HomeMy WebLinkAboutFEMA ChangesFederalEmergencyManagementAgencyWashington,D.C.20472CERTIFLEDMAILINREPLYREFERTO:RETURNRECEIPTREQUESTED115-IFebruary19.2020TheHonorableArmondoPavoneCommunity:CityofRenton,Mayor,CityofRentonKingCounty,1055SouthGradyWayWashingtonRenton,Washington98057CommunityNo.:530088MapPanelsAffected:SeeFIRMIndexDearMayorPavone:InDecember2007,youwerenotifiedofproposedBaseFloodElevations(BFEs)affectingtheFloodInsuranceRateMap(FIRM)andFloodInsuranceStudy(FIS)reportfortheCityofRenton,KingCounty,WashingtonandonApril3,2018.youwerenotifiedofproposedmodifiedfloodhazarddeterminations(FHDs).Thestatutory90-dayappealperiodsthatwereinitiatedonDecember1$,2007andApril17,2018,whentheDepartmentofHomelandSecurity’sFederalEmergencyManagementAgency(FEMA)publishedanoticeofproposedBFEsandFHDsforyourcommunityintheSeattleTimes,haveelapsed.FEMAreceivednovalidrequestsforchangesintheBFEsandFHDs.Therefore,thedeterminationoftheAgencyastotheBFEsandFHDsforyourcommunityisconsideredfinal.ThefinalBEEsandFHDswillbepublishedinthefederalRegisterassoonaspossible.ThemodifiedBEEs,FHDsandrevisedmappanels,asreferencedabove,willbeeffectiveasofAugust19,2020,andrevisetheFIRMthatwasineffectpriortothatdate.Forinsuranceratingpurposes,thecommunitynumberandnewsuffixcodeforthepanelsbeingrevisedareindicatedaboveandonthemapandmustbeusedforallnewpoliciesandrenewals.ThemodificationsarepursuanttoSection206oftheFloodDisasterProtectionActof1973(PublicLaw93-234)andareinaccordancewiththeNationalFloodInsuranceActof1968,asamended(TitleXIIIoftheHousingandUrbanDevelopmentActof196$,PublicLaw90-448),42U.S.C.4001-4128,and44CFRPart65.BecauseofthemodificationstotheFIRMandFISreportforyourcommunitymadebythismaprevision,certainadditionalrequirementsmustbemetunderSection1361ofthe1968Act,asamended,within6monthsfromthedateofthisletter.PriortoAugust19,2020,yourcommunityisrequired,asaconditionofcontinuedeligibilityintheNationalFloodInsuranceProgram(NFIP),toadoptorshowevidenceofadoptionoffloodplainmanagementregulationsthatmeetthestandardsofParagraph60.3(d)oftheNFIPregulations.ThesestandardsaretheminimumrequirementsanddonotsupersedeanyStateorlocalrequirementsofamorestringentnature.ItmustbeemphasizedthatallthestandardsspecifiedinParagraph60.3(d)oftheNFIPregulationsmustbeenactedinalegallyenforceabledocument.ThisincludestheadoptionoftheeffectiveFIRMandFISreporttowhichtheregulations,applyandthemodificationsmadebythismaprevision.Someofthestandardsshouldalreadyhavebeenenactedbyyourcommunity.Anyadditionalrequirementscanbemetbytakingoneofthefollowingactions:1.AmendingexistingregulationstoincorporateanyadditionalrequirementsofParagraph60.3(d);
