Ding, Senior Planner The applicant is requesting Hearing Examiner Site Plan approval and Environmental (SEPA) review for the construction of a 7-story (111-foot tall) 146,000 square foot Emergency Services Tower on the south side of the Valley Medical Center main hospital. The project site is located within the Commercial Office (Public) (CO(P)) zoning designation. The project would include a 2 level parking garage with parking for 304 parking spaces, the emergency department for the hospital, an Intensive Care Unit. additional patient rooms, and a heliport. The project would be built in 3 phases to allow for continuous operation of the existing emergency department. Envi ental Review Committee Staff Report LUA07-045, SA-H, ECF Page 2016 The proposed Emergency Services Tower would be located on the south side of the main hospital. The proposed project is a seven floor addition to an existing 3-story building, The first floor is dedicated to parking for 140 cars and would be at the same grade as the first floor of the main hospital. Staff and parking elevators would connect to this level. The second floor would be dedicated to parking for 115 cars and is at the same elevation as the second floor of the hospital, Mechanical ventilation fans for the garage and electrical transformers and switch gear room will be along the south edge of floor 2, The third floor would contain the new Emergency Department and a parking deck to the west of the Emergency Department with 50 parking spaces. The forth floor would contain the new Intensive Care Unit with 30 patient rooms. The fifth, sixth, and seventh floors would be designed for 30 patient rooms. The sixth and seventh floors are intended to remain unfinished until needed at a future date. Extensive regarding is proposed across much of the southern portion of the campus along with reconfiguration of the existing loop road and vehicular access. There will be a new patient entry on the east and a new ambulance entry on the south. There are no changes proposed to the existing curb cuts onto and off of the project site. B. RECOMMENDA TlON Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials make the following Environmental Determination: DETERMINA TlON OF NON-SIGNIFICANCE Issue DNS with 14 day Appeal Period. Issue DNS with 15 day Comment Period with Concurrent 14 day Appeal Period. C. MITIGA nON MEASURES DETERMINA TION OF XX NON -SIGNIFICANCE -MITIGA TED. XX Issue DNS-M with 14 day Appeal Period. Issue DNS-M with 15 day Comment Period with Concurrent 14 day Appeal Period. 1. The applicant shall comply with the recommendations found in the geotechnical report prepared by GeoEngineers, dated January 24, 2007. 2. The applicant shall be required to provide a Temporary Erosion and Sedimentation Control Plan (TESCP) designed pursuant to the Department of Ecology's Erosion and Sediment Control Requirements outlined in Volume II of the Stormwater Management Manual. This condition shall be subject to the review and approval of the Development Services Division. 3. The detention system for this project shall be required to comply with the requirements found in the 2005 King County Surface Water Design Manual to meet both detention (Conservation Flow control - a.k.a. Level 2) and water quality improvements. 4. All truck traffic associated within the distribution center shall be limited to the hours between 7:00 am and 10:00 pm. 5. The applicant shall pay a Traffic Mitigation Fee in the amount of $75 for each new net daily trip prior to the issuance of the building permit. It is anticipated that the proposed project would result in the payment of $133,110.00 (1,774.8 net new daily trips x $75 = $133,110.00). 6. The applicant shall pay a Fire Mitigation Fee based on $0.52 per new square foot of building area prior to the issuance of the building permit. ENVIRONMENTAL IMPACTS Envi ental Review Commillee Staff Report LUA07-045, SA-H, ECF Page 30f6 In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth The topography of the site is variable as the site has been previously developed, but it generally slopes from east to northwest. The steepest grades onsite are approximately 10 percent. The project site is primarily vegetated with landscaping areas. With the project application, the applicant submitted a Geotechnical Report prepared by GeoEngineers, dated January 24, 2007. The report indicated that seven borings were completed on the project site to depths ranging from 16 Y, to 36 feet below grade. The exploration encountered fill in all of the borings except 4 and 5 to depths ranging from 2 to 6 feet below grade. Organic rich soils were encountered near the surface in Boring 7. Undifferentiated deposits were encountered below the fill in most of the borings at thicknesses ranging from 4 to 10 feet. Glacial drift was encountered beneath the undifferentiated deposits to the depth explored in all of the borings. Groundwater was encountered during drilling in several borings at depths ranging from 13 to 24 feet below the ground surface. The applicant indicates that approximately 9,600 cubic yards of excavation will be required for the construction of the project, which would be reused as fill. Approximately 2,000 cubic yards of fill will be imported for back filling adjacent to building walls. The report provides recommendations for earthquake engineering; shoring and underpinning; earthwork, shallow foundations; below grade and retaining walls, slabs-on-grade support; dewatering; and drainage. Due to the potential for impacts that could occur during construction, staff recommends as a mitigation measure that construction of the project be required to comply with the recommendations found in the geotechnical report prepared by GeoEngineers, dated January 24, 2007 that was submitted with the project application. Due to the potential for erosion to occur from the subject site, staff recommends a mitigation measure that requires the applicant to comply with the Department of Ecology's Erosion and Sediment Control Requirements as outlined in Volume II of the Stormwater Management Manual. Mitigation Measures: 1. The applicant shall comply with the recommendations found in the geotechnical report prepared by GeoEngineers, dated January 24, 2007. 2. The applicant shall be required to provide a Temporary Erosion and Sedimentation Control Plan (TESCP) designed pursuant to the Department of Ecology's Erosion and Sediment Control Requirements outlined in Volume II of the Storm water Management Manual. This condition shall be subject to the review and approval of the Development Services Division. Nexus: SEPA Environmental Regulations 2. Water -Stormwater A surface water memo prepared by Magnusson Klemencic, dated March 29, 2007 was submitted with the application materials. No drainage analysis was submitted with the site plan application as the applicant requests a deferral of the Stormwater Technical Information Report until permit submittal is made. The memo states that the project would add less than 0.5 acres of impervious surface to the site. Flow control and water quality treatment would be provided in accordance with the 1990 King County Surface Water Design Manual. The detention volumes are anticipated to be less than 1,000 cubic feet and the existing stormwater conveyance system would be utilized for storm drainage conveyance along with new conveyance piping. The City's Plan Review Section has reviewed the submitted drainage report and concurs with the conclusions that the proposal would not trigger detention. REPORT OF JUNE 4, 2007 Envi ental Review Committee Staff Report LUA07-045, SA-H, ECF Page 4 of 6 application is sufficient for review at this time, A storm and surface water drainage plan and report (in accordance with the 1990 King County Surface Water Manual) is required for the Hospital addition at the time of Utility Construction Permit application, The project is exempt from providing storm water detention, The proposed storm-filters are acceptable to provide water quality treatment for pollutant generating surfaces, Mitigation: No further mitigation is recommended. Nexus: N/A 3. Noise Noise impacts would primarily result from the construction of the proposed facility. The construction noise would be regulated through the City's adopted noise regulations. The City's noise regulations limit haul hours between 8:30 am to 3:30 pm, Monday throu9h Friday unless otherwise approved by the Development Services Division. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays. Noise impacts antiCipated from the operation of the Emergency Department are anticipated to be impacts that would be commonly associated with the operations of a hospital. Mitigation: No further mitigation is recommended. Nexus: N/A 4. Transportation The proposal includes reconfiguration of the loop road and access within the site, however no changes are proposed to the existing access points onto public rights-of-way. It is antiCipated that the proposed project would result in impacts to the City's street system. Therefore, staff recommends a mitigation measure requiring the payment of a Traffic Mitigation Fee in the amount of $75 for each new net daily trip prior to the issuance of the building permit. It is anticipated that the proposed project would result in the payment of $188,833.50 based on the number of additional trips that the proposed addition area could accommodate (2,517.78 net new daily trips x $75 = $188,833.50). These numbers may be revised upon further review of a Traffic Impact Analysis Mitigation: The applicant shall pay a Traffic Mitigation Fee in the amount of $75 for each new net daily trip prior to the issuance of the building permit, based on the current proposal the total mitigation fee is estimated at $188,833.50. Nexus: SEPA Environmental Regulations 5. Emergency Services The proposal will potentially impact the City's Police and Fire Emergency Services. Staff recommends a mitigation measure requiring the applicant to pay a Fire Mitigation Fee, based on $0.52 per square foot of new building area (not including the parking garage) prior to the issuance of the building permit. The fee is estimated at $76,232. Mitigation: The applicant shall pay a Fire Mitigation Fee based on $0.52 per new square foot of building area prior to the issuance of the building permit. COMMENTS OF REVIEWING DEPARTMENTS The proposal has been circulated to City Departmental/Divisional Reviewers for their review. Environmental Determination Appeal Process Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. June 27, 2007. Appeals must be filed in writing together with the required $75.00 application fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98055. Appeals to the Examiner are governed by the City of Renton Municipal Code Section 4-8- 110.B. Additional information regarding the appeal process may be obtained from the Renton City Clerk's Office at (425) 430-6510. Advisory Notes to Applicant: The following notes are supplemental information provided in conjunction with the environmental determination. Because these notes are provided as information only, they are not subject to the appeal process for environmental determinations. Planning 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o'clock (7:00) a.rn. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of Novernber 1 st and March 31st of each year. The Development Services Division's approval of this work is required prior to final inspection and approval of the permit. 4. A detailed landscape plan complying with the requirements set forth under RMC 4-8-120D shall be submitted at the time of Building Permit review for review and approval by the Development Services Division Project Manager. Fire 1. The preliminary fire flow is 1,750 gpm. Two fire hydrants are required. One within 150 feet and one within 300 feet of the building. It appears adequate fire flow is available in this area. 2. Approved fire sprinkler, fire alarm and standpipe systems are required in the building, Separate plans and permits are required by the fire department. 3. Fire department apparatus access roadways are required to be minimum 20 feet wide fully paved, with 25 feet inside and 45 feet outside turning radius, Fire access roadways shall be constructed to support a 30-ton vehicle with 322 psi point loading. Driveway entrance off of South 43,d Street shall be revised to meet the above requirements. Fire department apparatus needs to be able to turn west (as we currently do) when entering this driveway in order to access the south and west sides of the hospital campus in a timely manner. Plan Review -Surface Water 1. The Surface Water System Development Charge (SOC) based on a rate of $0.265 per new square foot of impervious surface. This fee is subject to change and is payable at the time to utility permit is issued. 2. A storm and surface water drainage plan and report (in accordance with the 1990 King County Surface Water Manual) is required for the Hospital addition. The Technical Information submitted with the application is sufficient. The project is exempt from providing storm water detention. The proposed storm-filters are acceptable to provide water quality treatment for pollutant generating surfaces.
