Answer: See Special Provisions Section 8-30.2 Materials (page SP-221). 1b. Question: Division 6 seems to contradict itself. It states that "All fabricated steel components and materials to be galvanized per ATM 123." Then, on the next page it states, "Steel Surface Preparation: Shop sandblast using SSPC-SP6 Commercial Blast using non-metallic abrasive. Prime Coat: Advance two-component ..." It also states that the Landscape Strip Fencing is to be powder-coated RAL 90005 Jet Black. So, I am interpreting this to mean that the fencing is to be hot-dip galvanized,then powder-coated black. Which will provide an extremely durable finish. We will ignore the specification for SP6 and priming, since that would preclude galvanizing. (The process for hot-dip galvanizing includes removing all of the mill scale with hot sulfuric acid, which is more effective than blasting. Hot-dip galvanizing is a more effective corrosion prevention that Zn priming. Powder-coating takes place in an oven at—400°which would destroy most primers.) Answer: Please ignore the specification for SP6 and priming, since that would preclude galvanizing. 2. Question: The specifications for trash receptacles say"ring" lid. Which lid type is best: standard tapered or convex? Answer: Standard tapered. 3. Question: Which length of bench is correct? Answer: Eight-foot length bench with center armrest. 4. Question: Explain the different schedules in the proposal. It's not shown on the plans which work goes under which schedule. Answer: The schedule breakdown is described in the Special Provision Description of Work (page SP-3). The purpose of the schedule breakdown is for internal budget tracking for the City of Renton between two projects:Williams and Wells Conversion Project, and Downtown Utility Improvement Project (DUIP)which is currently under design. 1of4 Williams and Wells Conversion Project will include Schedules Al, A2, and A3. Schedules B, C, and D are considered part of the DUIP project. These "Extra" schedules include utility work outside of the sawcut lines associated with the four downtown intersection improvements. 5. Question: The quantity in Schedule D for Bid Item 406 is 230 LF. Is the quantity correct? Or are the quantities for Bid Items 405 and 406 switched? Answer: The quantity is correct. Schedule D includes the quantity of 12" Diam. PVC from STA 197+07 to STA 199+23. The remaining quantity of 12" Diam. PVC sewer pipe is located in Schedule A3. Both Bid Item 122 and Bid Item 404 should be "Furnish and Install 12 In. Diam. PVC C900 for Sewer Pipe". 6a. Question: Question regarding 6-07.2 Materials and 6-07.2(1) Materials for Signal and Luminaire poles, luminaries, terminal cabinets, and video detection systems. The paint system calls out under powder coating system on page SP-119 AAMA 605.2 however under Aluminum Poles page SP-122 it calls out AAMA 2604. To have the paint systems all fade at the same rate would require these requirements to be the same. AAMA 2604 is the 5 year Florida color retention standard and 605.2 indicates the 10 year Florida color retention standard.To our and Valmont's experience there is a significant issue getting sufficient outgassing in a 605.2 top coat system and they do not recommend it over galvanized traffic poles. Considering that the 2604 standard is called out for the aluminum poles, can we provide a system for the steel traffic poles and their sub assemblies that meets the same 2604 standard? For reference the WSDOT standard also calls out the AAMA 2604 level of top coat. Answer: All signal, illumination, and associated components shall follow Special Provision Section 6-07.2(1) (page SP-122)to meet AAMA 2604 requirements. The paint system described in page SP-119 which refers to AAMA 605.2 is only applicable to urban design elements. Please see "Paint Color/ Paint System Table" on pages SP-118 and SP-119 for clarification on which paint system is to be used for each component. 6b. Question: Further on SP-121 the 605.2 is indicated with the finish called out as Fluoropolymer so we are asking that this is also stricken as mentioned above. Answer: This section is paint for the landscape strip fencing and not applicable to the illumination poles. 6c. Question: Under galvanizing and aluminum metals SP-121 the whole section under finish asks for a metallic finish which is inconsistent with the top coat being Ra19005TX jet black which is not metallic, so we ask for that not to apply to the poles and subassemblies. Answer: Dismiss this section. 2of4 6d. Question: Under 6-07.2(1)Additional anti-graffiti coating SP-122, the application of an anti- graffiti coating alters the appearance of the RAL9005TX jet black top coat by providing a somewhat milky appearance to the clear coat—Valmont and Visco would like that reality to be acknowledged as acceptable. Answer: The City will require samples be provided for painted metal coupon sample of RAL9005TX top coat with anti-graffiti coating and one without the anti-graffiti coating, per Section 1-06 Control of Material. 6e. Question: There has been extensive experimentation done on this type of system and this is the result. If this is not acceptable than we would ask to have the anti-graffiti coating requirement stricken for the aluminum and steel light poles and their sub-assemblies. Answer: The City will require samples be provided for RAL 9005 (no texture) painted metal coupon sample for landscape strip fencing, per Section 1-06 Control of Material. 7. Question: Is it necessary to replace the post for relocated signs if they have existing signs that are to remain? For example, Sheet 102 Signs S7, 512, 514. Answer:Yes. See General Notes#5: "All new and relocated roadway signs to have new posts and post bases per City of Renton Standard Plan 129. 8. Question: Will the City be Proving the coring for the new posts per STD. Plan 129? Most of the existing signs are on bolt down flanges, not cored into the concrete with anchor sleeves. Answer: New posts shall be installed per City of Renton Standard Plan 129. 9. Question: What is to be done with the Bare Existing Decorative Posts? I have attached a screenshot of a post that will be bare after the signs are removed and relocated to show an example.The sign shown is on Sheet 113 Signs S8, &S9. Also, what is to be done about the existing bolted down style post if we remove them the anchor bolts will be sticking up from the sidewalk. Answer: Contractor shall remove all existing sign posts (including decorative posts with anchor bolts)that will be bare after existing signs are removed or relocated. Please account for these removals under bid item #78 Permanent Signing, per lump sum. 10. Question: On Sheet 105 Sign S10 is that a new or existing post? Answer: Sign S10 on Sheet 105 shall be attached to a new illumination pole. 11. Question: Is there a detail for the R1-1 Flashing Stop Signs?That shows the type of post and flashers etc. or will those be installed by others? Answer: No, there is not a detail for the flashing stop signs. Contractor shall provide Request for Approval of Material for proposed flashing stop sign. 3of4 12. Question: Do you have sign dimensions for the R12-5 signs? None are given on plan sheet 108. Answer: Sign dimensions shall be as follows:Weight limit sign 24" x 36", Emergency Vehicle 24" x 36", Exemptions 24" x 12". 13. Question: The spec for the sign detail STD plan 129 shows a 9" core. Would an 8" core be acceptable? Answer: Contractor shall use 9" core per City of Renton Standard Plan 129. 14. Question: Do the sign panels need to be stickered by the state? Answer: Please refer to 2018 WSDOT Standard Specification Section 8-21.2 Materials for sign requirements. 15. Question: The project has Federal Funding but is this project a "Buy America" or have domestic requirements for the ductile iron or steel items? Answer: The project does have "Buy America" requirements per Special Provision Section 1-06 (pages SP-26 to SP-28). 4of4
