A Master Application has been filed and accepted with the Department of Community & Economic Development
(CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT DESCRIPTION: The applicant is requesting SEPA Environmental Review and a Reasonable Use
Variance to construct a two-story, 1,700 sq. ft. (footprint) addition on an existing single-family home at 2301 Jones Ave
NE (APN 3344500210). The existing two-story home is approximately 1,824 sq. ft. in size and was constructed in 1974.
The site is located in the R-4 zoning district and Residential Low Density Comprehensive Plan Designation. A Category II
wetland is located on a tract directly north of the subject site and a Type Np stream (Kennydale Creek) is located on the
east side of the site. The applicant is requesting a Reasonable Use Variance in order to allow the proposed addition to
encroach approximately 75 feet into the Category II wetlands buffer and approximately 25 feet into the Type Np stream
buffer. The existing home is currently located entirely in buffer for the wetlands and partially in the buffer for the stream.
The single-family project is not categorically exempt from Environmental Review as it requires the approval of a variance
(RMC 4-9-070). No trees or vegetation would be removed as a part of the project. The applicant has proposed the
removal of gravel driveway along the north side of the side and within the wetlands and stream buffers in order to reduce
the amount of impervious surface on the site. Therefore the project would result in decrease of impervious surface. The
applicant submitted a wetlands report and mitigation plan with the application.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance-
Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-
day appeal period will follow the issuance of the DNS-M.

For Project Mitigation:
The project will be subject to the City’s SEPA ordinance, RMC 4-2-110A, 4-3-
050, 4-9-070, 4-9-250 and other applicable codes and regulations as
appropriate.
Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed
project. These recommended Mitigation Measures address project impacts not
covered by existing codes and regulations as cited above.
1. The applicant shall follow the recommendations of the Wetlands and Stream Review Report prepared by
Altmann Oliver Associates (dated July 8, 2019), or any updated report submitted at a later date.
