ERC report 06-157.doc The new sanctuary would be on the lower level (main floor) as would a foyer, meeting rooms, and a room for chair storage. The partial second level/mezzanine would be primarily used for offices and meeting rooms. The existing sanctuary would be remodeled for use as a fellowship hall (social hall). Other interior renovations may occur as a part of this request. The church is located at 2201 Edmonds Avenue SE, in a Residential 8 (R-8) Zone (Exhibit 2). Church uses in all zones of the City of Renton require Conditional Use Permits for construction or expansion of facilities. Although there is single-family residential development to the north and west, the property is well-buffered from surrounding houses (Exhibit 3). More than half the 4.41 acre Fellowship property, to the west of the building and parking area, is undeveloped and heavily treed. This area is not currently proposed to be developed. Beyond the west property boundaries, land is undeveloped and owned by King County and the Soos Creek Water and Sewer District. Land to the south and east lies in unincorporated King County and is currently large lots with residential uses. Another church is located adjacent to the Fellowship property to the south. Cascade Elementary School, a Renton School District facility, is located diagonally to the southeast. The building would continue to front on Edmonds Avenue SE. New landscaping would be required where parking and the structure would be added and on the west side where an existing fence would be moved and existing trees removed. The addition would be set back 20 feet from the north property line. Although parking would be in the "front yard" the building would be over 90 feet from the street. There would be no change to the side yard setback on the south or the rear setback. These setbacks meet the development standards of the R-8 Zone. The addition would have a foyer, a 327-seat sanctuary, 3 meeting rooms, enclosed chair storage area, mechanical/electrical rooms, men's and women's restrooms, and custodial closet on the main floor. The second level/mezzanine would have 6 offices, an office/meeting room, a large room for undesignated use, and a copy room. Access would be from an existing walkway on the church grounds. The proposed addition would be located on the north side of the existing structure in what is currently a grass-covered yard. A 28-space parking area would be developed on the east side of the existing and new structures. This would be in addition to parking located at the northeast and south areas of the property. The total amount of parking would be 77 spaces. The existing Fellowship chapel seats 265. Renton Municipal Code requires one additional space for every 5 seats added (RMC 4-4-0BOF, "Number of Parking Spaces Required -Religious Institutions"), The new sanctuary would add seating for 62. Therefore, an additional 12 spaces would be required. The new 28-space parking area would meet the parking requirement. In order to provide fire access to the west portion of the new addition, a 20-foot wide paved road and turnaround would be provided. This construction would require the removal of sixteen 12 to 20-inch diameter evergreen trees. Review by the Environmental Review Committee is required as part of a Conditional Use Permit application that will be heard at a public meeting by the Hearing Examiner. Area sf: Total Building Area sf.· 12,000 sf 22,500 sf RECOMMENDATION Staff Recommend that the Environmental Review Committee issue a Determination of Non-Significance -Mitigated. B. RECOMMENDATION Based on analysis of probable impacts from the proposal, staff recommends that the responsible officials make the following environmental determination: DE.TERM/NATION OF NON-SIGNIFICANCE Issue DNS with a 14 day Appeal Period. C. MIT/GA T/ON MEASURES DETERMINATION OF NON -SIGNIFICANCE -MIT/GA TED. Issue DNS-M with a 14 day Appeal Peria Issue DNS-M with 15 day Comment Period followed by a 14 day Appeal Period. The City of Renton Development Services Division proposes the following mitigation measures: 1. The project shall comply with the Washington State Department of Ecology's Erosion and Sediment Control Requirements, outlined in Volume II of the most recent Stormwater Management Manual. 2. The project shall comply with the 2005 King County Surface Water Design Manual to meet both detention (Conservation Flow control -a.k.a. Level 2) and water quality improvements. 3. The applicant shall pay the applicable Transportation Mitigation Fee at the rate of $75.00 for each new average weekday trip attributable to the project. The Transportation Mitigation Fee is due prior to the issuance of a building permit. 4. The applicant shall pay the Fire Mitigation Fee equal to $0.52 per gross square foot of the expansion area. The Fire Mitigation Fee shall be paid prior to issuance of a building permit. Advisory Notes to Applicant: The following notes are supplemental information provided in conjunction with the environmental determination. Because these notes are provided as information only, they are not subject to the appeal process for environmental determinations. Construction 1. The architectural design shall be by a licensed architect. 2. The structural design shall be by a licensed engineer. Plan Review 1. All construction utility permits for utilities, drainage, and street improvements will require separate plan submittals. All utility plans shall conform to the Renton Drafting Standards. Plans shall be prepared by a licensed Civil Engineer. 2. When the utility plans are complete, submit three (3) copies of the drawings, two (2) copies of the drainage report; permit application and an itemized cost of construction estimate and application fee at the counter on the sixth floor of Renton City Hall. The fee for review and inspection of these improvements is 5% of the first $100,000 of the estimated construction costs; 4% of anything over $100,000 but Jess than $200,000, and 3% of anything over $200,000. Half the fee must be paid upon application. 4. A Water Availability Certificate from Soos Creek Water and Sewer is required to be submitted with the building permit application. 5. A Sewer Availability Certificate from Soos Creek Water and Sewer is required to be submitted with the building permit application. 6. Surface Water System Development Charges will be required prior to issuance of building permits. 7. Half street improvements including, but not limited to paving, sidewalks, curb and gutter, and storm drainage will be required in Edmonds Ave SE and SE 160th. The site plan shows improvements in Edmonds only. 8. All wire utilities shall be installed underground per the City of Renton Undergrounding Ordinance. If three or more poles are required to be moved by the development design, all existing overhead utilities shall be placed underground. 9. A Transportation Mitigation Fee of $8,100.00 will be required prior to obtaining building permits. This is based on a fee of $75.00 per new average weekday trip generated by the project. Fire Prevention 1. The preliminary fire flow is 2250 gpm, one hydrant is required within 150 feet of the structure and two additional hydrants are required within 300 feet of the structure. 2. Separate plans and permits are required for the installation of fire alarm and sprinkler systems. 3. Fire Department access roadways are required to within 150 feet of all portions of the building exterior. Roadways are a minimum 20 feet in width with a turning radius of 45 feet outside and 25 feet inside. 4. Dead end fire access roadways over 150 feet in length are required to have an approved turnaround. 5. A list of flammable, combustible liquids or hazardous chemicals that are used or stored on the site must be provided to the City of Renton Fire Prevention Bureau prior lo occupancy. 6. A plan for Pre-Fire planning is required to be submitted for the project, in an approved format, prior to occupancy. 7. A Fire Mitigation Fee based on $0.52 per square foot of the building addition is required prior to obtaining building permits. D. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth/Geology Impacts: The applicant provided Preliminary Storm Drainage Calculations by Pittman Engineering, dated October 13, 2006. This report states that the church property consists of Alderwood soils. The site slopes downward from west to east at approximately 5 percent. Minimal grading would be necessary to establish a building pad for the addition and for additional required parking. The applicant will submit a Temporary Erosion and Sedimentation Control Plan with construction drawings as part of City development regulations. Mitigation Measures: None required. Air onmental Review Commillee Staff Report LUA06-157, CU-H,SA-H, ECF Page 5 o/6 Impacts: It is anticipated that some adverse air quality impacts would be associated with the site work and building construction phase of the project. Project development impacts include dust resulting from grading, exhaust from construction vehicles, and odors from roofing installation, and parking area and driveway paving. Dust would be controlled through the use of temporary erosion control measures and the sprinkling of the site as needed. Odor impacts are unavoidable and would be short-term in nature. Vehicle and construction equipment exhaust, and exhaust from heating sources are controlled by state and federal regulations. No further site specific mitigation for the identified impacts from exhaust is required. Mitigation Measures: None required. Nexus: Not applicable 3. Water Impacts: There are no known wetlands or surface water bodies on the site and no indication that problems associated with groundwater would be encountered. Approximately 60 percent of the site would be covered with impervious surfaces. Pervious areas would be landscaped. Staff recommends a SEPA condition requiring this project to design and comply with the Washington State Department of Ecology's Erosion and Sediment Control Requirements, outlined in Volume II of the most recent Stormwater Management Manual. Site drainage sheet flows to an existing catch basin on the property. There are existing storm water facilities in the vicinity. The calculations submitted indicate both detention and water quality treatment would be required. Plans indicate a vault would be constructed. The previously referenced Storm Drainage report addresses detention and water quality requirements as outlined in the 2005 King County Surface Water Manual. Staff recommends requiring this project to design and comply with the 2005 King County Surface Water Design Manual to meet both detention (Conservation Flow control -a.k.a. Level 2) and water quality improvements. Separate structural plans would be required for review and approval under a building permit for the proposed vault. The site is not in an Aquifer Protection Zone. Mitigation Measures: 1. The project shall comply with the Washington State Department of Ecology's Erosion and Sediment Control Requirements, outlined in Volume II of the most recent Stormwater Management Manual. 2. The project shall comply with the 2005 King County Surface Water Design Manual to meet both detention (Conservation Flow control -a.k.a. Level 2) and water quality improvements. Nexus: SEPA 4. Transportation Impacts: The proposed project would be accessed from Edmonds Ave SE. Edmonds Ave SE is located east of the project and intersects at the southeast property corner with SE 1601 " Street, which is a City of Renton boundary with unincorporated King County. Half street improvements including, but not limited to paving, sidewalks, curb and gutter, and storm drainage would be required to be constructed along Edmonds Ave NE and SE 160'" Street. The site plan indicates improvements along Edmonds Avenue SE only. It is estimated that the proposed project would generate approximately 108 new average daily trips. The City of Renton has adopted a Transportation Mitigation Fee to address the impacts to the City's transportation system caused by development, including this proposed project. The fee is estimated to be $8,100.00, and is payable prior to issuance of a building permit. Mitigation Measures: The applicant shall pay the applicable Transportation Mitigation Fee at the rate of $75.00 for each new average weekday trip attributable to the project. The Transportation Mitigation Fee is due prior to the issuance of a building permit. Nexus: Transportation Mitigation Fee Resolution and Adopting Ordinance; Environmental (SEPA) Ordinance (Code Section 4-6). 5. Fire Protection Impacts: The proposal would result in the construction of an 11,865 sf addition to an existing church. Future users of the facility would potentially have the need for emergency services which would impact the City's Fire Department. Fire Prevention Bureau staff report that they can serve this project provided that the City Code required improvements are installed, appropriate fire access is provided, and Fire Mitigation Fees are paid. In order to offset the impacts associated with new development, all new residential construction is subject to a Fire Mitigation Fee. The fee is calculated on a per gross square foot basis. The current fee is $0.52 per gross square foot. The estimated fee is $6,169.80. Mitigation Measures: The applicant shall pay the Fire Mitigation Fee equal to $0.52 per gross square foot of the expansion area. The Fire Mitigation Fee shall be paid prior to issuance of a building permit. Nexus: Fire Mitigation Fee Resolution and Adopting Ordinance; Environmental (SEPA) Ordinance (Code Section 4-6). E. COMMENTS OF REVIEWING DEPARTMENTS The proposal has been circulated to City Departmental I Divisional Reviewers for their review. Environmental Determination Appeal Process Appeals of the environmental determination must be filed in writing on or before 5:00 PM January 22, 2007. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98055. Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-8-11 B.
