NOTICE OF APPLICATION AND PROPOSED DETERMINATION
OF NONSIGNIFICANCE -MITIGATED (DNS -M)

PROJECT DESCRIPTION: The applicant is requesting a Hearing Examiner Conditional Use Permit and
Environmental (SEPA) Review in order to expand the scope of an approved Site PlanlConditional Use Permit for the St
Thomas Orthodox Church (LUA08-102). With existing land use permits the applicant is entitled to change the use of an
existing mechanical shop into a worshiplstudy center, which is 2,016 square feet in size. The current proposal includes a
1,920 square foot addition to existing structure; resulting in a 3,920 square fool worship center. The proposal also
includes an expansion of the surface parking lot from the approved 19 stalls to a total of 32 parking stalls. The site is
approximately 48,350 square feet in size and is located within the Residential -4 du/ac zoning designation. Access to the
site would be provided directly from SE 188th St. There are two residential buildings located onsite; a 610 square foot
guesthouse proposed for removal and a 1,800 square fool single-family dwelling proposed to be retained. There are no
critical areas onsite.

OPTIONAL DETERMINATION OF NON -SIGNIFICANCE, MITIGATED (DMS -M): As the Lead Agency, the City of Renton
has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21 CA 10, the City of Renton is using the Optional DNS -M process to give notice that a DNS -
M is likely to be issued. Comment periods for the project and the proposed DNS -M are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non -Significance -
Mitigated (DNS -M). A 14 -day appeal period will follow the issuance of the DNS -M.

PUBLIC HEARING: Public hearing is tentatively scheduled for May 11, 2010 before the Renton
Hearing Examiner in Renton Council Chambers. Hearings begin at 9:00 a.m. on
the 7th floor of the new Renton City Hall located at 1055 South Grady Way.

Used For Project Mitigation: The project will be subject to the City's SEPA ordinance, RMC 4-2-110A and
other applicable codes and regulations as appropriate.
Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project.
These recommended Mitigation Measures address project impacts not covered
by existing codes and regulations as cited above.
• The applicant will be required to pay the appropriate Transportation Mitigation Fee;
• The applicant will be required to pay the appropriate Fire Mitigation Fee; and
• The applicant will be required to comply with the appropriate Drainage Manual.

tentatively scheduled for a public hearing on May 11, 2010, at 9:00 AM, Council Chambers, Seventh Floor, Renton
City Hall, 1055 South Grady Way, Renton. If you are interested in attending the hearing, please contact the Development
Services Division to ensure that the hearing has not been rescheduled at (425) 430-7282. If comments cannot be
submitted in writing by the date indicated above, you may still appear at the hearing and present your comments on the
proposal before the Hearing Examiner. If you have questions about this proposal, or wish to be made a party of record
