The following briefly describes the application and the necessary Public Approvals. DATE OF NOTICE OF APPLICATION: March 6, 2020 PROJECT NAME/NUMBER: PR20-000002 2019 Docket #14, Group E / LUA20-000063 PROJECT LOCATION: City-Wide APPLICANT/PROJECT CONTACT PERSON: Chip Vincent, City of Renton/1055 S Grady Way, Renton, WA 98057 LOCATION WHERE APPLICATION MAY BE REVIEWED: Applicant documents are available online through the City of Renton Document Center website. See also http://bit.ly/2PJgvkI PROJECT DESCRIPTION: 2019 Docket #14, Group E #D-164: Relief from RMC Standards - Renton Municipal Code allows applicants to propose modified standards and thereby be granted relief from instances where the strict application of the Code creates an impractical difficulty. #D-169: Site Plan Review - Revises criteria used to distinguish a minor from a major modification of an approved site plan, and considers measurable aspects of a development other than scale or area (e.g., density, building materials, etc.). #D-170: Auto Mall Area B - The AutoMall “B” overlay enables car sales; this proposal is to remove the overlay from lots where vehicle sales businesses do not currently operate. #D-171: Stream Reclassification - Reclassification of three streams based on biological assessments conducted prior to land use projects. Specifically, reclassification of approximately 2,400 feet of Maplewood Creek from Type Np to F and reclassification of approximately 400 feet of Kennydale Creek from Type Ns to Np. #D-172: Code Clean Up - The first installment of a chapter-by-chapter review of code to improve consistency of language, formatting, and other superficial changes. These code amendments are non-substantive and do not reflect any changes in policy or procedure. DATE OF APPLICATION: March 2, 2020 NOTICE OF COMPLETE APPLICATION: March 6, 2020 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review OTHER PERMITS WHICH MAY BE REQUIRED: None REQUESTED STUDIES: None CONSISTENCY OVERVIEW: Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting.
