HomeMy WebLinkAboutNOA_409_Whitworth_071024NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON -SIGNIFICANCE -MITIGATED (DNS -M) DATE: IM.11tI�y:Lr1 PROJECT NAME: October 24, 2007 LUA07-125, SA -H, ECF 409 Whitworth Site Plan PROJECT DESCRIPTION: The applicant has requested site plan approval for a proposed 5 -story, 16 -unit, multi -family, residential condominium development. An existing single-family residence and garage would be removed from the site. Access would be from an existing alley (between Whitworth Ave S and Shattuck Ave S). Parking would be primarily within the building on the ground level (3 exterior spaces would be abutting the alley). The four floors above the parking level would have 12 one -bedroom units and 4 two-bedroom units. A rooftop recreational space is planned. An environmental determination by the Environmental Review Committee and a Hearing Examiner Site Plan Review at a public hearing are required. PROJECT LOCATION: 409 Whitworth Avenue S OPTIONAL DETERMINATION OF NONSIGNIFICANCE, MITIGATED (DNS -M): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS -M process to give notice that a DNS - M is likely to be issued. Comment periods for the project and the proposed DNS -M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non -Significance - Mitigated (DNS -M). A 14 -day appeal period will follow the issuance of the DNS -M. Hearings begin at 9:00 AM on the 7th floor of the new Renton City Hall located at 1055 South Grady Way. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Urban Center- Downtown (UC -D) on the City of Renton Comprehensive Land Use Map and Center Downtown (CD) on the City's Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City's SEPA ordinance, RMC 4-2-070L, RMC 4- 2-1206, RMC 4-2-1200, RMC 4-3-100E, RMC 4-9-200 and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. ■ The applicant will be required to pay the appropriate Transportation Mitigation Fee; • The applicant will be required to pay the appropriate Fire Mitigation Fee; • The applicant will be required to pay the appropriate Parks Mitigation Fee • Erosion control shall comply with the 2005 Department of Ecology Stormwater Management Manual; and • Project construction shall comply with the recommendations found in the geotechnical report. Comments on the above application must be submitted in writing to Elizabeth Higgins, Senior Planner, Development Services Division, 1055 South Grady Way, Renton, WA 98057, by 5:00 PM on November 7, 2007. This matter is also tentatively scheduled for a public hearing on January 15, 2008, at 9:00 AM, Council Chambers, Seventh Floor, Renton City Hall, 1055 South Grady Way, Renton. If comments cannot be submitted in writing by the date indicated above, you may still appear at the hearing and present your comments on the proposal before the Hearing Examiner.
