CALL TO ORDER In Attendance The following members were present: Larry Reymann, Cynthia Burns, AI Dieckman, Mike O'Donin, Tim Searing Absent: Marlene Winter, Troy Wigestrand Staff: Terry Higashiyama, Sandy Pilat, Leslie Betlach, Kelly Beymer, Tim Williams, Preeti Shridhar, Bonnie Rerecich Chair, Larry Reymann, called the February 14, 2012, meeting to order at 4:30 p.m. Roll call was taken. Troy Wigestrand and Marlene Winter were absent and excused. II. APPROVAL OF AGENDA Terry Higashiyama requested to move one item on the agenda forward, the presentation by Pretti Shridhar. Cynthia Burns made a motion, seconded by Mike O'Donin,to approve the agenda as presented with the requested modification. All were in favor, motion carried, the February 14, 2012, agenda was approved. I11. APPROVAL OF MINUTES A motion was made by Mike O'Donin and seconded by AI Dieckman to approve the January 2012, minutes as written, all were in favor, motion carried. The minutes were approved as submitted. IV. DISCUSSION/ACTION ITEMS Preeti Shridhar, Communications Director, presented an overview of the 2011 Community Surveys preliminary findings. She explained the survey's purpose was to � ` � • City of Renton Park Board Minutes February 14, 2012 Page 2 of 4 understand the residents' and business community's experience with city services, thus informing the City's performance-based budgeting efforts as well as advising leaders as they assess future projects. The telephone surveys were a random sampling of 379 residents and 100 businesses in addition to an online survey. Some of the questions included: ➢ Is Renton headed in the right direction? Results shows 14%of respondents rates the city as excellent, 41%good, 27°o fair, ' S°o poor and 13%didn't know. ➢ How safe is Renton? Neighborhood: 64%believed it is very safe during the day and 38%after dark Downtown: 37%felt safe during the day and 9%after dark ➢ What is it like working with city employees? Maintaining existing parks 93% , Expanding bus or transit service 76% ' Building new sidewalks and/or bike lanes 66% Beautifying streets 58% Building new parks 57% Creating new cultural facilities 56% This was a great way to find out where the community is and what their priorities are and how are we doing? The telephone survey mirrored that of the online survey. The complete residential survey is available on the City's web site. Parks/Golf Course Uadate—Kellv Bevmer Kelly Beymer, Parks/Golf Course Director, reviewed highlights of 2011 in the Parks and Golf Course Division. She explained the parks maintenance crews have three shops .- ` � � City of Renton Park Board Minutes February 14,2012 Page 3 of 4 and 22 full time employees. Each day they start their day with stretching exercises to prevent on-the-job injuries. Currently we have 29 developed parks totaling 265 acres and 5 miles of paved trails the crews are responsible for. A few of the major scheduled projects for the year included assisting with tree work on Wells Avenue, supporting over 20 special events including River Days and 4th of July, irrigation ' maintenance, and support of City Volunteer Projects. Unscheduled projects included relocation of irrigation for ADA sidewalk installation, emergency clean up of trees, removal of homeless camps, and clean up following winter storms. Staff also continued to work on trail revisions, including the Trail Ranger program. The park rules revisions were directed at making the trails safer. Maplewood Golf Course New expenses incurred at the golf course in 2011 include an increase in minimum wage, higher utility charges, internal service fund charges as well as the overall increased cost of supplies. CIP Projects for 2011 addressed major maintenance on aging building, re-striping of parking lots,fairway topdressing, plumbing and door repairs. The Golf Course achieved re-certification from the Audubon Cooperative Sanctuary in May 2009. The four primary revenue sources for the golf course are the green fees, cart fees, driving range, and merchandise at the Pro Shop. Currently the restaurant, bar and banquet facility is leased by a concessionaire. Their lease term expires in December of 2015. A percentage of gross revenues are paid to the golf course monthly. Tim Searing asked how we would use the extra money once our obligations are met. Kelly explained we would look at the long range plan and prioritize. V. CITY COUNCIL COMMUNICATION Approval of Off-Leash Dog Park Council approved the extension of the off leash dog park for three years. Congratulations to Kris Stimpson, Todd Black and RUFF for their hard work. RUFF is a great example of a community group working hard with City staff to achieve a common goal. VI. BOARD COMMUNICATION Cynthia Burns attended the library meeting at the Highlands Library and shared her overview of the meeting. VII. OLD BUSINESS Leslie Betlach reviewed the Tiffany-Cascade Land Acquisition and conceptual plan. VI11.
