The undersigned are the owners of not less than ten percent (10%) in value, according to the
assessed valuation for general taxation, of property which they desire to annex to the City of
Renton.
We hereby advise the City Council of the City of Renton that it is our desire to commence
annexation proceedings under the provisions ofRCW 3SA.14.120 of all or any part of the area
described below.
The territory proposed to be annexed is within King County, Washington, and is contiguous to
the City of Renton. A map (Exhibit 1) and legal description (Exhibit 2) are included as part of
this petition.
The City Council is requested to set a date not later than sixty days after the filing of this request
for a public meeting with the undersigned.
1. At such meeting, the City Council will decide whether the City will accept, reject or
geographically modify the proposed annexation;
2. The City Council will decide whether to require simultaneous adoption of zoning
regulations; zoning to be determined after two public hearings and guided by the
City's Comprehensive Land Use Plan; and,
3. The City Council will decide whether to require the assumption of existing city
indebtedness by the area to be annexed.
This page is the first of a group of pages containing identical text material. It is intended by the
signers that such multiple pages of the Notice of Intention be presented and considered as one
Notice of Intention. It may be filed with other pages containing additional signatures which
cumulatively may be considered as a single Notice ofIntention.

Proposed Smith Annexation Legal Description
That portion of the Northeast Quarter of Section 10, Township 23 North, Range 5 East, W.M., in King
County, Washington described as follows:
BEGINNING at the intersection of the easterly right-of-way line of Hoquiam Avenue NE (142nd Ave SE),
and a line parallel with and 165 feet south of the north line of the south half of the northeast quarter of the
northwest quarter of the northeast quarter of said Section 10, said intersection being a point on the existing
City Limits of Renton as annexed by Ordinance No. 4215;
Thence easterly along said parallel line, to an intersection with the west line of the northeast quarter of the
northeast quarter of said Section 10;
Thence northerly along said west line, a distance of 165 feet, more or less, to an intersection with the north
line of that portion of the south 10 acres of the north 20 acres of the east half of the northeast quarter of
said section 10 lying westerly of the Plat of Honey Creek Estates recorded in Volume 63 of Plats, pages 30
and 31, records of King County, Washington;
Thence easterly along said north line, a distance of 300 feet, more or less, to an intersection with the west
line of said Plat;
Thence southerly along said west line, to an intersection with the south line that portion of the south 10
acres of the north 20 acres of the east half of the northeast quarter of said section 10 lying westerly of said
Plat;
Thence westerly along said south line, to an intersection with the east line of the northwest quarter of the
northeast quarter of said Section 10;
Thence southerly along said east line, to an intersection with the south line of the north half of the south
half of the southeast quarter of the northwest quarter of the northeast quarter of said Section 10;
Thence westerly along said south line, to an intersection with said easterly right-of-way line of Hoquiam
Avenue NE and said City Limits;

Proposed Smith Annexation
Project Narrative
The property owner of 6.6 acres in a 12 acre area adjacent to the city limits has submitted
a Notice ofIntent petition to the City to initiate annexation ofthese properties (12 acre
area). The subject properties are east of Hoquiam Ave NE (142nd Ave SE), between SE
113th St (if extended) and SE 116 St (if extended). With the exception of three single
family homes and a residential assessory building, the parcels are vacant.
The City's Critical Areas Inventory maps show that the northeastern parcel ofthe
annexation area is largely covered by Greenbelt and a high erosion hazard. A check of
the contours in this area reveals slopes of up to 23%. No other sensitive areas are
documented.
Under the existing Comprehensive Plan land use designations, Residential Single Family
and Residential Rural, post-annexation development would be residential, primarily
single family detached. Zoning is not addressed at the 10% Notice ofIntent stage. City
zoning will be assigned to the subject properties after two public hearings.
Upon receipt of comments from staff, a public meeting wiIl be scheduled before the City
Council to allow public comment on the proposed annexation. Additional lands may be
added to the annexation proposal if interest is expressed prior to or during the public
meeting. Staff comments on a modified proposal would be requested at the 60% Petition
phase of the annexation.
