This program is for the period starting January 1, 1971 to December 31, 1976. To allow sufficient time for the interested agencies to review and analyze the programs • of all the major cities and counties within the state, it is re- quired that the program be adopted prior to July 1st of the year preceding the period for which the program encompasses. • This years version is considerably different in form from the one that was adopted in December of last year. The major variance • is the new requirement to identify those projects that are concerned • with the City's Urban Area Arterial System and to list in order of priority within the Major, Secondary and Collector Categories. This is a requirement of the Urban Arterial Board and is necessary in order to qualify for future funding of proposed projects . Another change over last years program is to list projects that were included in the current 1970 program and that have received funding but construction in some cases would extend into 1971. The balance of the program covers arterials that are not a part of the Urban Arterial System and also includes access streets. Projects must be listed within the 6 Year Program to be eligible for funding by the Urban Arterial Board, Arterial Street Fund and Street Forward Thrust Funds. The majority of the projects included within the program depend on these sources for funding. The routine maintenance duties of the City's Street Department are not included within this program. • Page 2 (Cont.) Although it is required to update the program prior to July 1st of each year, it is possible to revise the program at anytime and as often as you wish providing a public hearing is held prior • to each revision. The Board of Public Works conducted the final review of this • program in regards to content and priority, and I, or any member of the board present, would be happy to explain in more detail on any portion that you or members of the audience may desire. An additional requirement this year calls for the adoption of a Urban Area 6 Year Construction Program. This program is limited to projects eligible for funding by the Urban Arterial Fund. Both of these programs have to be approved by a Resolution after one or more public hearings.
