RE: PR19-000001 DSE5 Triton Towers Parking; LUA19-000307
Dear Ms. Gillia:
I am writing on behalf of RVA CENTER LLC, RVA LAND LLC, RVA CINEMA LLC and RVA
OFFICE LLC (collectively, the "RVA Entities"), in response to the Notice of Application dated
December 20, 2019 under the Project Name and Number referenced above. The RVA Entities
are the owners of the property immediately adjacent to the Project Site to the West (collectively,
the "RVA Properties").
We would like to formally submit the following comments with respect to the Land Use
Application:
• While we note that this seems to be the subject of the Application, daily delivery vehicles
bearing the Amazon corporate symbol have been regularly using the Project Location's
parking lot for some time, and we have had the opportunity to observe their activity
patterns.
• Further, we have also observed daily delivery vehicles bearing the "Budget" corporate
symbol using the Project Location's parking lot.
• The Project Location has its own legal access to South Grady Way and Talbot Road
South. However, the aforementioned daily delivery vehicles have been driving across
the parking lots and drive aisles of the RVA Properties for ingress and egress from the
Project Location to South Grady Way and Talbot Road, without legal authority and
without permission from the RVA Entities.
• Should the City of Renton approve the issuance of the Permit, it must be conditioned
upon the requirement that delivery vehicles entering and exiting parking on the Project
Location must use the following existing means of legal ingress and egress to and from
the Project Location:
a) Eastbound South Grady Way adjoining the Project Location;
o Eastbound South Renton Village Place adjoining the Project Location to Talbot
Road South;
b) Southbound Talbot Road South adjoining the Project Location
• Daily delivery vehicles parking on the Project Location must be prohibited from using the
RVA Properties as a means of ingress, egress or access to South Grady Way.
In addition to the fact that the use of the RVA Properties for ingress and egress is legally
impermissible, we believe that the haphazard use of the RVA Properties by commercial Amazon
and Budget vehicles for ingress and egress to South Grady Way presents a serious health and
safety issue for the tenants, customers and business invitees of the RVA Properties.
Unfortunately, we are concerned that neither the RVA Entities nor the City of Renton have the
practical resources to restrict the trespass over the RVA Properties by individual drivers without
some strict enforcement mechanism. We respectfully request that the City consider such an
enforcement mechanism as a condition to the issuance of the Permit.
In addition, we would appreciate copies of any documentation in the City's possession relative
to the parking agreement between the current owner of the Project Location and Amazon.
We note that because of the holidays, we were not made aware of the Application until very
recently. We would like the opportunity to directly discuss this matter with you further, and
