Willow Dr, Ste 320, Greenwood Village, CO 80111 Project Location: 743 Rainier Ave S, Renton, WA 98057 Project Summary: The applicant, Walmart Stores, Inc, is proposing to Administrative Site Plan Review and Environmental (SEPA) Review to construct a 1,286 sq. ft. addition and covered parking area for their online grocery pickup service (OGP). The existing 150,158 sq. ft. building is located on a 12.2 acre site at 743 Rainier Ave S (APN 1923059048). The subject parcel is located in the Commercial Arterial (CA) zone and the proposed addition and parking area would be located on the north side of the building. The proposal also includes the addition of four new uncovered stalls and six new covered stalls to be utilized by online grocery pick up customers. As a whole, the proposed project would result in a net loss of 15 parking stalls due to the building addition. New directional signage is also proposed within the existing parking lot in order to guide customers to the pickup location. Multiple landscape islands are proposed for removal in order to construct a new drive aisle and is estimated to result in the loss of five (5) trees. The applicant estimates that the project would create a total of 1,425 sq. ft. of new impervious surface. The site is located within a High Seismic Hazard. The applicant submitted a Drainage Report, Traffic Impact Analysis, and Environmental Checklist with the application. Exist. Bldg. Area SF: 150,158 Proposed New Bldg. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS B. Mitigation Measures None C. Environmental Impacts The proposal was circulated and reviewed by various city departments and divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Traffic Impacts: The applicant submitted a Traffic Memo prepared by TENW and dated May 11 (Exhibit 7). The memo states that the overall trip generation for the Renton Walmart is not expected to change as a result of the expansion. However, as a conservative approach, the report estimated new trips associated with the 1,400 SF expansion were estimated using methodology in the Institute of Transportation Engineers (ITE) Trip Generation Manual for the use “Free-Standing Discount Superstore”. The report estimated a total of two (2) new weekday AM peak hour trips and four (4) new weekday PM peak hour trips created as a result of the online grocery pick-up expansion. Staff has reviewed the data and methods utilized in the memo and concurs with the finding that the new use would not generate any significant traffic impacts. Therefore at this time staff does not recommend any site-specific mitigation measures related to traffic impacts. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable E.
