• Citizen Comment: McOmber- Howard McOmber(Renton), Highlands Community Association, invited
Art Show by Highlands students to submit artwork and attend an Art Show occurring at the Highlands
. Community Association Neighborhood Center, 800 Edmonds Ave. NE, on 5/21/2011. He displayed
� posters designed by local High School students portraying the event theme, ,
"Helping Each Other in Renton."
Citizen Comment:Johnson- Ben lohnson (Renton) expressed concern about contradictions in City Code
Sidewalk Maintenance regarding responsibility for sidewalk and parking strip maintenance. He
Regulations; Relocation of the explained that in one section of the Code the onus for maintenance and repairs
Downtown Library is on homeowners, and in another section the onus is on homeowners unless
the City planted the tree that caused the damage. Mr.Johnson stated that if a
homeowner plants a tree that damages a sidewalk that homeowner should be
responsible for the repair; however, if the City plants a tree that damages the
sidewalk,the City should then be responsible. He asked that the topic be
clarified in City Code.
Regarding the relocation of the downtown library, Mr.Johnson stated that
people he knows who voted for annexation to KCLS did not expect the library to
be downsized. He requested that if the library is being downsized due to
economic reasons that this be communicated to residents.
Councilmember Corman remarked that Mr.Johnson's comments regarding the
tree issues are valid. Mayor Law stated that Urban Forestry& Natural
Resources Manager Terry Flatley could contact Mr.Johnson to answer some of
his questions.
MOVED BY CORMAN,SECONDED BY TAYLOR, COUNCIL REFER THE TOPIC OF
MR.JOHNSON'S CONCERNS REGARDING TREE REGULATIONS TO THE
ADMINISTRATION. CARRIED.
Regarding the downtown library topic, Mr. Corman stated that the issue will be
discussed at the next Committee of the Whole meeting,and citizens can
provide additional comments at the following Council meeting.
Citizen Comment:Smith - Shelby Smith (Renton) requested that Council reject the plan to relocate the
Relocation of Downtown downtown library to the Transit Center area. She stated that she will vote
Library against those who vote to move the library, and will encourage others to do the
same. She remarked that voters were assured that the current library building
would not be disturbed. Ms.Shelby stated that if the current building needs ,
repair then the City should use the money delegated for relocation to fix it. �,
CONSENT AGENDA Items listed on the consent agenda are adopted by one motion which follows '
the listing. At the request of Council President Briere, Item 7.e. was removed
for separate consideration.

Project Description: Application for an administrative L`wo 2ot short plat located within the Residentiai-8 (R-8)
dwelling units per acre zone. The subject site is a total of 15,148 square feet. 'I'he

just south of South 15`�Street iz�the Taibof HilUSpringbrook neighborhood. The existing single-fami�y
residence will rernain on proposed Lot 1.
Proposed lot sizes are as failotvs:

There are no streef improvements and an approximate 360 square foof dedication�vould be i•equi�red for
instal3ation af half-stree#improvements along Moms Avenue South. Subtracting that from the gross area
of the plat,the proposal for two netiv lots«�ould a�rive at a density of 5.9 divelling units per net acre
(du/ac}. There are no critical areas oizsi#e. '
Access to both proposed Iots w�uld be via separate private dri�sTeways from Morris Avenue South. Lot 1 I
is progosed to front on Morris AvenUe South. Lot 2 is proposed to have a pipestem�vith access f'rom
Morris Avenue South.
The topography of the subject site is relatively level��vzth slight slopes to the norti�at an average slope of
less than five percenf. However,there is a grade change af approximately 2 feet between Lots 1 and 2
along the shared property line just north of the existing house.T1ie site is vegetated with grass and
shrubs, as weIl as five fruit trees of which alt wi11 remain.

Environmental Review pursuant to WAC 197-11-800(b)(a).

� Approval of a short plat is based upon several factors. The foilowing short p3at eriteria have been
established to assist decision-makers in the review of the short plat:

'The site is.designafed Residential Single Family(RSP)on the Comprehensive Plan Land Use
Map. Lands in the RSF designation are intended£or use as qnatity residential.detached i
development organized into neighborhoods at urban densities. It is intended that larger
subdivision,infill development,and rehabilitation of existing housing be carefizIIy designed..
to enhance and impmve ihe quality of single-famiIy living environments.The proposal is
consistent ivifh the fallowing Comprehensive Plan Land Use and Community Design
Element policies:
PoIicy LU-147. Net developnaent densities should fall�vithin a range of 4.0 to 8.0 divelling
units per acre i�t Residential Single Family�reighbarhaods.
The proposed project for ft�vo Iofs would arrive at a net density of 59 d1ve11ing units per nef
acre,�vhich is ivithin the density range permitted.
Policy LU-148. A minimun:lot size of S,ODD SF sltould be allowed on in-fill�arcels of less
fhan or�e acre(43,560 sq.ft.) in single-f'amily desigrtations. �411ow a reduction on lot size to
4,500 S�'on parcels greater than o�ie acr•e to create ara rnce�rtive for aggregatio�z of land.
T'he minimum lot size is not intended to set fhe standard for denszty in the designa�io�t, but to
provide flexibility in subdivisiojt/plat desig�t and facilitafe development witlzin the allosved
density range. _
Both proposed lots exceed the minimum lot size of 5,000 square feet. Lof 1 �vould be 5,4b0
sqvare feet and Lot 2��vontd be 9,288 square feet(7,188 net square feet}.
Poticy LU-152. Single far�lily lot size, lot width,setbacks, and impervious surface should be
sufftcient to allowprivate opett space, landscaping fo provide buffers/privacy lvithout
exlensive fetrcing, and suff cient area for mai�tfettance activities_
The proposed neiy lots would meet the required lof size,�iTidth,and setbacks to creafe �
sufficient frant,rear, and side yard areas,provided the ea�isting carport on Lot 1 is remo�ed prior
to zecording.
Policy LU-154. Inte�pret development standards to suppo�t new ptats m:d i��ll�roject
designs i�tco�porafing street locafions, lot cor�gut-ations, and buildi�ig envelopes that
acldress privacy and quality of life for existing residents.
The prop�sed lots would be orienfed such that both of the lofs�voitld have direct access to a
public right-of-�vay. The t�svo propose�lo�s would be oriented to face Morris Avenue South,

divelling units per acre: After subtracting approximately 360 square feet along Morris
Avenue South for nght-of-way dedication,the net lot area is 034 acres. The propasaI far
t�vo lots on 034 acres arrives at a density of 5.9 dwelling units per acre,which falls within
the permitied density range for the R-8 zone.
Tf�e allowed building lot coverage for lots over 5,000 SF in size in the R-8 zone is 35 percent
or 2,500 SF, whichever is greater. Both proposed lots exceed the minimum Iat size of 5,000
square feet. Lot 1 would be 5,460 square feet and Lot 2 would be 9,288 square feet(7,1$8
net square feet).
The required setbacks in the R-8 zone are as follows: front yard is 1 S feet for the primary
structure and 20 feet for an attached garage;interior side yard is 5 feet;side yard along a .
street is I S feet for the primary siniciure and 20 feet for an attached garage;and the xear yard I'
is 20 feet. The existing house on proposed Lot 1 is unable to meet setback requirem�nts due �,

regulations regarding tree protection/retention require that trees on developsble 2ots be
maintained to the maximum exfenf feasible,and they permit fhe City to reqaire the
replacement of trees that woutd implement the intent of the regulations. The Development �
SerZrices Director has made a determination that#o comply u�it1�these requirements,25 ,

The City's iandscaping regulations reqaire the installation of landscaping within the public
