Project Narrative with Variance request Justification for 401 Park Ave N., Renton,
WA 98055
Project name is Renton Daily Grow Shell Station located at 401 Park Ave N., Renton,
WA 98055. It is currently a convenience store with Gas. Zoning designation for this is
site is Urban Design District.
We are proposing the installation of a monument sign that will not exceed 5” in height
including the base. The monument sign will have LED digits that dim at night. This
Electronic sign is best described as a static, single color (monochrome) display, which
does not move or flash. Its sole purpose is to display gas prices. This product is used to
provide a reliable solution to the challenges associated with frequent price changes,
replacing the time consuming and potentially unsafe manual placards. It is required by
law that fuel prices are displayed, and electronic display provides a safe alternative to
using poles, heavy placards and ladders.
With regards to the brightness of our proposed LED display, this is measured in mcd
(Millicandelas) but the measurement of NITS is deemed hypothetical as it will depend on
a number of factors. Ambient light, distance measurement is taken, thickness of front
window and viewing angle. Our LED display will automatically dim down using a
photocell than can vary anything from 5% to 95% - again typically we run our red LEDs
at 95% at “Full” brightness and then at night we further reduce brightness to 5-20% of
maximum output.
The current Gas Price sign is 25 feet high x 7 ft wide with no landscaping. It is large,
obtrusive and outdated. Changing manual gas price digits at this height is potentially
dangerous.
Our proposed sign will be in the same location as the current sign but is much smaller
(only 5” tall X 8’ 2” wide). Landscaping will be with drought resistant plants planted in
2.5 cubic yards of topsoil and finished with beauty bark. This will be surrounded by an
8’ x 12’ curb with curb drain holes around perimeter. Because this sign is low to the
ground the use of manual digits would encourage vandalism. This location is close to a
school, and manual digits would be easy to remove by vandals. This makes LED digits a
much better choice for this site. Value for this sign including landscaping is $18,736.00
