HomeMy WebLinkAboutNOA_Acceptance_LUA05-162® tOTICE OF AFFLIC TIOt AID PROPOSED DIETIERtltATIOt OF tOIN-$1GIIFIC AtCIE-I ITIGATIED ([DIS-I) DATE:January 10,2006 LAND USE NUMBER:LUA05-162,CU-H,SA-H,V-H,ECF PROJECT NAME:Renton Bible Church pROJECT DESCRIPTION:Proposal is to construct a 14,797 square foot addition to an existing church structure.The addition is proposed to be constructed in two phases.The first phase would include the expansion of the existing parking lot to a total of 102 cars and the construction of 6,083 square feetto the first floor of the church.The second phase would incude a two-story addition totaling 8,714 square feet in area.The subject site is located within the Residential-8 (R-8)dwelling unit per acre zoning designation.Access to the subject site is provided via driveways onto Union Avenue NE.A church use is permitted in the R-8 zone subject to the approval of a conditional use permit.In addition the applicant has requested Environemtal Reiview,Site Plan Approval,a vadance to the height requirements and a modification to the refuse and recycleables storage requirements. PROJECT LOCATION:973 Union Avenue NE OPTIONAL DETERMINATION OF NON-SIGNIFICANCE,MITIGATED (DNS-M):As •the Lead Agency,the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project.Therefore,as permitted under the RCW 43o21C.110,the City of Renton is using the Optional DNS-M process to give notice that a DNS- M is likely to be issued.Comment periods for the project and the proposed DNS-M are integrated into a single comment period.There will be no comment period following the issuance of the Threshold Determination of Non-Significance- .Mitigated (DNS-M).A 14-day appeal period will follow the issuance of the DNS-M. CONSISTENCY OVERVIEW: Zoning/Land Use: Environmental Documents that Evaluate the Proposed Project: Development Regulations Used For Project Mitigation: The subject site is designated Residential -8 (R-8)on the City of Renton Comprehensive Land Use Map and Residential Single-Family (RSF)on the City's Zoning Map. Environmental (SEPA)Checklist The project will be subject to the City's SEPA ordinance,RMC 4-4-030 Devlopment Guidelines &Regulations,RMC 4-6-030 Drainage Standards and other applicable codes and regulations as appropriate. Proposed Mitigation Measures:The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. .The applicant will be required to pay the appropriate Transportation Mitigation Fee; .The applicant will be required to pay the appropriate Fire Mitigation Fee; =The applicant will be required to pay the appropriate Parks Mitigation Fee; .The applicant will be required to comply with the recommendations found in the submitted geotechnical report; °The applicant will be required to comply with the 2001 Department of Ecology Stormwater Manual for Erosion and Sedimentation Control;and .The applicant will be required to comply with the 2005 King County Surface Water Design Manual for the purposes of drainage control Comments on the above application must be submitted in writing to Jill Ding,Associate Planner,Development Services Division,1055 South Grady Way,Renton,WA 98055,by 5:00 PM on January 24,2006.This matter is also tentatively scheduled for a public hearing on March 7,2006,at 9:00 AM,Council Chambers,Seventh Floor,Renton City Hall,1055 South Grady Way,Renton.If you are interested in attending the hearing,please contact the Development Services Division to ensure that the hearing has not been rescheduled at (425)430-7282.If comments cannot be submitted in writing by the date indicated above,you may still appear at the hearing and present your comments on the proposal before the Hearing Examiner.If you have questions about this proposal,or wish to be made a party of record and receive additional information by mail,please contact the project manager.Anyone who submits written comments will automatically become a party of record and will be notified of any decision on this project.
