The applicant is requesting a Temporary Use Permit (TUP) in order to operate a
coffee and gift shop (classified as both an "Eating and Drinking Establishment"
and "Retail" use in a 4,520 square foot commercial suite located on the ground
floor of an existing building (total building area is approximately 8,600 sq. ft.). The
subject site is located at 226 Main Ave S (Parcel # 7231500900). The site totals
6,082 square feet in area and is located within the CD (Center Downtown) zoning
classification. The site is also located within the City Center Sign Regulation
Area, Urban Design District A, and Downtown Business District overlays.
According to the applicant, the new use would serve expresso-based beverages,
offer small group art classes, and sell handcrafted merchandize created by local
artists. Access to the suite is provided via entrances on the east and west sides
of the building. A small surface parking area directly behind the structure is
available for employees, and street parking is available for customers of the
business. COR maps indicates the presence of a high seismic hazard on the site.
The applicant has not proposed the removal of any trees or vegetation on the
site. The applicant is seeking to obtain a TUP in order to allow operation of their
business before code amending the applicable Environmental (SEPA) Review
exemptions is codified. The new code would add changes of use in a space less
4,000 sq. ft. in size within an existing multi-tenant building or shopping center as
a SEPA exempt activity. The applicant's proposal would classified as a SEPA
exempt activity under the new code.
The Te mporary Use Permit is hereby Approved with Conditions* and subject to the following conditions:

1.If the code exempting the proposed use from Environmental (SEPA) Review is not in effect by March 1, 2020,
the applicant shall either submit an application for Environmental (SEPA) Review on or before March 31, 2019,
or cease operating the use.
2.If the use ceases to operate for any reason, the site shall be left free of debris, litter, or other evidence of the
use upon completion of removal of the use.
3.A City of Renton Business license must be obtained prior to operation.
4.All requirements, standards, and permits required of the Seattle -King County Public Health Department
must be met and approved prior to operation.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation or fact. After
review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original
decision, there will be no further extension of the appeal period. Any person wishing to take further action
must file a formal appeal within the 14-day appeal time frame.
APPEALS: Appeals of the permit issuance must be filed in writing on or before 5:00 p.m. on November 28,
2019. Appeals must be filed in writing together with the required fee with Hearing Examiner, c/o City Clerk,
City of Renton, 1055 South Grady Way, Renton, WA, 98057. Appeals to the Examiner are governed by City
of Renton Municipal Code Section 4-8-110. Additional information regarding the appeal process may be
obtained from the Renton City Clerk's Office, 425-430-6510.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the permit, unless
the Community & Economic Development Administrator or designee establishes a shorter time frame or an
applicant can request that a permit be valid beyond the one year expiration, for up to five years at the time of
application or prior to permit expiration.
EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to
permit expiration to the Department of Community & Economic Development Administrator.
