Mitchell Short Plat - Project Narrative
The Mitchell Short Plat is a proposed two-lot short plat on a 0.86-acre parcel (Tax Parcel
#3342700480), located at 3625 Meadow Avenue North in Renton, 98056. The property in this area
is zoned R-6 and is considered RMD Residential Medium Density. The property has an existing home
(to remain) at the westerly end of the site. The property is proposed to be divided into two lots for
construction of a new single-family home on proposed Lot 2. Lot sizes will be between 14,163
square feet to 18,740 square feet. Net density of the project is 2.65 units per acre. The required
Minimum Density is 3 dwelling units per acre. The calculation for Minimum Density is the total site
area less the public street dedication and the private access easement multiplied by 3 dwelling units
per acre as follows: The proposed lots will be accessed by a shared access tract from Meadow
Avenue North.

dwelling units per acre which results in 2.2660 dwelling units Minimum Net Density. 2 dwelling
units are proposed thereby meeting the Minimum Net Density requirement. The calculation is
shown below:
39,891 sf – 6,988 sf (dedication and private access easement) = 32,903 sf or 0.7553 acres x 3
dwelling units = 2.2660 dwelling units
According to The Geotechnical Report completed by Mud Bay Geotechnical Services, LLC on January
29, 2020, the site soil is identified as Indianola loamy sand. No surface water was observed on the
site. There are no critical areas on or adjacent to the site.
Public right-of-way will be dedicated to the City of Renton for Meadow Avenue North. A Waiver is
requested for any required frontage improvements to Meadow Avenue North (curb, gutter and
sidewalk), and for undergrounding overhead utilities on Meadow Avenue North. As shown in the
drainage report the project does not meet the threshold which would require public stormwater be
extended to the site from the north.
Approximately 100 cubic yards of earthwork / grading is proposed at the time of site improvement
construction. Grading is planned as on-site excavation and fill. An approved TESC Plan will be
followed during construction activities. BMP’s will be utilized to reduce or control erosion and other
impacts to earth, including silt fencing, straw bales, mulching or plastic covering, construction
entrance, check dams, hydroseed, etc. Planned improvements will be in conformance with all City
of Renton Requirements. All construction activities, site improvements and building construction
will be consistent with the geotechnical recommendations and City of Renton requirements.
Additional Land Use Permits required by the proposal include the Final Short Plat following site
improvements / bonding.
Ten trees will be removed from the site as per the City of Renton Tree Retention Worksheet. The
proposed lots will meet the tree density requirement of the City of Renton. There are no proposed
job shacks, sales trailer and/or model home currently planned for the site.
