The low bid from Quinn Boathouse Renovation, !Construction Co., Inc. of $363,810 is significantly higher than the engineer's Quinn Const :estimate of $230,000, and would cause the total estimated project cost of '$392,000 to be $122,000 over the available funds of $270,000. A full bid analysis, together with a listing and description of alternatives, is contained in the staff memorandum dated August 10,, 1998. The property is within a sanitary sewer Special Assessment District. The assessmelInt is based on square footage. The typical single-family lot in this Special Assessrrieht District is between 5,000 and 10,000 square feet. The subject property is 21, 98 square feet and technically sub-dividable. DISCUSSION: Special Assessment Districts should provide for equitable distribution of cost among property based on the benefit received. When improvements are installed by the City, we have to assess the charges based on potential benefit to the entire property. This assessment is often prohibitive to a single house on a large parcel. A method is needed to allow an exi ting single-family user to benefit from the improvements while paying an equitable as essment. The remaining assessment would remain recorded against the property an be paid when the parcel is developed further. My lot has a total of 15,360 s uare feet(not counting my driveway,which is 20 x 124). The lot is a nice level rectangle(120 x 128) Since I will eventually be going on sewer, it occurs to me that it would be in my best economic intere is to subdivide my lot into two lots. I have received a verbal"OK"from the City of Renton as far as myl square footage and zoning goes. There is currently only my small personal residence on the lot,just north of center. I could either move my current home or rebuild. I paid$45,000 for my house and lot in 1978. The vacant lots behind me are selling for approximately $71,000 each. As an added item of interest,there are three of these$71,000 lots adjoining the back of my lot. It is inevitable that my'space"and privacy will eventually be gone so why not cash in on it myself Please advise if I can have two sewer hookups and how this will affect my assessment. September 14. 1992 Renton City Council Minutes Page 420 require management of municipal stormwater through implementation of Best Management Practices; enact a legislative prohibition on requirements for end-of-pipe treatment; incorporate municipal "industrial" facilities as part of a system- or jurisdiction-wide stormwater management program; and measure compliance on implementation of site-specific Best Management Practices. 2) Radon in Drinking Water - EPA has proposed regulations governing radon containment levels in drinking water. Mayor Clymer urged, endorsement of Senator Robert Smith's (R-NH) proposal to include an amendment in the Fiscal 1993 HUD-Independent Agencies Appropriations bill precluding EPA's use of funds for regulation until the agency completes a risk assessment on the radon rule. 3) Fair Labor Standards Act - Cities have been caught by a technicality of Labor Department regulations and are faced with large cash judgments related to compliance with FLSA under the "salary basis" test which could result in classification of virtually all municipal employees for overtime eligibility. Mayor Clymer urged sponsorship of HR5112 and S1670 to eliminate the salary basis test in public employment and issuance of regulations by U.S. Labor Secretary Lynn Martin providing relief from these standards. Mayor Clymer also sent letters urging support of 1) HR5518 to ensure full funding for surface transportation programs to create jobs, economic development, and planned improvements; 2) The House version of the reauthorization bill, and of $4 billion in funding for Community Development Block Grant (CDBG) and $1.5 for HOME State and local housing block grant programs; 3) House cable bill (HR4850) to provide cable consumer relief and efforts to include an amendment in HR4850 that would protect cities from large claims by cable companies for regulatory actions taken under the legislation; and 4) House Bill (HR11) for urban aid and broadening of the bill to create a Distressed Areas Bond Program; modify current restrictions on small issue IDB's to permit use for commercial purposes in distressed areas; and modify current restrictions on bank deductibility. Highway site and the company's site adjacent to Cedar River (Carco) Park be included in the proposed urban center zone. Mr. Hines stated that Stoneway plans to ridevelop this property into a high-rise hotel/office/convention center complex. He pointed out that the Stoneway project would augment the development density for Renton's urban center designation under County- WI ide Planning Policies and would support densities necessary for high capacity transit in the region. Kamphaus, 12115 SE 60th Place, Kamphaus - Bellevue Bellevue, stating that on 7/28, 7/29, and 7/30/92, the King County Annexation, Newport Boundary Review Board (BRB) held hearings on the annexation of Hills Newport Hills to the City of Bellevue. Mr. Kamphaus said Bellevue Manning Director John Starbara suggested that the BRB investigate hether the City of Renton would agree to a change in the present phere-of-influence boundary between Bellevue and Renton. He also stated that the residents in the proposed annexation area south of SE 60th Street oppose annexation to Bellevue. In response to Councilman Edwards' inquiry, Mayor Clymer said that the staff has discovered that Bellevue's map and Renton's map differ in their designation of sphere-of-influence boundaries. He said that an 'nvestigation of this issue will be conducted, and an administrative ecommendation will be forthcoming. City Council modified tlr Utilities Committee recommendation regarding West Kennydale Sewer LID to include notification to all potential participants that they could be required in the future to connect to sewers (through the Aquifer Protection Ordinance or other future legislation). City staff is preparing notification letters to potential participants in the LID. These letters include the notification of possible required future sewer connection. Please find attached a samplg draft letter. The required notification is found in the boxed paragraph (second fro the last paragraph). This draft letter is one of several versions that will go out to LID participants. Other versions of this letter will also contain the boxed language. We hope this responds to your concerns regarding inclusion of this notification in the letters being sent to the LID participants. REF61-92/GZ August 31, 1992 Dear Resident, At the regular City Counc meeting of August 17, 1992, Ordinance 4362, forming a special assessment district within . portion of the Kennydale sub-basin, received its second and final reading and was adopted by Renton City Council. This ordinance is effective September 21, 1992. This assessment district will be recorded against your parcel as a notice of potential assessment. • Payment will not be due until your parcel benefits from the sewer improvements either at the time you apply for connection to the City's sewer system for the first time or, if already connected, as you apply for each additional connection to the sewer. If your portion of the West Kennydale Assessment is paid within 30 days of the effective date of the ordinance, no interest will be assessed. After that date interest will accrue at the rate of 10% per annum (simple interest) not to exceed 100% of the original assessment. The original assessment, per ordinance 4362, is $525.00 per dwelling unit. This assessment is for your share of the West Kennydale Interceptor. Parcels will also be subject to all other permitting fees including but not limited to: assessments for the City collector lines, installed across the frontage of your parcel,' that you would directly connect your side sewer to; the City's special utility connection fee ($470/SF residence); side sewer inspection fee ($60); and, right-of-way construction fees ($30). Permit fees listed are current fees and are subject to change by City Council action. This is not a notice requiring you to connect to the City's sewer system. Per current city code, you are only required to connet to the City's sewer system if public sewers are within 330 feet of your property and one of the following is true: 1) You have a failed or a failing septic system, or 2) There is new construction (i.e. construction of a new house), or 3) Your parcel is within a Local Improvement District. The current sewer conned ion policies are subject to change. The City may require, in the future, the connection of existing developed parcels to the public sewers for reasons such as protecting the City's sole source aquifl r. Kamphaus, 12115 SE 60th Place, Kamphaus - Bellevue Bellevue, stating that on 7/28, 7/29, and 7/30/92, the King County Annexation, Newport oundary Review Board (BRB) held hearings on the annexation of Hills Newport Hills to the City of Bellevue. Mr. Kamphaus said Bellevue Manning Director John Starbara suggested that the BRB investigate whether the City of Renton would agree to a change in the present Sphere-of-influence boundary between Bellevue and Renton. He also itated that the residents in the proposed annexation area south of SE 60th Street oppose annexation to Bellevue. n response to Councilman Edwards' inquiry, Mayor Clymer said that the taff has discovered that Bellevue's map and Renton's map differ in their designation of sphere-of-influence boundaries. He said that an investigation of this issue will be conducted, and an administrative recommendation will be forthcoming.
