E. .Electrical and Technology Consultants: 10604 N.E.38th:Place,Suite•205,Kirkland;WA 98033 LIGHTING IMPINGEMENT STUDY The Boeing Company(Boeing) upgrade to the existing Lot 9 parking lot was implemented to improve parking and pedestrian traffic safety from Lot 9 to the South Bridge, which joins Apron's A & D. Lot 9 is located along the west side of the East Perimeter Road, north of Boeing flight line A, and directly south of Apron B in Renton, Washington and within the 200' shoreline boundary of the Lower Cedar River(LCR). The proposed project consists of providing the following lighting elements: Install amber-hued high pressure sodium (HPS) pole lights throughout the existing Lot 9 parking area. See Appendix A for fixture and lamp information and; Disconnect and remove existing, non-shielded, HPS parking lot pole-mounted fixtures. The City of Renton expressed concerns regarding potential light impingement on the adjacent LCR resulting from the installation of these new fixtures in the Lot 9 area. The focus of this study is to assess potential habitat alteration to the LCR and its associated riparian habitat due to the installation of new HPS lighting in the Lot 9 parking lot. Boeing's lighting installation has been installed to meet IESNA recommended lighting levels for parking lots per RP-20-98, Lighting for Parking Facilities. The construction documents provided for this project call out the installation of(4) light poles in the Lot 9 space, each supporting (4) Holophane Series 325, 400-watt HPS, pole mounted fixtures equipped with photocell control, and mounted at a height of 23-feet above finished grade. The installed fixtures have Type IV optics, and have a cast in place wildlife shield designed to reduce light emitting from the rear of the fixture. Due to the orientation of the fixtures in the Lot 9 parking area, and to insure proper lighting cutoffs, the Holophane Series 325 fixtures have been fitted with an additional external shield installed on the LCR side of each fixture. Holophane Series 325 pole mounted fixtures house a Sylvania 400-watt, high pressure sodium, clear lamp with a color temperature of 2100K. The International Dark Sky Association recommends using lamps with a color temperature not greater than 3000K. Additionally, the project scope includes landscaping along the east side of the Lot 9 parking area. RESULTS The use of externally shielded pole-mounted fixtures help prevent errant light from illuminating the adjacent LCR. Additionally, the prior installation of a 10-foot tall solid concrete wall along the shoreline side of East Perimeter Road assists greatly in keeping adjacent light from impinging on the LCR. Prior to construction, lighting samples along the west bank of the LCR were field verified and recorded as less than 0.20 fc. These samples were collected on the evening of August 20tn 2014 at 10:30PM; sky conditions were clear. A simulated lighting model was then created using Lighting Analysis's AGI32 lighting software to model the effects of removing the existing pole- mounted lighting fixtures and the installation of the new HPS Holophane fixtures. The installation of additional fixture shielding was not factored into this model. See Appendix B for this information. Once construction was completed, lighting samples were again recorded along the LCR and compared to the light levels modeled previously. These samples were collected on the evening of August 5th, 2015 between 11:00PM and 12:15AM; sky conditions were partly cloudy with no visible moon present, and a temperature of 62°F. Sampled foot-candle levels (fc) on the west bank of the LCR were less than 0.01 fc with lighting levels on the east side of the 10-foot tall concrete wall remaining similar to those sampled in 2014. See Appendix C for these results. CONCLUSION Lighting levels along the adjacent Lot 9 Lower Cedar River shoreline have no noticeable increase due to the installation of HPS pole mounted fixtures. The design has removed older pole mounted fixtures without shielding, and located closer to the LCR and replaced them with updated HPS fixtures designed specifically to reduce the amount of light emitting towards the LCR shoreline area.
