Ross Drive Elmwood Park, NJ 07407 OWNER: Port Quendall Company d/b/a Seattle Seahawks 12 Seahawks Way Renton, WA 98056 LOCATION: 12 Seahawks Way, Renton WA 98056 DATE OF DECISION: July 14, 2020 DATE OF EXPIRATION: July 14, 2021 DESCRIPTION: The applicant is requesting approval of a Tier 1 Temporary Use Permit for a Covid-19 testing site located at 12 Seahawks Way (APN 2924059015; Exhibit 2). The site is currently occupied by the existing Virginia Mason Athletic Center- Seahawks Headquarters (Seahawks Training Facility). The temporary healthcare structure is a mobile office trailer (Exhibit 3) that would be located approximately 412 feet from Seahawks Way and 165 feet from Lake Washington near the northwest corner of the exiting building. The area is currently used for vehicle parking. The proposed mobile trailer is 64 feet long (including the hitch), 12 feet wide, and has a ceiling height of eight (8) feet. The trailer would be supported by a fresh water tank, grey water tank, mobile generator, and a fuel tank to provide for the generator (Exhibits 4-6). The supporting equipment would be placed on the sides of the trailer. The trailer includes stairs and an ADA ramp and would be used by players, coaches and employees. No ground disturbances or other site work is proposed with the temporary use. The Temporary Use Permit is hereby Approved with Conditions* and subject to the following conditions: *CONDITIONS OF APPROVAL: The site occupied by the temporary use shall be left free of debris, litter, or other evidence of the temporary use upon completion of removal of the use, or when the operation of the use ceases to exist. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation or fact. After review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. APPEALS: Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is open when you file your appeal, you have the option of filing the appeal in person. EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the permit, unless the Community & Economic Development Administrator or designee establishes a shorter time frame or an applicant can request that a permit be valid beyond the one year expiration, for up to five years at the time of application or prior to permit expiration. EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to permit expiration to the Department of Community & Economic Development Administrator.
