SERVICES DURING CONSTRUCTION - SUPPLEMENTAL SERVICES

THIS AMENDMENT, dated 4/30/2020, is by and between the City of Renton (the “City”), a
Washington municipal corporation, and Murraysmith, Inc. (“Consultant”), an Oregon
corporation. The City and the Consultant are referred to collectively in this Amendment as the
“Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date
signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-18-266, dated
12/13/2018, to provide necessary services for the Kennydale Reservoir WTR-27-3956 (referred
to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the scope of work, and change the
compensation in order to provide supplemental services for geotechnical, structural, and
engineering project management during construction effort of the Kennydale Reservoir.
NOW THEREFORE, It is mutually agreed upon that CAG-18-266 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
A -1, which is attached and incorporated herein.
2. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $69,698.00 from $479,337.00 to
$549,035.00, plus any applicable state and local sales taxes. The additional compensation
shall be paid based upon Work actually performed according to the rate(s) or amounts
specified in Exhibit C -1, which is attached and incorporated herein.
3.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

CITY OF RENTON
KENNYDALE RESERVOIR
CONSTRUCTION PHASE SERVICES (SUPPLEMENTAL SERVICES)
AMENDMENT NO. 1
Background
Construction of the City of Renton (City) Kennydale Reservoir is underway. Murraysmith is
supporting the City with construction phase support services through an existing agreement CAG-
18-266. The City has requested that Murraysmith prepare this Scope of Work to provide
supplemental engineering services to assist the City during project construction and closeout.
Project Approach
The City will continue to take the lead role for all construction administration, management, and
inspection services during construction of the project. Murraysmith’s proposed subconsultants
will support the City by providing structural observations, geotechnical testing and observations,
tank preparation and coating inspections, and preparing reports. Murraysmith will manage the
subconsultants under this scope of work, which augments the existing construction support
services agreement already in place between the City and Murraysmith.
Scope of Services
The proposed Scope of Services for structural observation, tank preparation and painting
inspection, and geotechnical observation and inspection services is divided into the following work
tasks.
Task 103 – Project Management
Task 304 – Subconsultant Services
Task 305 – Unanticipated Supplemental Services (As Needed)

Task 103 - Project Management
Objective
This task covers the additional effort related to administration and coordination of the
Consultant’s staff, subconsultants, and the interface with the City project manager and other City
staff.
Activities
103.2 Staff and Subconsultant Management
Manage project staff and subconsultants to ensure services are in conformance with the scope of
services, budget, and schedule.
103.3 Invoices and Budget Oversight
Monitor project costs and manage budget and billing tasks, including preparation and submission
of monthly invoices and progress reports.
103.4 Quality Assurance/Quality Control (QA/QC)
Manage and coordinate in-house quality assurance reviews of all deliverables.
Task Deliverables
Correspondence, e-mails, and other documentation
Monthly billing statements with budget and activity reports
City Responsibilities
Review project status reports and invoices; and provide comments to Murraysmith.
Assumptions
No additional contract time will be required for this scope of work.
Task 304 – Subconsultant Services
Objective
This task includes the specialty services to be provided by Murraysmith’s subconsultants for
services during construction, as described below.

Activities
304.1 Structural Engineering
Peterson Structural Engineers will provide structural engineering support during construction.
Services to be provided include the following.
Submittal and RFI reviews and responses for Fire Station design elements.
Review and recommendations on X-Ray Inspection Reports.
Final site visit.
As-Built drawing update.
304.2 Geotechnical Engineering
HWA Geosciences Inc. to provide geotechnical inspection, observation, testing, reporting, and all
necessary correspondence to ensure all subgrade materials our per the requirements of the
specifications. Services to be provided include the following.
Site visits for inspection of subgrade preparation for pavement, retaining walls, concrete
pad, concrete curb wall and slab/driveway/sidewalk, and below grade structures.
Site visits for inspection & testing (compaction) of base course placement for pavement,
leveling pad for retaining walls and wall backfill, concrete pad, concrete curb wall and
slab/driveway/sidewalk.
Site visit for sample pick up for infiltration test on recharged bed material (pervious
pavement).
Analysis of infiltration test results of recharged bed material.
Prepare and review daily field reports for each site visit to document observations.
Prepare a Final Inspection Letter providing a summary of observations on-site.
Participate in construction meets and provide consultation on geotechnical related topics.
304.7 Coating Inspection
Northwest Corrosion Engineering will provide professional coating inspection services to ensure
all interior and exterior coating of the reservoir meet the specifications and NACE standards.
Services to be provided are described in the detailed proposal appended to this scope of work and
include the following.
Review of coating specification, on-site review of reservoir, meetings with contractor and
owner to discuss coating issues.
On-site coating inspection by a Level 3 Coating Inspector:

o Inspection of prime coat application to holdback areas (1 visit for interior and 1 visit
for exterior).
o Inspection of intermediate coating application (1 visit for interior and 1 visit for
exterior).
o Inspection after top coat application (1 visit for interior and 1 visit for exterior).
o Inspection during holiday testing (interior surfaces only).
o A site visit report will be issued after each inspection.
Meetings/teleconferences with Murraysmith and the City.
Task 305 – Unanticipated Supplemental Services (As Needed)
The project may require additional services not anticipated at the time of development of this
scope of work. Such work will be undertaken only after written authorization from the City. An
estimated reserve budget amount is included in the fee estimate for unanticipated services under
this task.
