MINUTES
The Board of Commissioners of the Renton Housing Authority met for the monthly board
meeting on Monday April 13th 2015.The meeting was held at the A.J.Ladner Administration
Building,2900 NE 10th St.Renton,Washington.Chairperson Anderson called the meeting to
order at 9:00 am.
1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,and Maxine
Anderson.Also present:Mark Cropper,Executive Director,and Kaelene Nobis,Executive
Associate.Excused absence Merna Wheeler and Owen Mayfield,Director of Finance and
Accounting,
2. CONSIDERATION OF MINUTES
MOTION by Commissioner Tasa and a second by Commissioner Eastey to approve the
minutes of the 922nd board meeting on March 9th 2015.
Ayes:All Nays:None Motion Carried
3. AUDIENCE COMMENT
(Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience
comment period is limited to one-half hour.A second audience comment period later in the agenda allows five
(5)minutes for each person,for a total comment period limited to the time constraints of the board.
4. CONSENT AGENDA
4.1.Local Government Investment Pool—March 2015
4.2.Checks Issued Report—March 2015
MOTION by Commissioner Tasa and a second by Commissioner Eastey to approve the 44010
Consent Agenda.

5. FINANCIAL
5.1.Financial Statements as of February 2015
RHA generated a surplus of$222k for the first two months of 2015.The LIPH properties
incurred a loss of$66k due to the repositioning of Sunset Terrace.The Senior properties
generated a surplus of$52k.The Market-Rate properties generated a surplus of$191 k
and the Section 8 program operated at a surplus of$45k.
Net Position at the end of February was$34.8M with$5.7M classified as unrestricted.
RHA held$11.5M in cash and liquid investments with$4.7M invested in the WA State
Pool.
MOTION by Commissioner Marsh and a second by Commissioner Eastey to approve
the Financials.

5.2 Section 8 Utilization Update
One of the Kirkland avenue units is vacant and one of the Glenwood Townhomes.Both
vacancies are assigned to applicants and will be leasing in the next few days. Utilization
is 93.3%by tally,and cash expenditure is 92.25%.Renton Housing is spending just a
little under per voucher.If fully leased up at all 415 @795 per voucher,total expenditure
would be at 308,013.Keeping an eye to increase voucher Payment Standards as rental
unit's prices increase.Occupancy is tight.Will be keeping the board posted and in the
loop of the swing.
6. OLD BUSINESS
6.1.Kirkland Avenue Townhomes Update(Exhibit)
The mission of the Renton Housing Authority is to provide decent,quality,affordable housing in a safe
environment to people with low incomes who make Renton their home. Through partnerships with our
clients, service providers and other groups, we will responsibly increase and enhance our housing
programs while providing opportunities for those we serve to become self-sufficient.
Certificate of Completion.A couple items outstanding.Door thresholds and door pan.
Outside lights look very nice and have a good amount of light.Pleased with outcome,
vowstill need to do the street overlay and crest.All issues solved with windows.We are still
holding performance bond and retention.If we were to do this again with modular,it
would be done a little different.
6.2. Sunset Redevelopment Update
6.2.1. Ally Fees
Development:The Email chain between Mark Gropper and Len Brannen.Fee for
service understanding.We need documentation to be able to pay for pre
development work.Phillipa took over and will keep track of her time and effort will
be documented,invoiced to the housing authority.Something to be handled
carefully.
6.2.2. Land use and design criteria for Collpits buildings
Look at the new design for the Collpits development.Needs to be a welcoming
corner anchor.That's inviting.
6.3.Community Needs Implementation Grant
Exhibit shows the brochure to give to those asking questions.Also the new renderings
that the city has ordered.
7. NEW BUSINESS
7.1.Resolution 2487-2015:Resolution to adopt the amended mission statement in favor of
the addition of language that promotes ethical behavior.
Second reading,added key terms from ethics meeting into the new statement.Motion
made by sally/second by torn with the amendment to add a semi colon after excellence.

amended mission statement in favor of the addition of language that promotes ethical

THERE FORE,BE IT RESOLVED by the Commissioners of the Housing Authority
of the City of Renton. WA to adopt the amended mission statement in favor of the
addition of language that promotes ethical behavior.

7.2.Resolution 2488-2015:Resolution to purchase Renton Highlands Parcel adjacent to
sunset court pocket park at Fair market value
Appraisal for the property came back at 366,000.Purchase and sale agreement back This
property is adjacent to the sunset court park and would be an important part to add into
the redevelopment.It also is funny shaped that would cause us to need an easement if we
were to not be an owner of this property.

Merna and Lee.Just so everyone has an option.
