Grant 111 Ri re o, c e WJG.I • r RESOLUTION NO. &,-5".7 WHEREAS the City of Renton, Washington, has heretofore adopted a Comprehensive Six Year- Street Program pursuant to the requirements of Chapter 195 of the 1961 Session Laws , which Program has heretofore been amended from time to time, and WHEREAS the City, by and through its City Engineer and Traffic Engineer have heretofore proposed certain revisions , modi- fications and amendment to said Six Year Street Program, and WHEREAS a public hearing has been held on December 22 , 1969 , after prior notice thereof as required by law, to consider the adoption, modification and division of a new Comprehensive Six Year Street Program and all parties having been heard in support .thereofor in opposition thereto at said public hearing; NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE ' CITY. OF RENTON, WASHINGTON, AS FOLLOWS: . SECTION I : The aforesaid recitals and findings are hereby found to be true and correct in all respects. The City' s Compre- hensive Street Program for the ensuing six years, as annually reviewed and modified, is hereby adopted, and a copy thereof, labeled "Exhibit A" is incorporated herein and made a part hereof as if fully set forth. Said Six .Year Comprehensive Street Program, as evidenced by said exhibit , shall be and constitute the City' s Comprehensive Program until reviewed annually, thereafter and as otherwise provided by law. SECTION I'I: A copy of said Comprehensive Street Program shall be filed with the Director of Highways not more than sixty (.60) days after adoption of this Resolution, together with a certified , • copy hereof. The law also requires the City to revise the plan each year to keep it up to date. In addition, the City has the option to amend the plan at any time upon holding a public hearing. The main purpose of the plan as far as the state is concerned is to have information concerning the various City programs to provide coordination between agencies ,especially where state funds are involved. It is important to the• City of Renton in respect that several funds for street construction are tied directly to the 6 Year Program. These fund sources include: 1. Arterial Street Fund 2. Urban Arterial Fund 3. Street Forward Thrust Funds to a degree. The effect of this is that if a proposed arterial improvement is not included within the 6 Year Plan, funds cannot be allocated. It should be pointed out that the program as submitted is not a priority program and the availability of funds played an important part in its formulation. The program also includes projects that will in all probability be constructed by the state, but they are included in our program to emphasize their importance and to allow the City to use the funds listed above for improvements above state requirements at the time of construction. . ........ ... .:. .: :....' ..c -'. .. - .. .eu....a..a.._...a.d.Li....... • Page 2 Funding for this complete program has not been provided and cannot be anticipated from the funds available at this time. That is to say that money the City might receive from the Arterial" Street Fund, Urban Arterial Fund and Street Forward Thrust Fund would not a be sufficient to fund the 6 Year Program as presented. But due to the necessity of having a project within the program before certain • funds can be authorized, it is desirable to include .any arterial improve- ;4 ment that can reasonably be anticipated within the next 6 years. 1 The routine maintenance program of the City's Street Department is not included within this program nor are streets that would be constructed by private developers. The estimates of costs included within the program are very prelimi- nary and are not based upon any detailed analysis. The program was • prepared with the cooperation of the Board of Public 'Works, and I or • any member of the board present would be happy ,to answer any questions you might have. .
