INTRODUCTION AND SUMMARY
This letter presents a summary of our construction observation activities related to the retaining wall
construction and road widening construction activities for the Southport Development Lake Washington
Boulevard Improvement project located in Renton, Washington. We issued a revised geotechnical design
report dated April 22, 2016 (geotechnical report) and a subsequent addendum letter dated May 8, 2018
that provided recommendations for design and construction of the Lake Washington Boulevard Widening.
This phase of the project includes the widening of Lake Washington Boulevard to the south of the existing
alignment from Garden Avenue North to Houser Way North. The road widening includes excavation into the
Park Avenue embankment and subsequent embankment modification including a new Hilfiker spiral nail
system. Also included is a new welded wire face wall (Hilfiker system) to support the newly widened portion
of Lake Washington Boulevard. GeoEngineers provided an evaluation of the overall/global stability of the
wall systems. Wall detailing and design was provided by Hilfiker.
GeoEngineers’ representatives made site visits between August 28, 2018 and December 6, 2018 to
observe construction activities. During this time, we observed:
■ Excavation into Park Avenue embankment for Hilfiker spiral nail system. Soils exposed in wall cut
faces and subgrade were generally consistent with those identified in our report and used for
stability analysis.
■ Installation of spiral nails, steel wire facing, and wall face backfill.
■ Subgrade soil condition for planned structural earth wall and other backfilled areas within widened
portion of Lake Washington Boulevard.

We are on site today at the Lake Washington Boulevard project on Lake Washington Blvd at Houser Way N in Renton,
WA, per the request of Scott Rosenstock (Seco) and Brad Stocco (City of Renton) to observe existing site conditions.
While on site, we met with Brad. Our observations were generally as described below.
Wall Cut Face Conditions
On arrival, we observed crews to have completed rough excavation along the south side of Lake Washington Boulevard
to the face of the uppermost of the two proposed Hilfiker walls, where spiral nails are proposed for installation. We
observed the face of the excavation to generally consist of brown silty sand with gravel overlying an old roadway section,
with a contact between the two proposed rows of spiral nails. We observed the old roadway section to generally consist
of approximately 1 inch of asphalt overlying approximately 18 inches of brown silty sand with gravel overlying brown
gravel with few fines (particle sizes approximately 3-6 inches in diameter).
In our analysis of the global stability we assumed that the embankment consisted of “Common Borrow”. The soils
observed in the cut are consistent with this assumption with regard to minimum strength characteristics. The larger
particles (3-6 inches in diameter) could create issues with soil nail construction if they deflect the nails during installation.
Excavation Bench Conditions
We observed the soils immediately in front of the cut face, extending from the toe of the proposed upper wall toward the
roadway, to generally consist of brown silty sand with gravel in a moist to wet condition. We observed wetter conditions
near the center of the wall, where we observed the soils to yield under foot. We also observed portions of organic material
through the existing ground surface, consisting of fine particles such as small branches and roots. The yielding area was
observed to be approximately 8 feet (from the face of the wall) by 20 feet (along the face of the wall).
The exposed soils in this are will form a bench that will be landscaped in accordance with project planting plans. The
portion closest to the cut face will also need to support the face of the soil nail wall. If a firmer subgrade is required to
support the facing of the soil nail wall, we recommend that this area be over excavated and replaced with a sand and
gravel fill. We recommend the over-excavation occur AFTER the soil nails are installed so that the additional excavation
does not further undercut the unsupported temporary cut face.

(KLB Construction). Our observations were documented and are generally described below.
Hilfiker Spiral Nail Wall Installation
On arrival, we observed that crews had continued work on the uppermost of the two planned Hilfiker walls (see Site
Drawing). We observed that two rows of the proposed spiral nails had been installed along the upper wall alignment. The
contractor indicated that the spiral nails were 20 feet long and installed at a declination of 15 degrees below horizontal.
This was consistent with our observations of the construction. Pilasters and wall facing had also been installed along the
upper wall alignment, and the contractor was in the process of backfilling the wall facing with quarry spalls.
Based on discussions with the contractor, we understand that the wet and yielding soils described in Field Report 1 were
excavated and exported from the site after the wall facing had been installed. The contractor also indicated that during
installation of the spiral nails, minor groundwater seepage had been observed within the central portion of the wall
alignment but that it did not cause any issues during construction.
We also observed crews installing erosion control BMPs, which were located above and below the wall alignment. BMPs
generally consisted of straw waddles and high visibility silt fences.
Based on our observations it appears that construction is proceeding in accordance with project plans, including the
contractor supplied shop drawings for the Hilfiker Spiral Nail Wall system, and our recommendations. We will continue
to make site visits through construction.

(KLB Construction). Our observations were documented and are generally described below.
Hilfiker Spiral Nail Wall Installation
On arrival, we observed that crews finished backfilling the uppermost of the two planned Hilfiker walls with quarry spalls
and were in the process of excavating for the lower Hilfiker wall (see Site Drawing). We observed that the cut for the wall
was approximately 6 feet tall and exposed loose, brown to gray silty fine to medium sand generally consistent with the
soils observed at a similar elevation in B-1 as documented in our geotechnical report. We noted that some of the areas
in front of the wall cut were pumping under foot and there was some visible groundwater seepage. The contractor
informed us that they planned to use steel plates to distribute the loads from their equipment when working in these
relatively soft areas, specifically during the installation of the planned spiral nails.
The pumping soil is, in our opinion, consistent with a temporary condition where groundwater pressure is released to the
surface after excavation. We expect the pumping to diminish as groundwater comes back in to balance and achieves a
new equilibrium. If the area remains soft, some permanent remediation should be considered. This remediation, if
required, should occur after the soil nails have been installed.
Based on our observations, it appears that construction is proceeding in accordance with project plans, including the
contractor supplied shop drawings for the Hilfiker Spiral Nail Wall system, and our recommendations.
We also observed that crews had installed a soil berm with a straw waddle that protected soil from getting into the area
in the vicinity of the existing culverts. The contractor indicated that they plan to install a silt fence in this area for further
protection of the area. See Site Drawing and attached picture for general locations.
Crews indicated that they plan to continue excavation for the lower Hilfiker wall and will begin installation of the proposed
spiral nails early next week. We will continue to make site visits through construction.

We observed that crews had begun installation of both rows of nails starting at the easternmost end of the site, working
west-ward. We observed the soils comprising the cut face of the excavation behind the wall to generally consist of gray
silty sand with gravel in a moist condition, which we interpret to be consistent with the soils observed in our explorations
included in our geotechnical report. We understand from our discussions with the contractor that the soils at the east
end of the wall appear to be more dense than the soils at the west end of the wall, based on completion of the upper wall
and on conditions during initial excavation for the walls. The contractor indicated that the spiral nails were 20 feet long
and installed at a declination of 15 degrees below horizontal. This was consistent with our observations of the
construction. Pilasters and wall facing had also been installed along the wall alignments, and the contractor continued
to backfill the wall facing with quarry spalls as work progressed.
We also observed crews installing erosion control BMPs, which were located above and below the wall alignment. BMPs
generally consisted of straw waddles and high visibility silt fences.

On arrival, we observed that crews had completed installation of the lower tier of the Hilfiker wall system (see Site
Drawing). The wall facing had been backfilled with quarry spalls along its entire alignment. A layer of quarry spalls was
also placed on the benches to resist erosion.
Structural Earth Wall Installation
We also observed that crews had begun installation of the structural earth wall in the northeastern portion of the site,
immediately adjacent to Lake Washington Boulevard (see Site Drawing). We observed that approximately 3 to 5 feet of
backfill had been placed for the earth wall. From discussions with the contractor, we understand that the backfill
consisted of quarry spalls and was placed in lifts around the culvert pipes. The installed wall facing consisted of welded
wire which was also backfilled with quarry spalls.
The contractor informed us that they planned to continue backfilling the lower portion of the earth wall with quarry spalls
in the northern part of the wall (see Site Drawing). We understand that the contractor plans to place imported gravel
borrow material in lifts for the remaining upper portion of the earth wall once they have completed backfilling with quarry
spalls. We obtained a sample of the gravel borrow in order to perform a proctor test for future compaction testing of the
material.
We also observed that erosion control BMPs were in place, which were located above and below the wall alignment.
BMPs generally consisted of straw waddles and high visibility silt fences.
Based on our observations it appears that construction is proceeding in accordance with project plans, including the
contractor supplied shop drawings for the Hilfiker Retaining Wall system, and our recommendations. We will continue to
make site visits through construction.

We are on site today at the Lake Washington Boulevard project on Lake Washington Blvd at Houser Way N in Renton,
WA, per the request of Scott Rosenstock (Seco) to observe existing site conditions. While on site, we met with Cameron
and John (KLB Construction). Our observations were documented and are generally described below.
Structural Earth Wall Installation
On arrival, we observed that crews had continued installation of the structural earth wall in the northeastern portion of
the site, immediately adjacent to Lake Washington Boulevard. We observed crews installing an intermediate lift of the
wall in the northern part of the wall alignment (see Site Drawing). The installation generally consisted of the placement
of a wire soil reinforcement mat on compacted gravel borrow material. Filter fabric was placed over the reinforcement
mat and gravel borrow material was placed over the fabric.
The gravel borrow backfill was compacted using a Mikasa MVH 408 plate compactor. We observed the contractor perform
approximately 2 to 3 passes over the backfill during compaction. We evaluated the compacted backfill with a ½-inch
diameter probe rod. Probe depths were on the order of approximately 1 to 3 inches, which we interpreted as adequately
compacted. After the backfill was compacted, we observed the contractor wrap the filter fabric over the top of the backfill.
A wire backing mat was installed over the reinforcement mat at the wall face and the face was then backfilled with quarry
spalls.
We also observed that erosion control BMPs were in place, which were located above and below the wall alignment.
BMPs generally consisted of straw waddles and high visibility silt fences.
From discussions with the contractor, we understand that they plan to continue installation of the structural earth wall.
Based on our observations it appears that construction is proceeding in accordance with project plans, including the
contractor supplied shop drawings for the Hilfiker Retaining Wall system, and our recommendations. We will continue to
make site visits through construction.

Structural Earth Wall Installation
On arrival, we observed that crews had finished backfilling the structural earth wall in the northeastern portion of the site,
immediately adjacent to Lake Washington Boulevard (see Site Drawing). We observed that crews had installed the final
lift of gravel borrow material for the earth wall. We observed the contractor compact the backfill using a Mikasa MVH 408
plate compactor. The contractor performed approximately 2 to 3 passes over the backfill during compaction. We
evaluated the compacted backfill with a ½-inch diameter probe rod. Probe depths were on the order of approximately 1
to 3 inches, which we interpreted as adequately compacted.
We also evaluated the compaction with a nuclear densometer (see Density Test Table). Density tests indicated that
compaction met or exceeded 95 percent of the maximum dry density for the material which was previously determined
in accordance with ASTM D 1557. We observed that erosion control BMPs were in place, which were located above and
below the wall alignment. BMPs generally consisted of straw waddles and high visibility silt fences.
From discussions with the contractor, we understand that utilities are planned be placed in the structural earth wall area.
We also understand that the utilities will be covered and the remainder of the wall will be constructed using a base course
material for backfill up to the pavement subgrade elevation.
In summary, during construction we observed the contractor install the structural earth wall in lifts. The lifts consisted of
steel wire reinforcement mats with an additional wire backing installed at the wall face. Filter fabric was placed a few feet
back from the wall face and wrapped around compacted backfill. Compacted backfill consisted of gravel backfill material
previously discussed in this field report. The wall face was backfilled with quarry spalls. Lifts were installed around six
culverts which are located in the southwestern half of the wall alignment. Based on our observations throughout
construction, it appears that the structural earth wall was installed in accordance with project plans, including the
contractor supplied shop drawings for the Hilfiker Retaining Wall system, and our recommendations. We understand
that in order to complete the structural wall, lifts of base course material are planned to be placed, bringing the wall
height to the planned pavement subgrade elevation. We will continue to coordinate with the contractor and make site
visits through construction and coordinate with the on-site contractor as work progresses.

Cut and Backfill Observation
On arrival, we observed that crews had excavated in the southwestern portion of the project site, to the southwest of the
Hilfiker structural earth wall (see Site Drawing). The area was about 100 feet long, 10 feet wide, and 3 to 4 feet deep. It
is our understanding that this area is in the vicinity of a planned widened portion of Lake Washington Boulevard.
Excavated material generally consisted of brown silty sand with gravel and organic material such as roots and
decomposed wood. The exposed subgrade generally consisted of brown to gray-brown, silty sand with gravel and iron-
oxide staining. It appeared that as part of excavation to subgrade elevation, the majority of the organic material had been
excavated from the area. We evaluated the subgrade with a ½-inch diameter probe rod. Probe depths were on the order
of about 2 to 8 inches.
We observed crews place filter fabric over the exposed subgrade. Gravel borrow material backfill was then placed over
the filter fabric in approximately 12-inch-thick lifts. The backfill was compacted with a Mikasa MVH 408 plate compactor.
We observed the contractor perform three passes over the backfill during compaction. We evaluated the compacted
backfill with a ½-inch diameter probe rod. Probe depths were on the order of approximately 1 to 3 inches.
Based on discussions with the contractor, we understand that they plan to continue backfilling the area in 12-inch lifts
until they reach the planned base course subgrade elevation. The contractor estimated that there will be about 3 to 4 lifts
needed to reach the required subgrade elevation. The contractor indicated that after the area was backfilled and
compacted, they planned to cover the soils with plastic sheeting for moisture protection. We noted that the areas in the
vicinity of the previously-installed Hilfiker retaining wall had also been covered in plastic sheeting. We indicated that we
planned to return to site Monday, November 12, 2018, in order to evaluate compaction at the top of the backfill.
Based on our observations it appears that construction is proceeding in accordance with project plans and our
recommendations. We will continue to make site visits through construction.

spanned the length of the site and was about 1 to 2 feet deep. It is our understanding that the area is in the vicinity of a
planned widened portion of Lake Washington Boulevard.
Top course material consisted of 1¼-inch minus crushed rock and was approximately 1 to 2 feet thick. Based on our
observations and discussions with the contractor, we understand that the backfill was placed in approximately 12-inch-
thick lifts. The backfill was compacted with a Mikasa MVH 408 plate compactor. We evaluated the compacted backfill
with a ½-inch diameter probe rod. Probe depths were up to approximately one inch across the filled area.
Based on our evaluation and observations it is our opinion that the fill is adequately compacted and it appears that
construction is proceeding in accordance with project plans and our recommendations. It is our understanding that the
backfilled area is planned to be paved in the near future. We are available upon request to make additional site visits as
needed.

Cameron (KLB Construction). Our observations were documented and are generally described below.
Subgrade Evaluation
On arrival, paving crews were on site and preparing to pave over the backfill previously placed. The planned paving area
spanned over the constructed Hilfiker Retaining Wall system and other backfill areas to the southwest of the Hilfiker Wall
(see Site Plan). Throughout construction of the Hilfiker Wall and other backfill activities, we made site visits to document
construction activities. A brief summary of our observations of construction of the Hilfiker Retaining Wall system is
documented in Field Report 8. Other backfill activities generally consisted of backfilling areas to the planned pavement
subgrade elevation and were observed and reported in Field Reports 8 through 11.
The exposed pavement subgrade consisted of 1¼-inch minus crushed rock which we had previously observed placed
and compacted. Prior to paving, we observed crews perform a proof roll of the pavement subgrade with a fully loaded
haul truck. During the proof roll, we did not observe significant deflection or pumping under the truck tires.
Asphalt Paving
Based on discussions with crews, we understand that the overall pavement thickness will be 8 inches. We understand
that crews plan to place two 3-inch-thick lifts of hot mix asphalt today, and that a upper 2-inch-thick layer will be placed
at a later date. We observed crews place the initial 3-inch-thick lift of asphalt over the exposed subgrade with a paver.
Crews compacted the asphalt with a twin drum vibratory steel roller. A representative from Mayes Testing was present
during compaction and took asphalt density tests throughout the paved area. Observed asphalt density tests ranged from
about 92 to 93 percent compaction.
Conclusions
Based on our evaluation and observation of the proof roll it is our opinion that the subgrade was in an adequate condition
prior to paving. It also appeared that the asphalt was being placed and compacted in accordance with project plans and
specifications. We are available upon request to make additional site visits as needed.
