The changes to the agreement are described as follows: Section 1, SCOPE OF WORK, is hereby changed to read: Scope of Work is modified as shown in attached exhibit A-6 • I I Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: III Section V, PAYMENT, shall be amended as follows: Original contract amount is$301,891.00.Supplement No. 1 in the amount of$34,870.00 increased Contract amount to$336,761. Supplement No 3($321,203.00)increased Contract amount to$657,964.00. Supplement 6($130,499.00)increased total contract amount to$788,463.00.Supplement 8 will increase the proposed maximum amount payable by$45,954 to a maximum of$834,417. as set f• h in the attached Exhibit A, and by this reference made a part of this supplement. Se h, City Clerk • � � - 7i lD �'G ' _ _ 9 ate S'�1 DOT Form 140-063 tAb o Revised 09/2005 m 04, 'ORA 1 ED 9EQ EXHIBIT A SCOPE OF SERVICES FINAL DESIGN/ENGINEERING SERVICES City of Renton, Washington Lake Washington Loop Trail — Phase 3 — Supplement No. 8 Otak Project No. 32468 February 2020 Description of Project: The purpose of the Lake Washington Loop Trail Project is to design and eventually build a 7,000 lineal feet regional trail facility to connect the existing Lake Washington Trail from the Logan Avenue/Cedar River junction to a new trail at Rainier Avenue North.The project will complete a missing gap in the regional trail system.The Phase 3 segment of the proposed trail will be primarily located on the north side of Airport Way and will extend north along Logan Avenue to connect to the existing Cedar River Trail.The Phase 3 segment will end at the intersection of Rainier Avenue North.The trail segment along Airport Way will be an interim solution and will include a cycle track to minimize impacts to the existing roadway and right-of-way.The cycle track is proposed to be an interim solution until the Renton Municipal Airport finalizes their comprehensive Master Plan for zoning and use requirements along Airport Way. The Phase 3 trail will accommodate pedestrians, runners,bicyclists, and other non-motorized trail users.The trail will be designed to be accessible. The Supplement No. 8 scope of work provides additional services and changes to the 90% design, including the following: • Project Management and Coordination (Extended Design Schedule) • Airport Way and Logan Avenue Intersection Revisions (Revise from 90%Level) • Airport Way and Shattuck Avenue Intersection Revisions (Revise from 90%Level) • Specification Update (Update to 2020 Version) • Trail Extension to Rainier Avenue North (Additional Cycle Track—700 feet Extension) 1.0 PROJECT MANAGEMENT AND COORDINATION 1.1 Coordination with City of Renton OTAK will coordinate with the CITY of Renton on a regular basis to keep the CITY's project manager informed about project progress,project issues and schedule. OTAK will assist in scheduling project related meetings,reviews,and other coordination activities needed to keep the project moving forward. Regular communication with the CITY will occur on a weekly basis (by phone,regular meetings as described below, and/or by e-mail).Project management will include the City of Renton — Lake Washington Loop Trail 1 otak K:\Project\32400\32468\Contract\Supplement 8\Scope_Supplement 8_021820.doc Exhibit A — Scope of Work (Supplement No. 8) Continued coordination of design team members,internal project scheduling,and the preparation of a monthly progress report and a monthly billing statement. Supplement No. 8 will extend Task 1.1 approximately three (3) months. 2.0 SUPPLEMENTAL DESIGN TASKS 2.I Airport Way and Logan Avenue Intersection Revisions OTAK and TENW will prepare 90%and 100%PSE for the revised intersection concept developed for the Airport Way and Logan Avenue intersection (revised from previous update).The proposed intersection improvements will include revisions to layout/medians, signing,striping,and revisions to the existing signal system.The revised intersection concept will minimize new improvements within the intersection. Deliverables • Airport Way and Logan Avenue Intersection Revisions—90%and 100%Level 2.2 Airport Way and Shattuck Avenue Intersection Revisions OTAK and I'LNW will prepare 90% and 100%PSE for the revised intersection concept developed for the Airport Way and Shattuck Avenue Intersection Revisions.The purpose of the intersection revisions was to minimize impacts to Airport property and to the existing intersection configuration. Task 2.2 includes review of the existing signal system layout and recommendations for adjustments to signal heads and channelization. Deliverables • Airport Way and Shattuck Avenue Intersection Revisions—90% and 100%Level 2.3 Update Technical Specifications (2020 Update) Technical Specifications will be updated to the 2020 version of the WSDOT Standard Specifications. Special Provisions will address technical work,as well as issues such as inconvenience to the neighborhood and traveling public, allowable work hours, construction phasing,utility coordination and other items specific to the needs of the CITY. It is assumed that the CITY will provide us with a current"front-end"boilerplate that includes general conditions, the bid proposal, and the contract documents.The specifications will be prepared to adhere to State and Federal funding requirements. Perimeter Road.The extension of cycle track will be approximately 700 feet.Work will include • final engineering and layout/development of a revised plan concept and associated details.The revised plan concept will be updated to the 100%PSE level,including technical specification updates and construction cost updates.The revised plan concept will be based on the "Cycle Track to Rainier Avenue Transition—Option 1" Concept prepared by OTAK in February 2020. Deliverables • Trail Extension to Rainier Avenue—100%PSE SUBCONSULTANTS • Transportation Engineers NW o Traffic, street crossings, signal revisions—Logan Avenue/Airport Way Intersection. o Traffic, street crossings, signal revisions—Logan Avenue/Shattuck Avenue Intersection —including review of mast arm and signal pole coordination. o Trail Extension to Rainier Avenue—review of signal impacts and review of channelization and signage. EXPENSES • Reimbursable for Reproduction of Plans,Specifications,Reports,Etc. • Mileage • Other Misc. Expenses ASSUMPTIONS • The target date for Bid Advertisement is March/April 2020. • OTAK will provide five (5) sets of all deliverables and ten (10) sets of final plans and specifications unless otherwise noted. • If utility potholing is needed,it will be done by others. OTAK will assist with coordinating locations. • The CITY will pay for all required permit fees. • Environmental/permitting will be provided by others. OTAK will provide support as noted. • Construction management support, construction administration, and/or construction inspection services are not included in this scope of work but may be added later at the discretion of the CITY.
