Hi Jill:
Thank you for getting back to me so quickly. To ensure we are providing the city with everything that is needed for the
variance application, I would like to confirm that a drainage/determination request and a storm drainage permit is not
required until building permit. Is that correct?
Thank you.

George,
Plats are vested to development standards for 5 years a=er recording. As it has been more than 5 years
since this plat has recorded, the lot is no longer vested to the development standards that were in effect.
This means that development of the lot would need to comply with current cri?cal areas and stormwater
regula?ons. See addi?onal surface water comments from our engineering department:
·2017 RSWDM flowchart 1.1.2.A shall be used not the king county one they aached. However,
based on the informa?on listed in the flowchart they aached (1,656 sq = of new impervious)
based on the 2017 RSWDM flowchart they would be exempt from drainage review per the
manual. However, they will need to submit a drainage/determina?on request online at the
following link prior to submiGng for a building permit: https://rentonwa.gov

·A storm drainage permit would be required and as such I will need a sketch of what work is
being done.

George,
We’ve reviewed the applica?on materials prepared and have a couple of comments:
1.There is a wetland mapped behind the property, you will need to submit an
updated wetland report as part of the variance applica?on. If the proposed
building footprint would project into the wetland buffer a reasonable use excep?on
may be required in addi?on to the requested setback variances. [Response 1a by
George: Since the city required the setback from the buffer to be shown on the face
of the recorded plat, isn't it vested? Said another way, doesn't the previously
approved and recorded wetland buffer and setback apply for this lot?]
2.You will need to submit a drainage report, as we need informa?on on the exis?ng
stormwater facility and whether or not it has capacity to accommodate the
addi?onal impervious surface per our current 2017 City of Renton Surface Water
Design Manual. If the exis?ng facility does not have capacity, we will need to know
how you propose to accommodate the addi?onal surface water flows. [Response
2a by George: The stormwater plan for the plat approved the lot for infiltra’on.
Plese see the a*ached approved stromwater plan for the plat, with the most

relevant informa’on highlighted in yellow for ease of reveiw. Also, the King County
Surface Water Design Manual provides that the proposal is exempt from drainage
review per Sec’on 1.1.1. Please see the a*ached flow chart for determining
drainage reveiew. Therefore, is it true that we can con’nue with the applica’on as
proposed, without a capacity analysis of the exis’ng stormwater facility?]
3.I’ve aached a waiver form for you to include with your applica?on submial.
[Response 3a by George: Thank you for the form. This will be included with the
applica’on submi*al.]
4.When you formally submit, please make sure that the documents are named in
accordance with our Electronic File Standards: hps://edocs.rentonwa.gov

documents in accordance with the Renton Electronic File Standards.]

Hi Angelea:
I hope that you had a good weekend, and were
able to enjoy the sun.
My client is requesting that I schedule an
appointment to submit the variance application. He
is concerned that we have not received a response
to the email sent a week ago (below), and is
thinking that the appointment will take a while as
we understand you are very busy. Could you
please let me know the earliest date and time that
the variance application can be submitted.
Alternatively, could you please let me know if there
is someone else I should contact for the submittal
appointment?
Thank you.
