MINUTES
The Board of Commissioners of the Renton Housing Authority met for the monthly board
meeting on Monday March 9th 2015.The meeting was held at the A.J.Ladner Administration
Building,2900 NE 10th St.Renton,Washington.Chairperson Anderson called the meeting to
order at 9:05 am.
1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey and Maxine
Anderson.Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of
Finance and Accounting,and Kaelene Nobis,Executive Associate.Mema Wheeler has an
excused absence.
2. CONSIDERATION OF MINUTES
MOTION by Commissioner TASA and a second by Commissioner EASTEY to
approve the minutes of the 921 st board meeting on February 9th 2015.
Ayes:All Nays:None Motion Carried
3. AUDIENCE COMMENT
(Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience
comment period is limited to one-half hour.A second audience comment period later in the agenda allows five
(5)minutes for each person,for a total comment period limited to the time constraints of the board.
4. CONSENT AGENDA
4.1. Local Government Investment Pool—February 2015
4.2. Checks Issued Report—February 2015
MOTION by Commissioner MARSH and a second by Commissioner TASA to approve
the Consent Agenda.
Ayes:All Nays:None Motion Carried
5. FINANCIAL
5.1.Financial Statements as of January 2015.
RHA began the year with a surplus of$82k for the month of January.The L1PH
properties incurred a loss of$30k primarily due to expenses charged to Sunset Terrace
with no,rental revenue.These expenses will be reallocated to other programs.
The Senior Properties generated a surplus of$27k.The Market-Rate properties
generated a surplus of$62k and the Section 8 Program generated a surplus of$22k.
Net Position(Net Assets)was$34.7M at the end of January with$5.8M classified as
"unrestricted".
RHA held just under$11M in cash and short-term investments at the end of January.
$4.7M of this amount was held by the WA State Pool.
MOTION by Commissioner MARSH and a second by Commissioner EASTEY to
approve the Financials.

5.2. Section 8 Utilization Update-February 2015
Section 8 program,benefiting from bump in allocation of HAP funds,indicates
anticipating a surplus of cash even when fully utilized,6,700 per month based on
amount of cash reviving.As a result of additional vouchers from sunset terrace.Still
underutilized with lease ups.There is another allocation of vouchers to be issued this
week.There are currently 20 families out shopping,so there will soon will be more out
shopping.Section 8 is in good shape.We are over 800 units of households leased up in

Renton.This puts to good use the resources here in Renton.December has a high value
of HAP budget spent,and this was due to the HAP budget allocation being shorted in
December.
6. OLD BUSINESS
6.1.Kirkland Avenue Townhomes Update(exhibits A&B)
Put in final draws to state and county and received county check Thursday last week,
close on our loan a couple weeks ago.Money is in the bank or on the way,project is
almost done.Road work completed April/May. 133k for the road.A good asset for the
housing authority. 17/18 occupied and the families are very excited to be there,

Are hoping to become the short list and be announced a winner.6.5 dollars for every 1
dollar of CNI leverage.
6.3. Maintenance Supervisor hiring update
Position is having hiring process is being facilitated by Ron Oldham and Steven Gray,
Kaelene is admin support.
6.4.Neighborhood House senior services enhanced referral case manager update
Neighborhood house has a job description;hope to have this position filled by April.
Need a dedicated position for increased level of support.

7. NEW BUSINESS
7.1. Board of Commissioners and staff Apparel(Exhibit)
7.2.Renton Community Foundation Transportation Grant(Exhibit)
500 dollar transportation grant from the Renton Community Foundation
7.3. Ethics training and the advent of an Ethics Building Committee,Building upon this
momentum staff will be seeking board resolution to amend the agency mission
statement,first reading.(Exhibit)
Training facilitated by Ron Oldham,generated the draft of some edits to the mission
statement given feedback and outcome of the training.With intended adoption at April
board meeting.
7.4. Salvation Army supportive services and nutrition program expansion
Major laris Potter has agreed as part of CNI grant application Salvation army named as
an anchor institution.Had agreed to expand resources to residents regardless of CNI
awarded or not.Looking to see how Salvation army can help deliver meals to seniors
weekly or biweekly.This would be to the site.Conversations include a food basket/bag
and or a prepared meal.More details as the plan for senior outreach.

7.6. Housing Development Consortium and Housing Alliance legislative agenda and public
messaging(Exhibit)2015 Legislative agenda:priorities for the housing alliance;which
is aligned more closely with the consortium.Glance at the lead issues.
