The requestor stated there are people living in the motor home and trailers. A site inspection revealed multiple violations on this property; Unlicensed and/or inoperable vehicles, habitation of recreational vehicles, accessory structures, bulky waste and the number of vehicles parked on property. See Photos and Department of Licensing Vehicle Information. June 18, 2019: A Warning of Violation was issued for the above violations. The compliance date was July 3, 2019. EXHIBIT #3 July 30, 2019: A follow up site inspection noted the property remains in violation of city codes. See Photos. A Second Warning of Violation was issued with a compliance date of August 14, 2019. A new request to inspect this property was received. EXHIBIT #4 August 5, 2019: New request to inspect property received via front counter. August 14, 2109: Email request and photos received to inspect property. August 16, 2019: Emails received from requestor. August 22, 2019: A site re -inspection noted: When I went to house door young girl said owner lives in RV. Owner came out of RV with dog & said he stays in RV when he argues with wife. He says nobody lives in motor home. He will fix fence & clean up yard. Will continue to monitor. August 26, 2019: New request to inspect property received via front counter. EXHIBIT #5 September 11, 2109: Requestor left message that mess is still on this property. September 12, 2109: A site re -inspection noted the vehicle, habitation of a recreational vehicle and outdoor storage remains in violation of city codes. See Photos. A Finding of Violation was issued for $300.00, for the remaining violations. The compliance date or date to appeal the violation was September 27, 2019. EXHIBIT #6 The compliance date or date to appeal the Finding of Violation dated September 12, 2019, was September 27, 2019. No Appeal was received. October 7, 2019: A site re -inspection noted the property remains in violation of outdoor storage and the accessory structure (fence). It shall be unlawful to store, maintain, keep or retain: a junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any part thereof, on private real property in the City of Renton. B. The storage, maintenance or retention of junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any parts thereof, on private real property in the City is hereby declared to be a public nuisance and subject to abatement in accordance with this Chapter and RMC 1-3-3, as now worded or hereafter amended. Corrective Action: Remove and properly dispose of all unlicensed and/or inoperable vehicles from the property or demonstrate all vehicles are licensed and operable. Bring the vehicles into compliance with city code or store in a fully enclosed building. This includes all vehicles, motor homes, trailers and motorcycles. VIOLATION 2: VEHICLES, HABITATION OF RECREATIONAL Violation Note: Code Cited: CODE 4-4-0301 Investigation Date 06/182019 Code Text: Vehicles. Habitation of Recreational 4-4-0301 The City of Renton has adopted regulations governing what people use for dwellings. The municipal code states "except as authorized in RMC 4-9-240. temporary use permits, recreational vehicles, travel trailers, tents, or other temporary shelters shall not be used for habitation." Page 1 of 2 VIOLATION 2: VEHICLES, HABITATION OF RECREATIONAL Investigation Date 06/18/2019 Corrective Action: Discontinue use of the motor homes as a dwelling units. All accessory structures, including detached garages, fences and walls, shall be maintained structurally sound and in good repair. VIOLATION 4: Bulky Waste Private Property Violation Note: Investigation Date 06/18/2019 Code Cited: RMC 8-1-4.E 8-1-4 Unlawful Storage, Deposit, Disposal, Scavenging, and Hauling of Solid Waste: Unlawful Storage of Bulky Waste Code Text: RMC 8-1-4.E Unlawful Storage of Bulky Waste: The City of Renton has adopted regulations that governs bulky waste. The code states "It shall be unlawful for any person in the city to store, maintain, keep, retain, dump or accumulate bulky waste on private property in the City". Bulky waste is defined as "large items of solid waste, including but not limited to items such as furniture, large household appliances, refrigerators, freezers, oven, ranges, stoves, dishwashers. water heaters, washing machines, or clothes dryers: junk vehicles, vehicle hulks or any other oversized solid wastes which would typically not fit into or be permitted for collection as garbage in garbage cans". Corrective Action: Remove and properly dispose of washer and dryers, door, wood, bricks, and any other items stored outside on the property that will not fit in a regular garbage container. VIOLATION 5: Parking Allowed # in Residential Zone Investigation Date 06/18/2019 Violation Note: Code Cited: RMC 4-4-080.F.10.d Parking, Loading and Driveway Regulations: Parking Spaces Required Based on Land Use Code Text: RMC 4-4-080.F.10.d Parking Spaces Required Based on Land Use regulates the number of allowed parking spaces based on land uses, therefore, the code states for detached dwellings in a residential zone: "a maximum of 4 vehicles may be parked on a lot, including those vehicles under repair and restoration, unless kept within an enclosed building." Corrective Action: Limit the number of licensed and operable vehicles on your property to four (4). This includes cars, trucks, motor homes and motorcycles.
