Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. Water Water service is provided by the City of Renton. There is a 12-inch water main in N 30th Street. This site is in the 435 pressure zone. The site is in Aquifer Protection Zone 2. System development fees do not apply for City properties or projects. See the fee schedule for meter installation charges, depending on the final proposal. The proposed water tower would be required to show how the water would be treated and drained if necessary. Sanitary Sewer Sewer service is provided by the City of Renton. There is an 8-inch sewer main in N 30th Street. System development fees do not apply for City properties or projects. Storm Drainage There are existing drainage improvements in N 30th Street. A drainage plan and drainage report will be required with the site plan application. The report shall comply with the 2009 King County Surface Water Manual and the 2009 City of Renton Amendments to the KCSWM, Chapter 1 and 2. All core and any special requirements shall be contained in the report. Based on the City’s flow control map, this site falls within the Peak Rate Flow Control Standard, Existing Site Conditions. The drainage report will need to follow the area specific flow control requirements under Core Requirement #3. A geotechnical report for the site may be required. Information on the water table and soil permeability with recommendations of appropriate flow control BMP options with typical designs for the site from the geotechnical engineer shall be submitted with the application. Transportation/Street Existing right-of-way width in N 30th Street is 60 and 72 feet along the frontage of the site. N 30th Street is identified as a minor arterial and collector in this vicinity. The street section for N 30th will be a 68-foot right of way to match previous dedications. To build this street section, approximately 4 feet of right-of-way will be required to be dedicated to the City along the project side. To meet the City’s new complete street standards, street improvements include a pavement width of 30 feet, curb, gutter, an 8-foot planter strip, 8-foot sidewalk, are required to be constructed in the right of way fronting the site per City code 4-6-060. The curb may remain where it is but the 8-foot planting strip and 8-foot sidewalk are required to be installed. Street lights may be required depending on the existing lighting in the area. The proposed height of the reservoir is required to be approved by the Renton Airport. If allowed to be constructed the tank is required at minimum to install warning lights meeting FAA standards. General Comments All required utility, drainage, and street improvements will require separate plan submittals prepared according to City of Renton drafting standards by a licensed Civil Engineer. All projects are required to be tied to a minimum of two of the City of Renton current horizontal and vertical control network. Permit application must include an itemized cost estimate for these improvements. Half of the fee must be paid upon application for building and construction permits, and the remainder when the permits are issued. There may be additional fees for water service related expenses.
