NewhartShortPlat,PRE15-000519Page2of5MeetingheldonSeptember3,2015Withadeductionofapproximately5,695squarefeetfortheprivateaccesstractandadditional1,877squarefeet(12.5feetby150.12feet)forroaddedication,thisprovidesanapproximatenetsquarefootageof37,730squarefeetandadensityof2.3dwellingunitsperacre.Givenrequirementsforaturnaround(requiredforastreetlengthgreaterthan150feet),the5,695squarefeetforaprivateaccesstractwouldlikelybelargerwiththeadditionalareafortheturnaroundandthereforenetdensityisdifficulttodeterminewiththesubmittedlayout.Arevisedlayoutwouldberequired.DevelopmentStandards:TheprojectwouldbesubjecttoRMC4-2-11OA,“DevelopmentStandardsforSingleFamilyZoningDesignations”effectiveatthetimeofcompleteapplication(notedas“R-4standards”herein).SinglefamilyresidentialdevelopmentispermittedoutrightintheR-4zone.MinimumLotSize,WidthandDepth—TheminimumlotsizepermittedinR-4is9,000squarefeet.Minimumlotwidthis70feetforinteriorlotsand80feetforcornerlots;minimumlotdepthis100feet.Theproposalappearstocomplywiththelotsize,widthanddepthrequirementsofthezone.Theformalshortplatplansubmittalmustdemonstratethateachlotcomplieswiththeminimumlotstandardsofthezone.BuildingStandards—R-4zoneallowsamaximumbuildingcoverageof35%ofthelotarea.Themaximumimpervioussurfacewouldbelimitedto50%.Buildingheightisrestrictedto30feet.Theproposal’scompliancewiththebuildingstandardswouldbeverifledatthetimeofbuildingpermitreviewforthenewresidences.Setbacks—Setbacksaretheminimumrequireddistancebetweenthebuildingfootprintandthepropertylineandanyprivateaccesseasement.TherequiredsetbacksintheR-4zoneare30feetforthefrontyard,25feetfortherearyardsetback;interiorsideyardsarerequiredtohaveacombined20footsetbackwithnotlessthan7.5feetoneitherside.Thesetbacksforthenewresidenceswouldbereviewedatthetimeofbuildingpermit.ResidentialDesignandOpenSpaceStandards:AllnewdwellingunitsintheResidential-4zonearesubjecttotheResidentialDesignandOpenSpaceStandardsoutlinedinRMC4-2-115.Theproposal’scompliancewiththeresidentialdesignandopenspacestandardswouldbeverifiedatthetimeofbuildingpermitreviewforeachnewresidence.Access/Parking:Proposedaccesstothesouthernlotisproposedtobeprovidedbya20footwideshareddrivewaytractthatextendsfromNE8thST.ItappearsthatthenorthlotwillaccessfromNE3thST.Eachlotisrequiredtoaccommodateoffstreetparkingforaminimumoftwovehicles.Shareddrivewaysarerequiredtobewithinatract.Shareddrivewaysmaybeallowedforaccesstofour(4)orfewerresidentiallots,provided:a.Atleastoneofthefour(4)lotsabutsapublicright-of-waywithatleastfifty(50)linearfeetofproperty;andb.Thesubjectlotsarenotcreatedbyasubdivisionoften(10)ormorelots;andc.ApublicstreetisnotanticipatedbytheCityofRentontobenecessaryforexistingorfuturetrafficand/orpedestriancirculationthroughtheshortsubdivisionortoserveadjacentproperty;andU.Theshareddrivewaywouldnotadverselyaffectfuturecirculationtoneighboringproperties;ande.Theshareddrivewayisnomorethantwohundredfeet(200’)inlength;andf.Theshareddrivewayposesnosafetyriskandprovidessufficientaccessforemergencyvehiclesandpersonnel.H:\CED\Planning\CurrentPlanning\PREAPPS\15-000519
