The project will be required to comply with the Department of Ecology Stormwater Management
Manual for erosion and sedimentation control.
The project will be required to comply with the 2005 King County Surface Water Design Manual
for surface water management.
The applicant shall pay the appropriate Traffic Mitigation Fee based on $75.00 per new average
daily trip attributed to the project prior to the issuance of building permits.
The applicant shall pay the appropriate Fire Mitigation Fee based on a rate of $0.52 per square
foot of new for each dwelling unit prior to the issuance of building permits.
D.ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C.240,the following project environmental rewew
addresses only those project impacts that are not adequately addressed under existing
development standards and environmental regulations.
1.Earth
Impacts:The subject site is relatively flat with an approximate slope of 2.5%from west to east.A 4-6
foot high bank exists along the western property line of the subject site.The site is currently improved
with an existing 7,329 square foot church and detached associated outbuildings and is vegetated with a
lawn,ornamental landscaping,and a total of 33 trees (17 deciduous and 16 conifer),The proposed
addition would expand the existing footprint of the church to the east and to the west.The estimated
percentage of impervious surfaces after project construction is 75%.
The proposal is to construct the church addition in two phases.The first phase would include the
expansion of the existing parking lot to a total of 102 spaces and the construction of 6,083 square feet to
the first floor of the church.The second phase would include a two-stow addition totaling 8,714 square
feet in area.The proposed development would also provide required landscaping.
Due to the potential for erosion and sedimentation problems resulting from the dirt work required for the
construction of the proposed townhomes,the staff recommends a mitigation measure requiring the
applicant to comply with the Department of Ecology's Stormwater Management Manual for erosion and
sedimentation control.

2.Air and Noise
Impacts:During project construction,on-site emissions will consist of fugitive dust and emissions from
construction equipment.These impacts are anticipated to be minor and largely confined near the site.
Vehicular emissions are regulated by the State of Washington and Puget Sound Clean Air Agency.
Therefore staff does not recommend any additional measures.

Short-term noise from construction equipment would occur between 7:00 AM and 5:00 PM.The
equipment and construction of this project will be required to meet federal,state,•and local emissions and
noise requirements;therefore no further mitigation is recommended.
Miti.qation Measures:No further mitigation is recommended.

3.Water -Stormwater
Impacts:A Technical Information Report prepared by Baseline Engineering,Inc.dated October 21,2005
was submitted with the project application.According to the report the existing surface water runoff from
the existing church flows to the east and into the Union Avenue NE stormwater conveyance system.The
paved driveway and parking areas are proposed to be graded such that stormwater runoff will flow into
catch basins.The runoff will then be conveyed through a Stormwater Management Storm Filter Vault for
water quality and then into a detention tank that controls the flow leaving the site.The tank would
release runoff intothe storm system within Union Avenue NE.
Staff from the City's Plan Review Section have reviewed the drainage report.The subject site is located
within the May Creek Drainage Basin.Due to the sensitivity of the May Creek Drainage Basin,staff
recommends a mitigation measure requiring the project to comply with the 2005 King County Surface
Water Design Manual.
Mitigation Measures:The project shall be required to comply with the 2005 King County Surface Water
Design Manual for stormwater runoff management.

4.Transportation ....
Impacts:The proposed addition is expected to add additional vehicle trips to the street system.
Therefore,the applicant will be required to pay a Traffic Mitigation Fee of $75.00 per new average daily
trip attributed to the project prior to the issuance of building permits.Approximately 55.416 average daily
trips would be generated by Phase I of the proposed project and 79.385 average daily trips would be
generated by Phase II of the proposed project.Therefore,the applicant will be required to pay a
$4,156.21 traffic mitigation fee (55.416 trips x $75 =$4,156.21)for Phase I and a $5,953.84 traffic
mitigation fee (79.385 trips x $75 =$5,953.84)for Phase II resulting in a total traffic mitigation fee of
$10,110.05.=
Mitigation Measures:The applicant shall pay the appropriate Traffic Mitigation Fee based on $75.00 per
new averagedaily trip attributed to the project prior to the issuance of building permits.

5.Fire /Emergency Services
Impacts:Fire Prevention staff indicated that sufficient resources exist to furnish services to the proposed
development,subject to the condition that the applicant provide required improvements and fees.
Therefore,the applicant will be required to pay a Fire Mitigation Fee based on $0.52 per square foot of
the new addition area.For the proposed additions,the fee is estimated at $7,727.72 and is payable prior
to the issuance of building permits.
Mitiqation Measures:The applicant shall pay the appropriate Fire Mitigation Fee based on a rate of
$0.52 per square foot of new addition area prior to the issuance of building permits.

Advisory Notes to Applicant:
The following notes are supplemental information provided in conjunction with the environmental
determination.Because these notes are provided as information only,they are not Subject to the
appeal process for environmental determinations.
Planninq
1.RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm,Monday through Friday unless
otherwise approved by the Development Services Division.The Development Services Division
reserves the right to rescind the approved extended haul hours at any time if complaints are received.
2.Within thirty (30)days of completion of grading work,the applicant shall hydroseed or plant an
appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where
no further construction work will occur within ninety (90)days.Alternative measures such as mulch,
sodding,or plastic covering as specified in the current King County Surface Water Management Design
Manual as •adopted by the City of Renton may be proposed between the dates of November 1st and
March 31st of each year.The Development Services Division's approval of this work is required prior
to final inspection and approval of the permit.
3.Commercial,multi-family,new single-family and other nonresidential construction activities shall be
restricted to the hours between seven o'clock (7:00)am and eight o'clock (8:00)pm,Monday through
Friday.Work on Saturdays shall be restricted to the hours between nine o'clock (9:00)am and eight
o'clock (8:00)pm.No work shall be permitted on Sundays.
4.All landscaping shall be irrigated by an approved irrigation system prior to final occupancypermits:
Fire Prevention
1.The preliminary fire flow is 3000 gpm for the building.One hydrant is required within 150 feet of each
structure and two additional hydrants are required within 300 feet of the structure.'
2.Separate plans and permits are required for the installation of sprinkler systems,fire alarms,and kitchen
hood suppression systems.
Plan Review:
Plan Review -WATER
1.A fire sprinkler system is required by the Fire Department.A separate utility permit and separate plans
will be required for the installation the double detector check valve assemblies for fire sprinkler systems.
All devices installed shall be per the latest Department of Health "Approved List"of Backflow Prevention
Devices.Location of device shall be shown on the civil plans and shall show note:"Separate plans and
utility permit for DDCVA installation for Fire Sprinkler System will be required".DDCVA
installations outside the bui!ding shall be in accordance with the City of Renton Standards.

For DDCVA installations proposed to be installed inside the building,applicant shall submit a copy of the
mechanical plan showing the location and installation of the backflow assembly inside the mechanical
room.Installation shall be in accordance with the City of Renton's requirements.DDCVA shall be
installed immediately after the pipe has passed through the building floor slab.Installation of devices
shall be in the horizontal position only.A separate utility permit and separate plans will be required for
the installation of the double detector check valve assembly for the fire sprinkler system,if backflow
device is to be installed inside the building.
2.Extension of a looped 10-inch water main and installation of new hydrants on site around the building is
required.It has been shown on the plans.
3.Water System Development Charges (SDC)for commercial sites are assessed at a rate of $0.273 x the
square footage of the site.This is payable at the time the utility permit is issued.A redevelopment credit
will be given for existing water service tothe site.
4.Preliminary fire flow requirement is 3,000 gpm.Applicant will need three hydrants to serve this site.One
hydrant must be within 150 feet from the structure and two additional shall be located within 300 feet of
the structure.
5.Existing hydrants to be counted as fire protection,will be required to be retrofitted with a 5-inch quick
disconnect Storz fitting if not already in place.
6.If new building exceeds thirty feet in height,a backflow device will be required to be installed on the
domestic water meter.
7.Landscape irrigation systems will require a separate permit for the irrigation meter and approved
backflow device is required to be installed.A plumbing permit will be required.
Plan Review -SANITARY SEWER
1.There is an existing side sewer serving the building.The existing side sewer will need to be relocated as
the new addition is shown to be in the same location of the side sewer.
2.If food preparation facilities are proposed,a grease trap or grease interceptor will be required to be
installed.A separate plumbing permit will be required.
3.Sewer System Development Charges (SDC)for commercial sites are assessed at a rate of $0.142 x the
square footage of the site.A redevelopment credit will be given for existing water service to the site.
Plan Review -SURFACE WATER
1.Surface Water System Development Charges (SDC)for commercial sites are assessed at a rate of
$0.265 x the new impervious surface area.This is payable at the time the utility permit is issued.
2.Applicant will be required to submit separate structural plans for review and approval under a building
permit for proposed detention vault.Special inspection from the building department is required.
3.A temporary erosion control plan will be required and shall be installed and maintained to the
satisfaction of the representative of the Development Services Division for the duration of the project,
The first order of business shall be installation of a silt fence along the perimeter of the site that is to be
disturbed.The silt fence shall be in place before clearing and grading is initiated.This will be required
duringthe construction of both off-site and on-site improvements as well as building construction.
4.The site is located in Aquifer Protection Zone 2 and may be subject to additional:requirements per City
code.Constructed secondary containment may be required if more than 20 gallons of re.qulated
hazardous materials will be present at the new facility (RMC 4-3-050H2d(i)).Certain uses require
operatinq permits (RMC 4-9-015).A fill source statement (RMC 4-4-060L4)is required if more than
100 cubic yards of fill material will be imported to the project site.Construction Activity Standards
(RMC 4-4-030C7)shall be followed if during construction,more than 20 gallons of hazardous materials
will be stored on site or vehicles will be fueled on site.Surface Water Management Standards (RMC 4-
6-030E2 and 3)--Biofilters,stormwater conveyance,and water quality ponds may require a groundwater
protection liner.Impervious surfaces shall be provided for areas subject to vehicular use or storage of
chemicals.

Plan Review-TRANSPORTATION
1.Half street improvements including,but not limited to paving,sidewalks,curb &gutter,storm drain,
street signs,and streetlights along the frontage in Union are required if not already in place.
2.All wire utilities shall be installed underground per the City of Renton Undergrounding Ordinance.If
three or more poles are required to be moved by the development design,all existing overhead utilities
shall be placed underground.
Plan Review -GENERAL
1.All required utility,drainage,and street improvements will require separate plan submittals prepared
according to City of Renton drafting standards by a licensed Civil Engineer.
2.All civil engineering plans shall be tied into a minimum of two of the City of Renton current Horizontal
and Vertical Control network:
3.Separate permits and fees for water meter,landscape irrigation meter,and any backflow devices will be
required.:
4.Applicant shall be responsible for securing all necessary easements for utilities.
5.All new rockeries or retaining walls to be constructed that are greater than 4 feet in height will be require
a separate building permit.Proper drainage measures are required.

Where applicable,these comments have been incorporated into the text of this report as
Mitigation Measures and Notes to Applicant.
