PROJECT DESCRIPTION: The applicant is requesting Preliminary Plat, Preliminary Planned Urban
Development, Critical Areas Variance, and Critical Areas Exemption to subdivide five existing lots located in the Residential
8 zoning designation into 55 single family residential lots and 8 tracts. The project site is located at 4196 Lincoln Ave NE
and is approximately 10 acres in size. The net density of the proposed 55 lot subdivision would result in approximately 7
units per acre. Lot sizes would range from approximately 2,050 square feet to 3,930 square feet. Access to the site would
be via a new residential access street constructed by the applicant with ingress/egress points a Lincoln Ave NE and NE
40th St. Three alleys would provide vehicle access to 42 of the 55 proposed lots within the subdivision. The site contains
wetlands and geotechnical hazardous areas. The applicant has requested to alterations to a wetland abutting Lincoln Ave
NE and wetland buffer reductions on the north portion of the subject property. A critical areas variance has been
requested to encroach into a protected slope on the southern portion of the subject property near NE 40th St. The
applicant proposes to retain approximately 8 percent of the site’s significant trees. Storm drainage from the site is
proposed to be collected and conveyed to two stormwater vaults located on the northwestern corner of the subject
property abutting Lincoln Ave NE. The applicant has submitted transportation impact analysis, geotechnical report, critical
areas study with conceptual mitigation plan, arborist report, and technical information report.

Department of Community & Economic Development
The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).
Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of
Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified
during the environmental review process. When the DNS becomes appealable, the appeal period will be 14 days.
