Project name, size and location of site: The City of Renton inadvertently finaled the construction of a house that intrudes into the subject lot. This intrusion, by another property owner and contractor, has led to significant issues with setbacks for the construction of a house on the subject lot. Therefore, the Benson Trails Variance requests a 25 foot street setback, 20 foot secondary street setback, the combined side yards reduced to 14 feet-10 inches, and a 5 foot minimum side yard on one side. The subject lot is 3,529 square foot lot, and located at 18300 121st Pl SE, in Renton. The lot is also identified by King County Department of Assessment’s parcel identification number 07415-0080. 2. Land use permits required for proposed project: Currently, the only known land use permit required is a variance. 3. Zoning designation of the site and adjacent properties: The site, and adjacent properties, are zoned R-4. 4. Current use of the site and any existing improvements: The site is currently vacant. 5. Special site features (i.e. wetlands, water bodies, steep slopes): The site has an average slope of approximately 4%. There are no known wetlands, waterbodies, or steep slopes on the site. The site is lot 8 of the Benson Trails plat, recorded in volume 254 of plats, page 50 through 55. 6. Statement addressing soil type and drainage conditions: Below the topsoil, the geologist encountered weathered loose to medium dense, silty fine to medium sand with occasional gravel, approximately 1.0 to 3.0 feet in thickness. Below this weathered zone, the geologist encountered medium dense to dense, fine to medium sand with gravel, interpreted as recessional outwash, which extended roughly 5.0 to 6.0 feet below the ground surface. This information is based on the report by Conerstone Geotechnical, Inc. 7. Proposed use of the property and scope of the proposed development: The proposed use of the property is a single family residence. The scope of the proposal is a variance for reduced setbacks, to construct one house. 8. For plats indicate the proposed number, net density and range of sizes (net lot area) of the new lots: No plat or additional lots are proposed. 9. Access is currently proposed from 121st Place SE, which is on the south side of the lot. 10. Proposed off-site improvements (i.e. installation of sidewalks, fire hydrants, sewer main, etc.): No off-site improvements are proposed, as they have been completed as part of the Benson Trails plat. 11. Total estimated construction cost and estimated fair market value of the proposed project: The current estimated construction cost and fair market value is $320,000. This cost may change as the project has not received construction bids, due to the pending variance application. 12. Estimated quantities and type of materials involved if any fill or excavation is proposed: 100 cubic yards of existing native soil are estimated to be excavated for the foundation. No fill is currently anticipated. 13. Number, type and size of any trees to be removed: No regulated trees are proposed to be removed. 08/20/2019 Page 2 of 2 Plan to Permit, LLC 14. Explanation of any land to be dedicated to the City: No land is anticipated to be dedicated to the City. 15. Any proposed job shacks, sales trailers, and/or model homes: No job shack, sales trailer, or model is anticipated. 16. Any proposed modifications being requested (include written justification): Written justification is provided as a separate document.
