HomeMy WebLinkAboutNOA_Cedar_River_Corporate_Park_070105NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE-MITIGATED (DNS-M) DATE: LAND USE NUMBER: PROJECT NAME: January 5. 2007 LUA06-172, SA-H ECF Cedar River Corporate Park PROJECT DESCRIPTION: The applicant is requesting Hearing Examiner Site Plan approval and Environmental Review for the construction of four office/retail/light industrial buildings totalling 143,307 square feet in area on a 539,272 square foot (12 4 acre) site located within the Light Industrial (IL) zoning designation and within the Employment Area -Valley overlay. Parking would be provided within a surface parking lot around the perimeter of the site. Access to the project site would be provided via rNo commercial driveway entrances off of Lind Avenue SW. A Category 2 wetland is located along the northern property line and a Category 3 wetland is located along the southern and eastern property lines. PROJECT LOCATION: East of Lind Avenue SW and South of SW 19th Street OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS- M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance- Mitigated (DNS-M). A 14-day appeal period will follow the issuance of the DNS-M. Hearings begin at 9:00 AM on the 7th floor of the new Renton City Hall located at 1055 South Grady Way The subject site is designated Employment Area Valley on the City of Renton Comprehensive Land Use Map and Light Industrial (IL) on the City's Zoning Map Environmental (SEPA) Checklist The proJect will be subject to the City's SEPA ordinance, RMC 4-3-050 Critical Areas, 4-4-030 Development Regulations, 4-6-030 Drainage Regulations and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. The applicant will be required to pay the appropriate Transportation Mitigation Fee; The applicant will be required to pay the appropriate Fire Mitigation Fee; The applicant will be required to pay the appropriate Parks Mitigation Fee; The project will be required to comply with the recommendations found in the Geotechnical Report; The project will be required to comply with the most current version of the Department of Ecology Stormwater Management Manual for erosion and sediment control; and The project will be required to comply with the 2005 King County Surface Water Design Manual Comments on the above application must be submitted in writing to Jill Ding, Senior Planner, Development Services Division, 1055 South Grady Way, Renton, WA 98055, by 5:00 PM on January 19, 2007. This matter is also tentatively scheduled for a public hearing on March 6, 2007, at 9:00 AM, Council Chambers, Seventh Floor, Renton City Hall, 1055 South Grady Way, Renton. If comments cannot be submitted in writing by the date indicated above, you may still appear at the hearing and present your comments on the proposal before the Hearing Examiner.
