I have completed a preliminary review for the above -referenced proposal located at approximately 35 differer
locations around the City of Renton. The following comments are based on the pre -application submittal
made to the City of Renton by the applicant.
EXISTING CONDITIONS
WATER Water service is not a requirement for this project .
SEWER Sewer service is not a requirement for this project.
STORM There are not any required detention, water quality or conveyance systems for this project .
STREETS There are no street frontage improvements required for this project.
GENERAL COMMENTS
1. A franchise license and agreement are required to grant the use of public right of ways for installation of
the "small cells" is required; see Renton Municipal Code (RMC) Chapter 19 Telecommunications Licenses and
Franchises.
2. A Master Use/Franchise Utility Permit Application (MFP) is the permit this project will need for the
construction phase. An approved traffic control plan needs to be submitted with the permit application for
approval by Public Works.
3. RMC 4-6-090 requires all "new communications" to be installed underground. A variance can be applied
for to allow all the new communication "small cells" to be installed above ground. See RMC 4-6-09OG for the
variance procedure. Additional information regarding the variance procedures can be found at RMC 4-9-250.
4. If the project is proposing to install any of the "small cells" on City owned facilities/property (i.e. Water
Tank) there is a different process to follow; which consists mostly of coordinating with the Public Works
Department that owns the facility.

General: We have completed a preliminary review of the pre -application for the above -
referenced development proposal. The following comments on development and permitting
issues are based on the pre -application submittals made to the City of Renton by the applicant
and the codes in effect on the date of review. The applicant is cautioned that information
contained in this summary may be subject to modification and/or concurrence by official
decision -makers (e.g., Hearing Examiner, Community & Economic Development Administrator,
Public Works Administrator, Planning Director, Development Services Director, and City
Council). Review comments may also need to be revised based on site planning and other design
changes required by City staff or made by the applicant. The applicant is encouraged to review
all applicable sections of the Renton Municipal Code. The Development Regulations are
available for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall
or online at www.rentonwa.gov.
Project Proposal: The project would locate dozens of small wireless communication facilities in
various areas of the City on existing infrastructure such as utility poles and streetlights and/or
new support structures such as wood poles. The wireless equipment consists of small antennas,
mounts, and power connections. The proposed two types of antennas to be used have
approximate dimensions of 26x6 inches and 16x6x3 inches. The applicant is proposing roughly
35 sites in the City. The intent of the proposed small cells is to fill coverage gaps in a wireless
telecommunications network where larger macro wireless communication facilities are unable
to reach and provide coverage.
Current Use: There are approximately 35 potential sites the applicant is considering including
public right-of-way locations although specific addresses were not identified in the submitted
materials.
Zoning: The submitted application does not provide specific addresses or properties. In general,
Wireless Communication Facilities are allowed in all zone designations of the City through
approved land use review and/or building permits. For public right-of-way locations, zoning is
determined by the abutting property, where a zoning designation of a property extends to the
middle of the public right-of-way. The table for Wireless Communications Facilities from RMC 4-
2-060 "Zoning Use Table — Uses Allowed in Zoning Designations" is provided below and
describes the types of review processes required for each type of facility that may be proposed.

Note 47: Monopoles are prohibited if located within three hundred feet (300') of residentially zoned property,
unless the Administrator determines that all residentially zoned property within three hundred feet (300') of
the proposed facility is undevelopable due to RMC 4-3-050, Critical Areas Regulations.
Development Standards: Each specific site that the applicant is considering would be subject to
the related zoning designation and associated Development Standards as identified in RMC 4-2
"Zoning Districts — Uses and Standards" effective at the time of complete application.
Additionally, all wireless communication facility projects would be subject to RMC 4-4-140
Wireless Communication Facilities (WCF) development standards. The following provides a brief
list of applicable standards for WCFs. See RMC 4-4-140 for more detail.
D. COLLOCATION REQUIRED: No new support structure shall be permitted unless the applicant
demonstrates to the Administrator's satisfaction that no existing tower or support structure can
accommodate the applicant's proposed WCF. See RMC 4-4-100D for more details.
E. ALTERATION OF EXISTING WIRELESS COMMUNICATION FACILITY (WCF) SUPPORT
STRUCTURES:

1. Minor Alteration: Proposed collocations and/or modifications to a lawfully existing WCF
support structure, that does not substantially change the physical dimensions of the WCF shall
be a minor alteration and exempt from Conditional Use Permit Requirements. "Substantially
change the physical dimensions" means:
a. Height: A collocation and/or modification that would increase the overall height of
the WCF by more than ten percent (10%), or by twenty feet (20% whichever is greater;
b. Width: A collocation and/or modification that would add an appurtenance to the
body of the tower that would protrude from the edge of the tower by more than twenty
feet (20% or more than the width of the tower at the level of the appurtenance,
whichever is greater or a collocation and/or modification to an existing WCF support
structure other than a tower that would qualify as a Concealed or Camouflaged WCF; or
c. Compound Expansion: Expansion of a WCF's compound necessitated by the proposed
installation of more than four (4) new equipment cabinets or more than one new
equipment shelter. An expansion of a compound necessitated by a minor alteration
shall not constitute a major alteration; however, the compound expansion shall be the
minimum necessary to accommodate the alteration.
2. Major Alteration: Any change that is not a minor alteration is a major alteration.
3.Original Dimensions: An increase in height and/or width of a WCF due to a collocation and/or
modification shall be measured against the dimensions of the originally approved WCF.
S. Review Time Period: Requests for minor alterations, as described in this subsection, shall be
reviewed within ninety (90) days.
F. STANDARDS AND REQUIREMENTS FOR ALL TYPES OF WIRELESS COMMUNICATIONS
FACILITIES:
1. Equipment Shelters/Cabinets: Location, Screening, Size, and Generators standards.
2. Maximum Height: All wireless communication facilities shall comply with RMC 4-3-020,
Airport Related Height and Use Restrictions. In addition, all wireless communication facilities
shall comply with the height limitation of the applicable zoning district, except as follows:
a. Monopole I: Less than sixty feet (60') for all zones. Antennas may extend sixteen feet
(16') above the monopole I support structure.
b. Monopole II: No more than thirty five feet (35') higher than the maximum height for
the applicable zoning district, or one hundred fifty feet (150'), whichever is less.
Antennas may extend sixteen feet (16') above the monopole II support structure.
c. Stealth Towers: The maximum allowed height of a stealth tower shall be one hundred
fifty feet (150'); however, the allowed height for a specific type of stealth facility shall be
determined through the Conditional Use Permit review process and the standards of
this Section.

d. Rooftop WCF: Concealed and/or camouflaged WCFs erected on a rooftop may extend
up to sixteen feet (16') above the allowed zone height.
e. Utility Poles: Proposed replacement utility poles, for the purpose of siting wireless
communication facilities, shall be no more than twenty feet (20') taller than adjacent
utility poles; utility poles on residentially zoned private property shall be no taller than
forty-five feet (45').
3. Visual Impact: Site location and development shall preserve the pre-existing character of the
surrounding buildings and landscape to the extent consistent with the function of the
communications equipment. Towers shall be integrated through location and design to blend in
with the existing characteristics of the site to the extent practical. See the RMC subsection for
more detail.
4. Setbacks: Towers shall be set back from each property line by a distance equal to the tower
height, unless an engineering analysis concludes that a reduced setback is safe for abutting
properties and the Administrator determines that a reduced setback is appropriate for the site.
S. Maximum Noise Levels: No equipment shall be operated so as to produce noise in levels
above forty five (45) decibels as measured from the nearest property line on which the wireless
communication facility is located. Operation of a back-up power generator in the event of
power failure or the testing of a back-up generator between eight o'clock (8:00) a.m. and nine
o'clock (9:00) p.m. are exempt from this standard. No testing of back-up generators shall occur
between the hours of nine o'clock (9:00) p.m. and eight o'clock (8:00) a.m.
6. Fencing: Security fencing shall be required and shall be painted or coated with a non -
reflective neutral color. Fencing shall comply with the requirements listed in RMC 4-4-040,
Fences, Hedges, and Retaining Walls.
7. Lighting: Towers or antennas shall not be artificially lighted, unless required by the FAA or
other applicable authority. If lighting is required, the Administrator may review the available
lighting alternatives and approve the design that would cause the least disturbance to the
surrounding views. Security lighting for the equipment shelters or cabinets and other on -the
ground ancillary equipment is also permitted, as long as it is appropriately down shielded to
keep light within the boundaries of the compound.
8. Advertising Prohibited: No lettering, symbols, images, or trademarks large enough to be
legible to occupants of vehicular traffic on any abutting roadway shall be placed on or affixed to
any part of a WCF tower, antenna array or antenna, other than as required by FCC regulations
regarding tower registration or other applicable law. Antenna arrays designed and approved to
be located on or within signs or billboards as a stealth tower, or a concealed or camouflaged
WCF, shall not be construed to be in violation of this prohibition.
9. Building Standards: Support structures shall be constructed so as to meet or exceed the most
recent Electronic Industries Association/Telecommunications Industries Association (EIA/TIA)
222 Revision G Standard entitled: "Structural Standards for Steel Antenna Towers and Antenna
Supporting Structures" (or equivalent), as it may be updated or amended. Prior to issuance of a

building permit the Building Official shall be provided with an engineer's certification that the
support structure's design meets or exceeds those standards.
10. Radio Frequency Standards: The applicant shall ensure that the wireless communication
facility (WCF) will not cause localized interference with the reception of area television or radio
broadcasts. If the City finds that the WCF interferes with such reception, and if such interference
is not remedied within thirty (30) calendar days, the City may revoke or modify a Building and/or
Conditional Use Permit.
G. CONCEALED WIRELESS COMMUNICATION FACILITY STANDARDS: Additions or modifications
to buildings shall complement the existing design, bulk, scale, and symmetry of the building, and
minimize the addition of bulk and clutter. Standards for building additions, related equipment,
type of materials, architectural elements, and locations on residential buildings are provided.
See RMC 4-4-100G for more details.
H. CAMOUFLAGED WIRELESS COMMUNICATION FACILITY STANDARDS: Additions or
modifications to buildings shall complement the existing design, bulk, scale, and symmetry of
the building, and minimize the addition of bulk and clutter. Standards for architectural
integration, materials, antenna dimensions, and locations on residential buildings are provided.
See RMC 4-4-100H for more details.
I. STEALTH TOWER STANDARDS: Standards for each type of stealth tower are the minimum
necessary to meet the intent of effectively disguising the tower. Standards for types of stealth
towers not identified within this subsection will be determined on a case -by -case basis by the
Administrator through the Conditional Use Permit criteria pursuant to RMC 4-9-030E, Decision
Criteria — Wireless Communication Facilities. Types of stealth towers and their individual
development criteria are provided in more detail in RMC 4-4-1001 for more details. Types of
stealth towers include Faux Trees, Flagpoles, Sports Field Lights, and Freestanding Signs.
J. APPLICATION SUBMITTAL REQUIREMENTS: In addition to application materials and
information required pursuant to RMC 4-8-120C, the following materials are the minimum
required to complete a review of any WCF, other than an alteration pursuant to subsection RMC
4-4-100E1 Minor Alteration. Additional materials and information may be required but the
following technical analysis materials are required as part of a complete application: Site
Justification Letter, Justification Map, Coverage Map, Noise Report, Photo Simulations, Method
of Cabling, and Visual Mitigation. See RMC 4-4-100J for more detail.
Utility Undergrounding: Per RMC 4-6-090G all new electrical or communication facilities shall be
required to be installed underground unless exempt in subsection RMC 4-6-090D.
Significant Tree Retention: Arborist reports may be required if trees are located near or on a
site where a small cell facility is proposed to evaluate potential impacts.
Critical Areas: If critical areas such as streams, wetlands, or steep slopes are identified on a
proposed site, studies may be required as part of a complete application.
Environmental Review: All projects requiring a land use review or building permit require
Environmental Review unless determined to be exempt.

Permit Requirements: Each project site requires a separate land use application as required.
Minor alterations do not require a land use application, are subject to a building permit
application, and are to be reviewed within 90 days from submittal of a complete application. An
Administrative Conditional Use would be reviewed within an estimated time frame of six to
eight weeks. The 2015 and 2016 fee for an Administrative Conditional Use application is $1,000
plus a 3% technology surcharge fee. A Hearing Examiner Conditional Use application is $2,500
plus a 3% technology surcharge fee. An Environmental/SEPA Review would be added to any land
use review period if required. Environmental Checklist Review application is $1,000 plus a 3%
technology surcharge fee.
In addition to the required land use permits, separate construction and building permits would
be required. The review of these permits may occur concurrently with the review of the land use
permits, but cannot be issued prior to the completion of any appeal periods. Detailed
information regarding the land use application submittal items have been provided in the
attached handouts or are also available online.
Fees: In addition to the applicable building and construction fees, impact fees may be required.
Such fees would apply to all projects and would be calculated at the time of building permit
application and payable prior to building permit issuance. A handout listing Renton's
development -related fees is available on the City of Renton website for your review.
Note: When formal application materials are complete for Land Use Permit, the applicant is
strongly encouraged to have one copy of the application materials pre-screened at the 6th
floor front counter prior to submitting the complete application package. Please call Kris

Expiration and Extensions: Once a Conditional Use Permit application has been approved, the
applicant has two years to comply with all conditions of approval and apply for any necessary
permits before the approval becomes null and void.
