT. CD 4. DESIGN FOR THE EVENTUALITY OF FLOODS BY USING METHODS AND CD MATERIALS THAT WILL WITHSTAND FLUCTUATING WATER LEVELS . 5, PROVIDE A CONTINUOUS PEDESTRIAN PATHWAY FROM LAKE WASHINGTON TO THE PROPOSED KING COUNTY PARK. 6.
