HomeMy WebLinkAboutFUPC Project NarrativePROJECT NARRATIVE OVERVIEW The project includes a new church building addition and onsite improvements located at 3811 NE 21st Street on Tax parcels # 0423059237, 307 and 068. The subject property is located on the East side of Redmond Ave NE, South of NE 21st ST, between NE 21st St and NE 19st St in Renton, WA. The zoning designation for the site property is Res-MD & R-6. The adjacent properties in the vicinity of the site is comprised of single-family homes. The current use of the site is a church that provides religious ceremonies 2-3 time a week with the most visitors attending the church for Sunday morning services. There is also a single-family home located on the south end of the property along NE 19th Street. The site is not located in landslide, erosion hazard areas, or other environmentally sensitive areas according to King County i-Maps. There are no special features in terms of Critical Areas associated with this site and no environmental permitting is required for the redevelopment of the site. The site is underlain by Vashon Glacial Till with low infiltration capability of 0.3”/hour and a seasonal high-water table in the order of 3-3.5’ deep below existing ground. Due to high volume of patrons attending the church on Sunday mornings, the church needs to expand its existing building and parking area to accommodate visitors. Therefore, the proposed on and offsite improvements consisting of building and parking expansion plans are required to be submitted to the City for the issuance of permits for these necessary improvements. The church intends to provide 80 additional parking stalls for a total of approximately 170-stalls. The church also intends to add approximately 3,100 SF of additional floor plan including a covered entry to its existing building. A total of two-lots will be created via a Lot Line Adjustment Application Process. The three existing parcels will be combined into (2) two lots. One lot will include the church building and its parking expansion and the other for one-single-family-lot to cover the existing home located on the south side of the property. In order to meet the access and parking demand to and from the site, the applicant will provide offsite frontage improvements including curb, gutter, planter and sidewalk along NE 21st Street and NE 19th Street. The church also intends to provide onsite parking illumination and along NE 21st Street. A new private fire line will also be needed to provide the required fire flow and pressure to serve the building. We have estimated the cost for the proposed onsite and offsite improvements to be approximately $450,000. Since this project proposes to add or replaces more than 2000 sf of impervious surface area and the land disturbance activities is more than 7,000 SF, a Full Drainage Review is required for this development. The additional new and plus replaced asphalt surface areas will be treated with a series of bioretention facilities hydraulically connected. A series of parallel underground online detention piped system again hydraulically connected will be located downstream of the treatment facilities to ensure that stormwater runoff is managed per the city of Renton Stormwater Design Manual. Approximately 3,000 CY of earthwork including 2,800 CY of cut and 200 CY of fill material will be anticipated to take place on the site. There are no trees to be removed nor involved with the construction of onsite improvements. There are additional rights-of-way to be dedicated along NE 21st street and NE 19th Street to meet the requirements for the residential streets’ development.
