The applicant is requesting a Hearing Examiner Conditional Use Permit approval
and Environmental Review to locate and install a Monopole I -wireless
communications facility (WCF), which would include antennas and microwave
dishes on a 59 foot 11 inch pole and four associated equipment cabinets on the
ground level. The WCF would be located within the parking lot of the Living
Memorial Association ofKennydale on a 1.99-acre site within the Rcsidential-8 (R-
8) zoning designation. The site currently has an existing social hall and gravel
parking lot. The WCF would be located north of the social hall and take up 242 sq.
ft. in area. The equipment cabinet area would be enclosed by a 6-foot high chain
link fence and have an area of 150 sq. ft. Access to the site would be provided via
private driveway off of NE 27th Street. No landscaping or street improvements are
proposed. The site has existing glen of trees that screen the interior of the property
along the north, east, and west property lines. The site is located within the Aquifer
Protection Area -Zone 2 and has a number of critical areas, due to the proximity to
the May Creek Ravine. These critical areas include an erosion hazard area, a
moderate landslide area, and regulated slopes.

!I PART ONE: PROJECT DESCRIPTION/ BACKGROUND
The applicant is requesting a Hearing Examiner Conditional Use Permit approval and Environmental Review to
locate and install a Monopole I -wireless communications facility (WCF), which would include antennas and
microwave dishes on a 59 feet 11 inch pole and four associated equipment cabinets on the ground level. The
WCF would be located within the parking lot of the Living Memorial Association ofKennydale on a 1.99-acre
site within the Residential-8 (R-8) zoning designation.
The site currently has as a 3,552 sq. ft. social hall and gravel parking lot. The WCF would be located north of
the social hall and take up 242 sq. ft. in area. The equipment cabinet area would be 150 sq. ft. in size and would
be enclosed by a 6-foot high chain link fence with privacy slats. Access to the site would be provided via private
driveway off of NE 27th Street. No landscaping improvements or street improvements are proposed. The site
has existing glen of trees that screens the interior of the property along the north, east, and west property lines.
Evergreen trees are predominant along the east property line and deciduous trees are more predominant north of
the parking lot. The trees that would screen the Monopole range from 70 feet in height to over 120 feet.
The surrounding area around the WCF site is relatively flat, but the overall lot has steep drop off approximately
60 feet east of the WCF to the May Creek Ravine. The grade change results in a number of critical areas that
include an erosion hazard area, a moderate landslide area, and regulated slopes. The site is located, is within the
Aquifer Protection Area -Zone 2. The Mean Sea Level (MSL) elevation for the site is 320 feet and the MSL
elevation of the proposed Monopole I would be 379.9 feet at its highest point.
Ii PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS-M with a 14-day Appeal Period.
B. Mitigation Measures

1. The applicant shall submit a geotechnical report to the Planning Division Project Manager prior to
building permit review. The applicant shall comply with the recommendations for design,
installation, and increased setbacks from regulated slopes.
2. The applicant shall submit a paint color(s) for the Monopole that would appropriately match the
surrounding vegetation to the Planning Division Project Manager for approval prior to building
permit review.
3. Since the highest elevation of the Monopole (380 feet) punctures the FAR Part 77 (182 feet), the
applicant shall submit a Notice of Proposed Construction to the FAA a minimum of 30 days prior to
the issuance of any building permit for any wireless communication support structure or attached
WCF. The applicant shall also submit a copy of the Notice of Proposed Construction to the City of
Renton and comply with any conditions imposed by the FAA.

The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether
the applicant has adequately identified and addressed environmental impacts anticipated to occur in
conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to
have the following probable impacts:
1. Earth
Impacts: The area surrounding the applicant's lease area is relatively flat, but is located in a moderate
landslide area. Approximately 70 feet east of the proposed Monopole there are regulated slopes and
approximately 100 feet east, there is a erosion hazard area. These areas are located in the May Creek ravine.
In-between the Monopole and the ravine, there is a gravel parking lot drive aisle and a grass buffer area that
separates the parking lot from the ravine. The ravine begins approximately 70 east of the project site and the
calculated slope from the beginning of the ravine to the east property line (not the bottom of the ravine) is
approximately 75%. The slope of the ravine is densely vegetated.
No information as to the type of soil was provided by the applicant; however, the applicant did state that a
minimal amount of soil would be disturbed. The proposed Monopole would be installed next to an existing
structure within the middle of a gravel parking lot. A geotechnical report will be required prior to building
permit review to better assess the construction feasibility of installing a Monopole I on the site. The
applicant proposes to conduct a geotechnical report at the time of building permit submittal and as part of the
applicant's construction mitigation description, the City of Renton standards stated in RMC 4-4-030 will be
followed.
Due to the potential for future redevelopment of the subject site, Staff, as a part of the Conditional Use
Permit, will propose relocation of the Monopole from the rear of the Memorial Hall to the north end of the
parking lot. By relocating the Monopole further to the rear of the property instead of constructing it in the
center of the site, the property could be developed without being constrained by the Monopole.
Mitigation Measures: Due to the presence ofregulated slopes, the applicant shall submit a geotechnical
report to the Planning Division Project Manager prior to building permit review. The applicant shall comply
with the recommendations for design, installation, and increased setbacks from regulated slopes. Staff
proposes a relocation of the Monopole, which would increase the need for a geotechnical report because it
would likely be closer to the regulated slopes.

2. Aesthetics
Impacts: The proposed Monopole I would result in visual impacts within an existing single-family
neighborhood. The applicant indicates that efforts have been made to assimilate the proposed Monopole I
structure into the surrounding single-family residential neighborhood by utilizing a flush-mount design that
reduces the visual profile of the structure and to paint the Monopole a color that will allow it to be absorbed
into the natural surroundings. The equipment cabinets would be enclosed by a six-foot high fence with
privacy slats. To reduce the visual impact from the street, the applicant sited both the Monopole and the
equipment cabinet behind a one-story building on a property with existing abundant tree coverage on the
western, northern, and eastern sections. The proposed Monopole I's elevation of 60 feet would be well
below the tree line, which ranges from 70 feet in height to over 120 feet and consists of both evergreen and
deciduous trees. The evergreen trees dominate the eastern portion of the site while the deciduous trees are
grouped north of the parking lot. The applicant submitted photographic simulations to illustrate the visual
impact of the Monopole I on the surrounding neighborhood at the proposed location. The photographic
simulation Photo 1 demonstrates appropriate visual absorption of the Monopole by the existing evergreen
trees to the east. Looking north from the photographic simulation Photo 2, the treeline does not do quite as
good of a job of absorbing the visual impact as Photo 1. This is a result of a combination of factors: the trees
to the north are not as tall as the ones to the east and the trees are further from the street. As time goes on,
the trees will increase in height and provide additional screening. Also, the trees to the north are mainly
deciduous trees, which would provide better absorption in the spring and summer because of the leaf
coverage than in the fall and winter.

The applicant does not propose any landscaping, citing that by locating it on the backside of a building and
constructing a fence with privacy slats, which they contend would adequately screen the equipment cabinets
from the public view.
During the public comment period, staff received no comment letters from the public in opposition to the
project's aesthetic impact on the neighborhood.
Mitigation Measures: The applicant shall submit paint color(s) for the Monopole that would appropriately
match the surrounding vegetation to the Planning Division Project Manager for approval prior to building
permit review.

3. Transportation
Impacts: It is anticipated that the proposal would result in one trip attributable to the project every four to
six weeks for technical service. Adequate parking exists for a service vehicle.
The proposal could impact operations of the Renton Municipal Airport due to the height and MSL elevation
of the proposed Monopole I and its proximity to the Airport. The project site is within Federal Aviation
Regulation (FAR) Part 77 Surface applicable to Renton Municipal Airport. The FAR Part 77 at the site
location is 182 feet Mean Sea Level (MSL). The MSL height is 320 feet at the base of the Monopole and
380 feet at the top.
The FAA may require lighting of the Monopole, which may consist of steady or flashing lights.
This impact however could not have much significance because the surrounding tree line exceeds the height
of the proposed Monopole I.
Mitigation Measures: The applicant shall submit a Notice of Proposed Construction to the FAA a
minimum of 30 days prior to the issuance of any building permit for any wireless communication support
structure or attached WCF. The applicant shall also submit a copy of the Notice of Proposed Construction to
the City of Renton and comply with any conditions imposed by the FAA.

E. Comments of Reviewing Departments

comments have been incorporated into the text of this report and/or "Advisory Notes to Applicant."

Environmental Determination Appeal Process: Appeals of the environmental determination must be filed
in writing on or before 5:00 PM, March 20, 2009.
Renton Municipal Code Section 4-8-110.B governs appeals to the Hearing Examiner. Appeals must be filed in
writing at the City Clerk's office along with a $75.00 application fee. Additional information regarding the
appeal process may be obtained from the City Clerk's Office, Renton City Hall -7th Floor, 1055 S. Grady Way,

The following notes are supplemental information provided in conjunction with the administrative land
use action. Because these notes are provided as information only, they are not subject to the appeal process for
the land use actions.
Planning:
I I. Construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock
(8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o'clock
(9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays.
2. A detailed landscape plan complying with requirements set forth under RMC-4-8-120D shall be submitted at
the time of Building Permit review for review and approval by the Planning Project Manager.
