The supporting documentation needs to include responses in each box of the CE form – not just a check
mark. Also, there are three supporting checklists for the form that need to be provided as well (airport,

Thanks for your email. RHA is the recipient of funds but the City of Renton is the one that processes
NEPA on behalf of HUD as the Responsible Entity.
I believe this needs to be signed by the City as Responsible Entity – and it needs to be fully completed
with a description, supporting documentation including the supporting checklists. There isn’t much
chance of environmental effects; it’s just paperwork.
Matt Herrera at the City would need to process the form with the City’s Environmental Review
Committee.
I can forward the form to him to see what he’d like to do.

Hi Millie,
I called Cherie again late last week. She had gotten my prior message but was ill for awhile and away
from the office (not COVID-19).
She and I discussed that for pre-development costs for “Sunset Gardens” (RHA’s current office, Parcel
7227900075), that activity would be Exempt and would need the attached form filled in, and signature
by the City as responsible entity.
For the other property in Sunset Terrace Master Plan Area “Building 5” (Parcel 7227801396) I’m
assuming that’s an ongoing implementation of the Master Plan and would likely be covered by the prior
EIS and associated reevaluations through 2019 or the prior CFP 2016-2020 EA. If it’s something different
please let me know.
If RHA needs some support with the Exemption form and the three checklists that go with it, let me
know. It would be about $900.

The 2020 FY covers funding for management improvements and for pre-development costs for “Sunset

I’m on the road at the moment headed to a public hearing. We did do some Part 58 review for a 2016 to
2020 capital/operating program. I’ve attached a portion of the environmental review record – the EA,
RROF, and HUD approval.
Are there different proposals (or funding sources) in the 2020-2024 program than what we studied in
2016? We studied similar improvements with the RAD too more recently (CEST under Part 58). Does
RAD change the situation, for example?
I can take a closer look tomorrow and Thursday when I’m back in the office and can contact Cherie too.

Millie, please drawdown the ACC in triplicate for me to sign when back in the office next week.
About the environmental requirement, perhaps you can check with Mark SJ and / or Lisa Grueter (Berk
Assoc. their firm has previously performed Part 50 reviews for RHA/Renton), if the environmental review
has not been otherwise satisfied. Please keep Brawner Co in the loop, for example, how the agency will
in light of RAD abide by the “public hearing for the rolling 2020-2024 5YAP, you can use your 2019-2023
5YAP and submit your most current certifications as noted in the processing instruction. Once you have
your 2020-2024 5YAP public hearing you will enter the plan in EPIC.” The RAD resident meetings may
count toward this obligation? The plan will then need to be uploaded under your credentials in EPIC, as
appropriate.

asked and answered.

See the attached email from 1/16/2020 regarding Renton’s CFP (DDTF) grant funds. DDTF funds have
limited allowable expenses and they follow the same 2 year obligation deadlines and 4 year expenditure
deadlines, please refer to the CFP Guidebook, 24 CFR 905 and 2 CFR 200.
It is important to note that Public Housing redevelopment requires HUD approval, see Chapter 9 of the
CFP Guidebook for further information on the Mixed Finance and standard PH development approval
process.
If you cannot use the DDTF funds for the allowable expenses outlined in 24 CFR 905, 2 CFR 200 and the
CFP Guidebook you have the option to reject the grant, see the 2020 processing instructions. The funds
cannot be used for your RAD projects, Section 8 or anything other than the allowable DDTF expenses
and the grants still follow the 2-year obligation and 4-year expenditure deadlines.

PIH OCI sent the below 2020 CFP grant announcement to EDs on February 14, 2020, the email provides
information on the new 2020 processing instructions and a link to the OCI webpage where you will find
the FY2020 Capital Fund Processing Guidance for PHAs, List of Capital Fund Awards by PHA, and the
2020 ACC Amendments.
The change for 2020 - three signed original ACC Amendments are to be sent to Field Office prior to
March 12th:

Yesterday, February 13, 2020, HUD’s Office of Capital Improvements (OCI) announced the award of
more than $2.7 billion in FY 2020 Capital Fund Formula Grant Awards to 2,882 housing authorities in all
50 states, as well as the District of Columbia, Guam, Puerto Rico and the U.S. Virgin Islands.
Please visit the FY 2020 Capital Fund Processing Information Web page at the link below to view a list of
awards by PHA and to review guidance on the processing of these grant awards. We recommend that
you bookmark this page, as additional resources, including a FY2020 Capital Fund Program Timeline
detailing submission deadlines and a letter to Executive Directors, will be posted shortly.

Note that FY 2020 Capital Fund Formula Grants are not yet available in the electronic Line of Credit
Control System (eLOCCS). The processing guidance posted at the link above explains the steps that PHAs
and HUD must complete before the grants are made available in eLOCCS and before the funds may be
drawn down.
In a change over the process followed for FY2019 and FY2018 Capital Fund Formula grants, PHAs will be
required to sign and return three copies of the ACC Amendment, which is available on the FY 2020
Capital Fund Processing Information Web page. In accordance with Public Law 116-94, Division H, Title II,
Section 235 (The Further Consolidated Appropriations Act, 2020), the person with authority to obligate
the PHA (e.g. the Executive Director, Chief Executive Officer or another person with delegated authority)
must sign the printed CFP ACC Amendment. Three copies of the signed CFP ACC Amendment must be
received by the HUD Field Office by the date identified in the 2020 Capital Fund Timeline posted to the
web; this date will be March 12, 2020.
