Dear Nathan Janders,
This letter is in regard to building permit B19005586 at 2604 Lynnwood Ave NE, Parcel
#676600-0020, specifically a request for an exemption to the street standards required per
RMC 4-6-060.
Project Narrative:
This project involves the construction of a new single-family residence on a 10,744 sf parcel at
the address listed above zoned R6. The property slopes down toward the northwest at an
average slope of just over thirty percent. Adjacent to the west property line there is a rockery
that ranges in height up to eight feet. The driveway will be approximately 1,461 s.f. of varying
widths. The house will be approximately 3,735 sf with an impervious footprint of +/- 2,245 sf
with a total impervious surface of 3,858 s.f.
Modification:
The proposed code section being modified is RMC 4-6-060.
This project site fronts Lynnwood Ave NE along the west property line and is classified as a
Residential Access Street. Existing right-of-way (ROW) width is 60 feet. To meet the City’s
complete street standards for Residential Access Streets, minimum ROW is 53 feet.
Therefore, no ROW Dedication will be required. Per City code 4-6-060, half street
improvements shall be required and must include a pavement width of 20 feet (13 feet from
centerline), a 0.5-foot curb, an 8-foot planting strip, an 5-foot sidewalk, street trees and storm
drainage improvements.

However, the City will support efforts to retain existing frontage along Lynnwood Ave NE
under the following condition: The curb, sidewalk and driveway must meet current ADA and
City standards. A modification request will be required to be submitted to the City.
Justification
a) The modification substantially meets the policy directives and objectives of the
current City’s Comprehensive Plan. It is the minimum adjustment necessary to
meet projected future use requirements such as replacing the driveway.
b) Sidewalks and other frontage requirements will meet safety, function, appearance
and maintainability. Sidewalks meet criteria as proposed in RMC 4-6-060. No
change necessary.
c) Not replacing the sidewalk will not b injurious to the adjacent properties as it
matches all the surrounding sidewalks of the neighborhood.
d) The sidewalk does conform to the intent and purpose of the code. 5’ of sidewalk
on both sides. And to match surrounding sidewalks.
e) The sidewalk meeting the code and to match the surrounding sidewalks is a good
reason to keep it existing and not have to replace. The city supports efforts to
retain frontage with conditions.
f) The modification will not harm or impact the surrounding properties in the vicinity as it
matches all other sidewalks and is in good condition.
