The applicant is requesting a Hearing Examiner Conditional Use Permit approval
and Environmental Review to locate and install a Monopole I -wireless
communications facility (WCF), which would include antennas and microwave dishes
on a 59-foot 11 inch pole and four associated equipment cabinets on the ground
level. The WCF would be located within the parking lot of the Living Memorial
Association of Kennydale on a 1.99-acre site within the Residential-8 (R-8) zoning
designation. The site currently has as a 3,552 sq. ft. social hall and gravel parking
lot. The WCF would be located north of the social hall and take up 242 sq. ft. in
area. The equipment cabinet area would be 150 sq. ft. in size and would be
enclosed by a 6-foot high chain link fence. Access to the site would be provided via
private driveway off of NE 27th ST. No landscaping improvements or street
improvements are proposed. The site has existing glen of trees that screen the
interior of the property along the north, east, and west property lines. The site is
located, is within the Aquifer Protection Area -Zone 2 and has a number of critical
areas as a result of the northeast portion of the site being located within the May
Creek ravine. These critical areas include an erosion hazard area, a moderate
landslide area, and regulated slopes.

1. PROJECT DESCRIPTION/BACKGROUND
The applicant is requesting a Hearing Examiner Conditional Use Permit approval and
Environmental Review to locate and install a Monopole I -wireless communications facility
(WCF), which would include antennas and microwave dishes on a 59-foot 11 inch pole and
four associated equipment cabinets on the ground level. The WCF would be located within
the parking lot of the Living Memorial Association of Kennydale on a 1.99-acre site within the
Residential-8 (R-8) zoning designation.
The site currently has as a 3,552 sq. ft. social hall and gravel parking lot surrounding the
social hall on the west, east, and north sides. The WCF would be located behind the social
hall on the north side and take up 242 sq. ft. in area. The equipment cabinet area would be
150 sq. ft. in size and would be enclosed by a six-foot high chain link fence with privacy slats.
Access to the site would be provided via private driveway off of NE 27th Street. The
driveway is located west of the social hall on the west side of the parking lot.
The proposed Monopole I tower would be situated approximately 95 feet from the front
property line, 115 feet from the NE 27'h Street, 140 feet from the west property line, 11 O feet
from the east property line, and 220 feet from the north property line. The tower pole would
be two feet ten inches in diameter with three flush mount antennas clustered in a section at
the top of the pole. The tower pole would be able to support three sections of antennas;
each section would be able to support one wireless carrier. Each section would have three to
four flush mount antennas. Each fiush mount antenna panel is one-foot wide by 5 feet long
and would be attached to a ring mount which secures the antennas to the pole.
No landscaping improvements or street improvements are proposed due to the location of
the WCF at the rear of the social hall. The site has existing glen of trees that screens the
interior of the property along the north, east, and west property lines. Evergreen trees are
predominant along the east property line and deciduous trees are more predominant north of
the parking lot. The western border is a mix of evergreen and deciduous trees. The trees

that would screen the Monopole range from 70 feet in height to over 120 feet. The WCF
would be located approximately 90 feet from the closest tree on the west side of the parking
lot, approximately 115 feet from the closest tree to the north, and approximately 50 feet to the
closest tree to the west.
The surrounding area around the WCF site is relatively flat because it is on top of a plateau,
but the lot has steep drop off approximately 60 feet east of the WCF into the May Creek
Ravine. The grade change results in a number of critical areas that include an erosion
hazard area, a moderate landslide area, and regulated slopes. The site is located, is within
the Aquifer Protection Area -Zone 2. The Mean Sea Level (MSL) elevation for the site is 320
feet and the MSL elevation of the proposed Monopole I would be 379.9 feet at its highest
point.
2. ENVIRONMENTAL REVIEW
The proposed monopole structure was subject to Environmental (SEPA) Review due to the
project's location within a residential zoning designation. Pursuant to the City of Renton's
Environmental Ordinance and SEPA (RCW 43.21 C, 1971 as amended) on March 2, 2009
the Environmental Review Committee (ERC) issued a Determination of Non-Significance
Mitigated (DNS-M) for the project. The DNS-M included three mitigation measures. A 14-
day appeal period commenced on March 2, 2009 and ended on March 20, 2009. No appeals
of the threshold determination were filed.
4. COMPLIANCE WITH ERC MITIGATION MEASURES
Based on an analysis of probable impact from the proposal, the Environmental Review
Committee issued the following mitigation measures with the Determination of Non-
Significance -Mitigated:
1. The applicant shall submit a geotechnical report to the Planning Division Project
Manager prior to building permit review. The applicant shall comply with the
recommendations for design, installation. and increased setbacks from regulated
slopes.
2. The applicant shall submit a paint color(s) for the Monopole that would appropriately
match the surrounding vegetation to the Planning Division Project Manager for
approval prior to building permit review.
3. Since the highest elevation of the Monopole (380 feet) punctures the FAR Part 77
(182 feet), the applicant shall submit a Notice of Proposed Construction to the FAA a
minimum of 30 days prior to the issuance of any building permit for any wireless
communication support structure or attached WCF. The applicant shall also submit
a copy of the Notice of Proposed Construction to the City of Renton and comply with
any conditions imposed by the FAA.
4. STAFF REVIEW COMMENTS

Representatives from various city departments have reviewed the application materials to
identify and address site plan issues from the proposed development. These comments are
contained in the official file. and the essence of the comments have been incorporated into
the appropriate sections of this report and the Departmental Recommendation at the end of
the report.
CONSISTENCY WITH SPECIAL DECISION CRITIRIA FOR WIRELESS
COMMUNICATION FACILITES IN LIEU OF STANDARD CRITERIA
RMC 4-9-0JOJ lists criteria that the Hearing Examiner is asked to consider, along with all
other relevant information, in making a decision on a Conditional Use application for Wireless
Communication Facilities. These include the following:
(1) Height of the proposed tower.
The proposed Monopole I would be 59 feet 11 inches in height, which would meet the
maximum height limit for a Monopole I in all zoning designations of 60 feet.

The highest elevation of the proposed Monopole I (380 feet) which would require the
applicant to submit a Notice of Proposed Construction to the FAA and a copy to the City
prior to the issuance of any building permit for any wireless communication support
structure or attached WCF. The Notice of Proposed Construction would be triggered by
the elevation of the top of the tower puncturing the FAR Part 77 (182 feet) threshold set
by the FAA.
The height of the tower would be below the height of a majority of the surrounding trees.
which would screen the surrounding properties from the proposed WCF. Generally, the
height of the trees exceeds the proposed height of the Monopole. The trees' height also
allows the trees to act as a backdrop in which to better absorb the shape of the
Monopole I.
The project site is surrounded by Residential-8 zoning designation that has a maximum
height of two stories and 30 feet, except for WCFs where the maximum height limit is 60
feet for a Monopole I. The typical building in the surrounding neighborhood is a one story
single-family residence with a height generally not exceeding 25 feet.
Environmental Review decision on March 2, 2009 conditioned the project with the
following mitigation measure to lessen the impact of the tower's height on the
surrounding neighborhood: the applicant shall submit paint color(s) for the Monopole that
would appropriately match the surrounding vegetation to the Planning Division Project
Manager for approval prior to building permit review. Staff concurs that this mitigation
measure would mitigate the height impacts of the Monopole I tower imposed upon the
surrounding neighborhood if the color closely matches the green backdrop of the
surrounding tree line.
(2) Proximity of the tower to residential structures and residential district boundaries.
The base of the proposed tower would be approximately four feet from the social hall on
the subject site's parcel. There are two abutting properties to the west from which the
proposed tower would be situated approximately 150 feet and 215 feet from the two
residential structures on those properties. There are three adjacent properties to the
south across NE 27 1
h Street that have three single-family residences that would be
approximately 220 feet, 225 feet and 230 feet away from the tower.
To the east, the zoning changes from R-8 to Resource Conservation (RC). The RC zone
is located approximately 140 feet away from the base of the Monopole tower.
The surrounding tree lines on the north and east borders would likely remain because of
the presence of regulated slopes (slopes of over 40%), which are protected from
development.
Staff has reviewed the proposal and believes that the applicant's proposed Monopole
design and the natural surroundings would mitigate the adverse visual impacts on the
surrounding residential neighborhood.
(3) Nature of uses on adjacent and nearby properties.
The subject property serves as a public use for the Living Memorial Association of
Kennydale. Property to the North and East is undeveloped and will likely remain so due
to the topography of the land. Uses to the west and south are single-family residential.
The impact of WCF as a use upon the surrounding properties is negligible, since
scheduled maintenance would happen approximately once every four to six weeks.
Other impacts associated with the proposed use such as visual impact of the Monopole I
tower would be mitigated by use of design and color, but the proposed tower could be
required by the FAA to place lighting on the pole. At this point, staff recommends as a
condition of approval that if the FAA requires the tower to be lit, then the applicant shall
submit a lighting plan to Planning Division Project Manager for review and approval prior
to building permit submittal.
The applicant conducted an acoustical report detailing the predicted equipment sound
levels. The reports concluded that the predicted combined sound pressure level from

the proposed equipment cabinets would be 38 dBA at the nearest receiving property.
This complies with the 47 dBA limit set by the City in RMC 8-7-2.
The surrounding areas are primarily single-family residential. The subject lot's use is a
social hall for a veterans' organization. If the subject site were to be redeveloped into a
single-family residential use, the proposed location of WCF would affect the site planning
of the redevelopment since it would only be approximately 100 feet from the south
property line. The WCF could potentially be in someone's backyard. By moving the
WCF further north, would allow more space for future accessory equipment cabinets
needed for collocation. Staff recommends as a condition of approval, that the applicant
move the location of the WCF further north by at least 70 feet from the proposed location
to allow for more separation between the WCF and any future development and for more
space for equipment cabinets.
(4) Surrounding topography.
The subject site is relatively flat going west to east until the May Creek Ravine which
drops off dramatically approximately 60 feet east of the proposed Monopole I tower. The
May Creek Ravine encroaches onto the subject property starting about in the middle of
the north property line. The ridgeline then cuts down to the southeast corner making the
eastern portion of the site unbuildable due to steep terrain.
The proposed location would not be affected by the topography, since it is located on flat
terrain, but the Environmental Review decision on March 2, 2009 conditioned a mitigation
measure because of the presence of regulated slopes on the property that requires the
applicant submit a geotechnical report prior to building permit review and to follow the
recommendations of the report
(5) Surrounding tree coverage and foliage.
The subject site is enclosed by a glen of trees on the north, west, and east sides of the
property. The trees on the western property line are a mix of evergreen trees and
deciduous trees with heights ranging from 78 feet to 122 feet tall. The west property tree
line provides adequate screening from the west except for a small gap approximately
130 feet from the south property line where the abutting neighbor to the west can see the
proposed WCF from their backyard. The northern property line has primarily deciduous
trees with heights ranging from 77 feet to 107 feet in height These trees provide an
adequate backdrop for the Monopole to be visually absorbed into the background.
Seasonally, when the leaves fall the vertical tree trunks would still provide adequate
visual absorption from the street There is a gap between the west property tree line and
the north tree line from which the residence at 2401 NE 28'" Street could potentially see
the equipment cabinets. There is a six-foot wood fence screening the subject parking lot
from that residence. This gap also is also provides the least amount of absorption of the
tower due to having a sparse backdrop. Along east property line there are predominately
evergreen trees overlooking the May Creek Ravine. These trees provide an adequate
backdrop for absorption of the tower.
Due to the potential visual impact of the equipment cabinets on the two abutting
residences to the west, Staff recommends as a condition of approval that the accessory
equipment cabinets be enclosed using a more aesthetically pleasing material such as
cedar planking or CMU block. The applicant shall submit elevations detailing a more
aesthetically pleasing design for approval by the Planning Division Project Manager prior
to submittal of building permit
(6) Design of the tower, with particular reference to design characteristics that have
the effect of reducing or eliminating visual obtrusiveness.
The applicant has designed the Monopole I tower to minimize the visual obtrusiveness
upon the surrounding neighborhood. Design features include: utilizing flush mounting
which minimizes the size and profile of the antennas and paint treatment to enhance the
visual absorption of the tower into the tree canopy,

Environmental Review decision on March 2. 2009 conditioned the following mitigation
measure to lessen the visual impact of the tower on the surrounding neighborhood: the
applicant shall submit a paint color(s) for the Monopole that would appropriately match
the surrounding vegetation to the Planning Division Project Manager for approval prior to
building permit review. Staff concurs that this mitigation measure would lessen the visual
impacts of the Monopole I tower on the surrounding neighborhood.
(7) Proposed ingress and egress.
The applicant proposes to access the site from NE z7'h Street via private driveway that
accesses the site's gravel parking lot. The ingress/egress point is located west of the
social hall. This access point is currently used by the social hall as the primary access to
their parking lot.
Staff concurs that the applicant's access to the site would not have an impact on the
surrounding neighborhood.
(8) Potential noise, light and glare impacts.
The proposed Monopole I tower and associated equipment cabinets would not produce
any glare or light impacts on the surrounding neighborhood. According to the applicant's
submitted acoustical report, conducted by SSA Acoustics, LLP on January 26, 2009, the
combined sound pressure level from the proposed WCF would be predicted to be 38
dBA, which would not exceed the 47 dBA maximum limit set by RMC 8-7-2.
The equipment cabinets would have a motion sensor light mounted the north side of the
social hall for security and maintenance use. According to the Standards and
Requirements for All Types of Wireless Communication Facilities, security light for
equipment shelters or cabinets is permitted as long as the light is kept within the
boundaries of the site.
As stated in Criteria (3) Nature of uses on adjacent and nearby properties, the FAA may
require lights on the tower. If this is required, then staff recommends that a lighting plan
be submitted to the Planning Division Project Manager for review and approval prior to
building permit submittal.
Staff concurs that the potential noise, light, and glare impacts would not have a
significant impact on the surrounding neighborhood.
(9) Availability of suitable existing towers and other structures.
The applicant stated that the only available wireless towers and structures in the area are
located along sections of 1-405 to the west and Highway 900 to the south. T-Mobile
currently has multiple existing sites in these areas. T-Mobile is still unable to serve the
subject residential Kennydale area with the existing structures.
The proposed WCF would provide future collocation opportunities for up to 2 additional
wireless carriers on the Monopole I Tower.
Staff concurs that T-Mobile has explored collocation opportunities. but was unable to find
a suitable site that would provide coverage to the area around the proposed site.
(10)Compatibility with the general purpose, goals, objectives and standards of the
Comprehensive Plan, the Zoning Ordinance and any other plan, program, map or
ordinance of the City.
(a) Comprehensive Plan Land Use Element
The subject site is designated Residential Single-Family on the City's Comprehensive
Plan Land Use Map. Residential Single-Family land use designation policies are
intended to be used for quality detached residential development organized into
neighborhoods at urban densities. It is intended that larger subdivision, infill
development, and rehabilitation of existing housing be carefully designed to enhance and
improve the quality of single-family living environments. The following Comprehensive
Plan Land Use policies are applicable to the proposal:

Policy U-10: Where appropriate require reasonable landscape screening of site-specific
above ground utility facilities in order to diminish visual impacts.
The applicant proposes no landscaping. His justification was based on the location of
the Wireless Communication Facilities (WCF), which is at the rear of a building. The
visual sightlines from the street would be obstructed by the building.
Staff recommends as a condition for approval, that the applicant provide a revised
landscape plan detailing a five foot landscape strip with drought tolerant shrubs such as
arbor vitae surrounding the perimeter WCF enclosure to reduce visual impact from the
residential properties to the west This landscape plan shall be submitted prior to the
issuance of the building permit The proposed landscaping shall be installed and
inspected prior to occupancy permit issuance.
Policy U-30: New or reconstructed structures, towers, and transmission lines should be
designed to minimize aesthetic impacts appropriate to their surroundings whenever
practical.
The intent of the Monopole I design is to minimize the visual impact on the surrounding
neighborhood. The applicant proposes to use a flush-mount design that limits the profile
of the Monopole's antennas and to use an appropriate paint color that would help the
outline of the Monopole absorb into the surrounding backdrop. The site was chosen
because of the glen of trees surrounding the site's perimeter would provide an adequate
backdrop for the absorption of visual impacts and its relatively isolated location within a
residential neighborhood.
The site is located above the May Creek Ravine and has vacant/park land on the north
and east sides. The south property line fronts NE 27th Street, a minor arterial, and on the
west side are single-family residences that are screened from the site by the perimeter
trees and vegetation. The tree line to the east, north, and west has an approximated
height ranging from 70 feet to over 120 feet
The accessory equipment cabinets are proposed to be located behind an existing
building to limit the visual exposure and sightlines from the street and sidewalks.
Objective U-J: Promote the timely and orderly expansion of all forms of
telecommunications services within the City and the remainder of the Planning Area.
The proposal supports the orderly expansion of telecommunication services within the
City by providing service to an area that is currently deficient
Policy U-100: Require that the siting and location of telecommunication facilities be
accomplished in a manner that minimizes adverse impacts on the environment and the
adjacent land uses.
The proposed Monopole I attempts to minimize the adverse impacts on the environment
by locating on an already developed parcel within a gravel parking lot, not on
undeveloped land. The footprint of the site's disturbance would be limited to 242 square
feet in area, in order to limit environmental impact on the surrounding area. No
vegetation would be affected by the proposal.
To minimize the adverse aesthetic impacts on the surrounding area, the site was chosen
because of its isolated location and surrounding vegetation, which includes a tree line of
evergreen and deciduous trees ranging from 70 feet in height to over 120 feet The
accessory equipment cabinets are proposed to be located behind a building to further
reduce the visual impacts from surrounding uses.
Policy U-101: Require that cellular communication structures and towers be sensitively
sited and designed to diminish aesthetic impacts, and be collocated on existing
structures and towers wherever possible and practical.
As stated under Policy U-30, the applicant proposed to design the WCF with the intent to
diminish the visual impacts on the surround environment The Monopole I tower would
also be designed to allow for future collocation of up to two other wireless carriers. The

applicant stated that collocation with an existing WCF was attempted in this area, but
was unsuccessful.
Policy U-102: Pursue the continued development of a wireless Internet communication
grid throughout the City for the use and enjoyment of Renton residents, employees, and
visitors.
The proposed Monopole I would increase the wireless Internet communication coverage
in the surrounding neighborhood, in addition to increasing the wireless telephone
communications in the area as well.
(c) Zoning Code
The subject site is designated Residential -8 on the City of Renton Zoning Map. The
Residential-8 Dwelling Units Per Net Acre Zone (R-8) is established for single-family
residential dwellings allowing a range of four (4.0) to eight (8.0) dwelling units per net
acre. It is intended to implement the Single Family Land Use Comprehensive Plan
designation. Development in the R-8 Zone is intended to create opportunities for new
single family residential neighborhoods and to facilitate high-quality infill development
that promotes reinvestment in existing single family neighborhoods. It is intended to
accommodate uses that are compatible with and support a high-quality residential
environment and add to a sense of community. The proposed Monopole I could be
permitted in the R-8 zone subject to approval of a Hearing Examiner Conditional Use
Permit.
(d) Development Standards

(a) Size of Use
The proposed project would impact only 242 square feet in area, which would
be only 0.2% of the total site area.
(b) Setbacks
The minimum setback requirements of R-8 zone are as follows: a front yard of
to the primary structure and 20 feet to an attached garage; 5 feet for the side
yards; and 20 feet for the rear year. The proposed site would be: approximately
85 feet from the south property line (front setback); approximately 120 feet from
the west property line (side yard setback); approximately 110 feet from the east
property line (side yard setback); and 215 feet from the north property line (rear
setback). The existing structure meets the setback requirements of the R-8
zone. There is an additional setback requirement of 100 feet from any adjacent
residentially zoned parcel for Monopole I structures within the R-8 zone. The
proposal meets this setback requirement.
(c) Height
The allowable maximum height in the R-8 zone is 30 feet and 2 stories, except
for Wireless Communication Facilities which has a maximum height for
Monopole I structures of 60 feet. The proposed Monopole I height is 59 feet
and 11 inches, which is meets the zone's maximum building height
requirements.
(d) Lot Coverage
The allowed maximum building coverage for lots greater than 5,000 square feet
within the R-8 zone is 35% or 2,500 square feet whichever is greater. The
building coverage for the existing onsite building and the proposed WCF would
be approximately 4%, which meets the maximum building coverage
requirement

Per RMC 4-4-140F.1.b. landscaping, for accessory equipment located on
private property, shall include a minimum 15-foot sight obscuring landscape
buffer around the accessory equipment facility.
The applicant does not propose any landscaping, as the location would be
screened from the public street by an existing onsite building. Also the
applicant proposes to further screen the equipment enclosure by using lateral
slatted chain link fence.
There was a comment submitted in favor of using a slatted fence and locating
behind the existing building instead of landscape screening. The primary
reason for support for the proposed design is that it would minimize the impact
on the property and retain access to the parking area on the eastside of the
social hall whose drive aisle would be obstructed by the required landscaping.
Staff recommends as a condition for approval, that the applicant provide a
revised landscape plan detailing a five foot landscape strip with drought tolerant
shrubs such as arbor vitae surrounding the perimeter WCF enclosure to reduce
visual impact from the residential properties to the west. This landscape plan
shall be submitted prior to the issuance of the building permit. The proposed
landscaping shall be installed and inspected prior to occupancy permit
issuance.
H. RECOMMENDATION
Staff recommends Approval of the T-Mobile Monopole I on NE 27 1" Street Conditional Use
Permit, Project File No. LUA-09-011, ECF, CU-H, subject to the following conditions:
1. The applicant shall submit a copy of the Notice of Proposed Construction a minimum of 30 days prior
to the issuance of any building permit for any wireless communication support structure or attached
WCF.
2. The applicant shall submit a lighting plan to Planning Division Project Manager for review and
approval prior to building permit submittal, if the FAA requires the tower to be lit.
3. The applicant shall move the location of the WCF further north by at least 70 feet from the proposed
location. The revised location shall be submitted by the applicant to the Planning Division Project
Manager (see Exhibit 14) prior to building permit submittal for approval.
4. The applicant shall install either a six-foot high CMU clock wall or a six-foot high solid cedar wood
fence around the accessory equipment cabinets prior to issuance of a building permit. The applicant
shall submit design elevations for approval by the Planning Division Project Manager prior to
submittal of building permit.
5. The applicant shall provide a revised landscape plan detailing a five-foot landscape strip with drought
tolerant shrubs (such as Arbor Vitae) surrounding the perimeter WCF enclosure to reduce visual
impact from the residential properties to the west. This landscape plan shall be submitted prior to the
