The proposal is to. create six lots�vith a net density of 3.7 du/ac,which is belotv the maximum density of 4.0 allo�ved in this zone. The minimum tot size irt the R-4 zone is 8,000 square feet and all of the�roposed lots exceed this minimum. Lot 6 is 21,466 square feet and the applicant has proposed ta place a detention pond in a private easement. Under Renton regulations,the detention pond would need to be in its own tract with common ownership. Lot 6 �vouid still have enough room to meet the minimum lot size. I� AIl lots mee�the tninimum requirements for width,depth and height as well as all setback zequirements for this zone. Access to the short plat«�ould be off Nile Avenue NE via a 26-foot wide access easement that ends in a haminerhead hunaround. All]ots would be required to use fhe access easement for access so no curb cuts«ould be made ta Nile or NE 3`�Street. The applicant should record a maintenance agreement at the fime of recording of the shart plat establishing maintenance responsibility for the private access easement. Staff did not recommend having the houses front on the access easement. That would close the short plat to the surrounding neighborhood and would not integrate ti3e short plat into the existing develogment as intended by the snbdivision regulations of the Comprehensive Plan. The site slopes gentty from north to south and drains towards the south and partially to the east into Nile Avenue NE. The site is covered by mixed native upland forest. There are 52 significant trees on this site, 13 significant I trees must be retained,the applicant did identify f��ees but fe�rer than the required 13. A ne�v h�ee retention pian must be submitted with the detail on protecting the trees during construction. The Iandscape plan that�vas �' submit�ed shows the two new trees per iot,.with the exeeption of Lot I. The landscape plan also shotivs fhe Irequired 5-foot landscape strip required alang public frontages. On this plat,there is a frac�on fhe north side of the plat thaT actually beIongs to the subdivision to the north of the street. There does appear tQ be some landscaping along that section,they will only be able ta landscape the areas that beiong fo this plat or in the right-of-way. A rez�ised plan was required to show tivhere fhe tract begins and where it ends in relatian to fhis plat in order to clarify where exacHy the landscaping will need to be placed. Fire,Park and Transportation Rees were imposed on this site. No critical areas were found on fhe site,at first wetlands were suspected but after an assessment of the area it was detei�nined that there was i�o soil safuration,there is no wafer supply to the area for a wetland. A detention pond is proposed for the southwest corner of the short plat. The water would be deYained and treated before discharging inta the existing storm water system in Nile. � � . � , � ' . � Madison Place Short Plat � File No.:LUA-06-072, SHPL-H October 3,2006 .� Page 3 � � Water is supplied by Wafer District 90 and a King County Certif cate of Water Availability has been submitted. The Fire Department requiretnents would need to be met. There are se�ver Iines abutting fhe site Shupe Holmber�, IOf}Front Sireet S.,Issaquah,WA 98027 stated they agreed�vith the condifio.ns with the exception of conditions 2 and 3. The subdivision to the north of the proposed developmenf is Margan Place, Lots 1-6 are doable fronted beiween Nile Avenue and Mt.Baker Plaee. There was a condition that those lots could have access from either side but nof both. As it fumed out alI of the lots accessed Mt.Baker PIace so the rear yards all front Nile with a six-foot board fence along Nile Ave NE. Lof 7 is a side yard fronting Nile. Lots 17 and I8 are side yards that front NE 3'�Streef. On the east side of Ni}e there are some frant yards bat also side and rear that front onto Nile. The Examiner stated that he would take their concerns info consideration when revie�ing recommendations 2 aiid 3, - Mr. Holmber�furthe�•stated that there is na access to NE 3`�Street. There is a fract there and fihey tivould not be able to fence between the&�ont yard and the traet. The maintenance af that tract�vas given to the homeo�imers of Morgan Place. Joe Pruss, 18211 24Q'�A��enue SE,Maple Valley,WA 98038 sfated that he had further disagreements tivith reconunendations 2 and 3. The way#he plat sits now he did ztot believe that Lot 3�vould be considered a legal corner lot with the tract adjacent to the Iot be�veen Lot 3 and the City right-of-�vay. That�voutd be the same reason for not fronting Lots 2 and 3 to NE 3�Street: The second objection�vould be that fhese lofs would use the access easement ta enter their yards with their front door facing NE 3'�Street. The R-4 zone usually requires Iarge back yards(25-feet}and this proposal�vould make it like a R-10 zone. The Examiner stated that it�vas not necessary to have the frant daor on NE 3`�Street. T}iere�vould need to be some iieatment so that it is not just a blank wa11 there. Whether Lot 3 is a comer lot ar not,at least appearance- wise it shouid be treated as a corner tot as far as iwo setbacks that meet the setback requiremen#s. He woutd like to find out the status of that fract. Mr.Pruss stated that if the fence was held back on Lots 2 and 3 and did a hedge on the tract side it could repIace the front yard look with greenery. They couId make a compromise that the City�vould apgrove. Mike Dotson,Development Serviees stated that the sidel�alk configuration along Nile,althongh it may be somewhat unusual,it is an allos��ed configuratian and they may prefer to have a parldng strip there. The • maintenance is to be taken eare of by the homeo��vners t1�at are adjacent to that sfrip. The traet is a remnant to get the alignment of NB 3�Sireet at this intersection,this fract svas required to make the street run correctly. Ms.Kinast stated that the idea�{�as that this plat�vould not be clased off to the outside,not Iike the area to the north�vhere there is a tall fence along the main street. Neighbors have coinmented on their concems about the appearance of this deveiopment from their side of the street. There were�vetlands on adjacent property and vegetation on the sub�ect sife looked as if wetlands might be presenf. A wetland analysis demonstrated no wetlands on the subject site. 11. The Lree inventory showed 52 siguificant trees that meet the size or specimen cri#eria established by the Ci#y. Code requires preservation of 25°/fl of those irees or i 3 irees. Tlie sabjecf site is located within the Renton School District. The project is expected To generate approximately 2 school age children. These sfudents�i�ould be spread aeross the grades and�vouid be assigned on a space available basis. I7. The development will increase fraffic approximatety t0 frips per unit or approacimately 60 frips. � Approximately ten percent of the trips,or approxirrrately 6 additional peak hour trips�vill be generated in tlie morning and evening. 18. Storm�vater wi11 be detained in a pond in the south�vest corner of the plat. It�vas ini�ially proposed to be an easement over a proposed lot but sfaffnoted it needed to be a separate tract owned by a homeowners' assocration. 19. The subject site is located within the City`s sanitary sewer service area. Existing mains are iacated in Nile and 3rd that can serve the site. 20. Tl�e subject site�vould be served 6y Water District 90. They have pro�tided a certificate of availability. 21 The City has adopted mitigation fees for transportation improvements, fire services and parks and recreational neecis based on an analysis of the needs and costs of those services. In the main,the proposed plat appears to serve the public use and interest. Renton has historically used a resident survey to give us a sense of how satisfied residents are with city services. In 2011,we will again conduct a statistically valid survey regarding the quality of life and services, business environment, and quality of work life in Renton with both residents and businesses. Results will be used to help with planning, program improvements or policy making/budget priorities.Through a competitive RFP process, Renton received 18 proposals from qualified firms and selected PRR, Inc.,a research and marketing firm based in Seattle,to conduct the survey. PRR's proposal had a competitively bid budget,with concrete ideas about how to reach out to non-English speaking households, and field the survey using multiple approaches. SCOPE OF SERVICES PRR will deliver a community-wide resident and business survey designed to solicit feedbar_k about the community's attitudes regarding the effectiveness of city services. Task 0-Project Objectives and Kick-Off Meeting. Prior to the kick-off meeting, PRR and the City will identify and review objectives and any relevant materials (including past research and reports) to build on and supplement past survey efforts. The City and PRR will hold a kick-off meeting to identify best methods for data collection; recommend sampling strategies; and confirm the project schedule. ' Task 1—Develop survey instrument. PRR will work with the City work group to review past City and PRR I sample survey questions.The aim will be one set of survey questions for residents and businesses that may reduce survey costs. PRR will deliver a first draft survey instrument, and through an iterative process, the City will settle on a set of questions for pre-testing. Questions wiil measure satisfaction and service importance for a gap analysis so the City can prioritize budget dollars to meet resident and business communities' expectations. The survey will be targeted for an average of 12 minutes for residents to complete and no longer than 10 minutes for businesses to complete. PRR will administer the survey questions to a randomly selected sample of 10 residents and 10 businesses for the online and phone versions; monitor the phone survey pre-tests; and conduct cognitive interviews with each person who pre-tested the survey to understand their survey experience and to identify any needed revisions. Finally, PRR wil�translate the survey into Spanish, and one Asian language, with native language I speakers for all translations using doubie-translation process to ensure the most accurate translation. Task 2—Survey Administration.The City will conduct outreach alerting residents and businesses to the survey, with PRR's advice and assistance on useful outreach approaches. For data collection, PRR will discuss three sampling options in the project kick-off ineeting, each of the three allowing for the inclusion of households/businesses that are primarily or exclusively cell phone. The City will select one of � the sampling options. A minimum of four attempts to reach each randomly selected phone number will I, be made and cails will occur on different days of the week and different times of the day to reduce �� non-response bias. A minimum of 400 completed questionnaires from residents and 200 from ' businesses is targeted, in order to provide an overall margin of error of±4%at the 95%confidence IPvel. ' Task 3—Data Analysis and Reporting. PRR will code the "open end" and "other specify" answers to be included in the quantitative analysis, and conduct response range and logic checks to ensure the dat� is clean. PRR will produce a topline results report. The City will review preliminary results and suggest any specific analyses. PRR will also review the resident respondent demographics to ensure that they mirror the City of Renton resident census demographics (American Community Survey, 2009), and if necessary, the final data file will be statistically weighted to better reflect the actual resident demographics of the City of Renton. The same process will be used to review and weight business respondent characteristics. These data will then be merged in order to conduct trend analysis. PRR will then perform statistica! analyses using these data, which may include univariate statistics such as frequencies and/or mean scores to describe the results for each survey question; crosstabulations and bi-variate statistics; gap analysis to measure the difference between how satisfied respondents are with specific city services relative to how important those services are to them;trend analysis techniques; and more advanced i , � � multivariate statistics. Once the analysis is completed PRR will prepare a written report in draft for review. Based on City review, a final draft will be written and professionally prepared in its final format and delivered as a PDF document. PRR is aiso proposing to present the key findings in a PowerPoint presentation for use by the City in its planning meetings. ' TERM I Completion of the survey is expected by the end of September, 2011 and the final report and presentation delivery by mid-November, 2011.The term of this contract will be from July 26, 2011 to December 31, 2011. PAYMENT The City will pay PRR, Inc. for services rendered in an amount not to exceed $40,000 based on the scope of work as outlined above. Invoices may be sent monthly to the attention of the City representative.
