Because these notes are provided as information only, they are not subject to the appeal process for the land use action. Planning: (Contact: Angelea Weihs, 425-430-7312, aweihs@rentonwa.gov) 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division’s approval of this work is required prior to final inspection and approval of the permit. 4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is being cleared. 5. The applicant will be required to comply with all the code requirements of RMC 4-3-050 Critical Areas. This includes, but is not limited to, placing the critical area within a Native Growth Protection Easement, providing fencing and signage, and providing the City with a site restoration surety device and, later, a maintenance and monitoring surety device. 6. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 7. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. 8. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or your U.S. Fish and Wildlife Service permit. The proposed development is within the City of Renton’s water service area and in the 320-pressure zone. 2. The development is within Zone 2 of the wellhead protection area. 3. There are existing water mains in the vicinity of the Site: 4. 12-inch water main in N 32nd St that can deliver a maximum capacity of 5,000 gallons per minute (gpm) – refer to City water project plan no. W-106002 5. 12-inch water main in Burnett Ave N that can deliver a maximum capacity of 3,500 gallons per minute (gpm) – refer to City water project plan no. W-218003 6. The static water pressure is approximately 91 psi at ground elevation of 108 feet 7. There is an existing fire hydrant at the southwest corner of Burnett and N 32nd St that can deliver 1,000 gpm. The hydrant is within 300 feet of the proposed 2 lots. 8. There is an existing water service to the subject property: 9. 3/4-inch domestic Water Meter SEWER: 10. Sewer service is provided by City of Renton. 11. There is an existing 8-inch gravity wastewater main in N 32nd St. 12. There is an existing 96-inch King County gravity wastewater main in Burnett Ave N. 13. There is an existing 6-inch concrete side sewer stub to the property. STORM DRAINGE: 1. There is an existing 12-inch concreate stormwater main along the frontage of the property on N 32nd St – refer to project file SWP2702837 2. There is an abandoned 12-inch concrete stormwater main to the west of the site in Burnett Ave N – refer to project file SWP2703716 STREETS: 1. The subject property has 3 frontages: a. N 32nd St has an existing ROW width of 51.5-feet with about 22-feet of paved asphalt. b. Burnett Ave N has an existing ROW width of 50-feet with 27-feet of paved asphalt with curb and gutter, planting strip, and sidewalk developed on the west side of the street. c. There is an existing alley to the south of the subject lot with a ROW width of 12- feet. This alley is currently unpaved and has several private improvements that have not been permitted with the City’s right of way. WATER COMMENTS: 1. Per city codes and development standards, a new 1-inch water service and meter is required for each of the 2 lots and the existing ¾-inch meter must be cut at capped at the main line by city forces. A cut and cap permit will be required for the existing ¾-inch water service. The fee for a water cut at main permit is $275.00 and is payable at demolition permit issuance. 2. A second fire hydrant or a residential fire sprinkler system will be required if the new house on each lot exceeds 3,600 square-feet in gross building area. 3. The development is subject to applicable water system development charges and meter installation fees based on the size of the water meters. a. Water system development charges for each proposed 1-inch domestic water service is $4,400.00 per meter. b. A redevelopment credit of the water system development charges in the amount of $4,400.00 will be applied to the existing ¾-inch meter that will be abandoned and capped at the main line. c. The total water SDC fee is $4,400.00 which is applied to one of the 2 lots. This is payable at construction permit issuance. 4. Water service installation charges for each proposed 1-inch water service is $2,875.00 per meter. This is payable at construction permit issuance. 5. Drop-in meter fee is $460.00 per meter. This is payable at issuance of the building permit. 6. Additional water system development charges and water meter charges will apply if a landscape irrigation meter is required and is based on the size of the meter. SEWER COMMENTS: 1. All existing side sewers will be required to be cut and capped during demolition of the properties. New side sewers shall be installed to serve each individual property. The fee for a cut and cap permit is $375.00 and is payable at the demolition permit issuance. 2. The existing side sewer stub may be reused however it will need to be video inspected and possibly lined depending on the condition of the concrete side sewer. A new sewer stub will be required to be installed for proposed lot 2. Stubs can be placed within the same trench. 3. The development is subject to applicable wastewater system development charges based on the size of the new domestic water to serve the project. a. SDC fee for a 1-inch meter is $3,400 per meter. b. A redevelopment credit of the wastewater system development charges in the amount of $3,400.00 will be applied to each of the existing meters. c. The total sewer SDC fee is $3,400.00. This is payable at construction permit issuance. STORM DRAINAGE COMMENTS 1. A drainage report complying with the 2017 City of Renton Surface Water Manual and City Amendments will be required. Based on the City’s flow control map, the site falls within the Peak Rate Flow Control Standard area matching Existing Site Conditions and is within the East Lake Washington Drainage Basin. Refer to Figure 1.1.2.A – Flow chart to determine the type of drainage review required in the RSWM. 2. The site is located in Zone 2 of the City’s Aquifer Protection Area (APA). In Zone 2 of the City’s APA, stormwater open conveyance systems, such as ditches and channels, and water quality facilities may require a liner per sections 6.2.4 and 1.2.4.3 of the RSWDM. 3. If the new plus replaced targeted pollution generating impervious surface exceeds 5,000 SF, the applicant will be required to provide basic water quality treatment. Any proposed detention and/or water quality vault shall be designed in accordance with the RSWDM that is current at the time of civil construction permit application. Separate structural plans will be required to be submitted for review and approval under a separate building permit for the detention and/or water quality vault. 4. Appropriate on-site BMPs satisfying Core Requirement #9 will be required to help mitigate the new runoff created by this development to the maximum extent feasible. On-site BMPs shall be evaluated as described in Section C.1.3 of the 2017 RSWDM. A preliminary drainage plan, including the application of on-site BMPs, shall be included with the land use application, as applicable to the project. The final drainage plan and drainage report must be submitted with the utility construction permit application. 5. A geotechnical soils report for the site is required per the 2017 Renton Surface Water Design Manual Section C.1.3. Information on the water table and soil permeability (measured infiltration rates), with recommendations of appropriate on-site BMPs per Core Requirement #9 and Appendix C shall be included in the report. The report should also include information concerning the soils, geology, drainage patterns and vegetation present shall be presented in order to evaluate the drainage, erosion control and slope stability for site development of the proposed plat. The applicant must demonstrate the development will not result in soil erosion and sedimentation, landslide, slippage, or excess surface water runoff. 6. Surface water system development fee is $0.760 per square foot with a minimum fee of $1,900.00 for the new impervious surface. This is payable prior to issuance of the construction permit. 7. Construction Storm water General Permit from the Department of Ecology is required if clearing and grading of the site exceeds one acre. 8. Erosion control measures to meet the City requirements shall be provided. TRANSPORTATION/STREET COMMENTS 1. The proposed development fronts N 32nd St along its northern property line. N 32nd St is classified as a as a residential access road with an existing ROW width of 51.5-feet. To meet the city’s complete street standards for residential access roads, a minimum ROW width of 53-feet is required. Dedication of 1.5-feet of ROW will be required. Per City code 4-6-060, half street improvements shall be required and must include a pavement width of 20 feet (13 feet from centerline), a 0.5-foot curb, an 8-foot planting strip, an 5-foot sidewalk, street trees and storm drainage improvements. 2. The proposed development fronts Burnett Ave N along its western property line. Burnett Ave N is classified as a residential access road with an existing ROW width of 50-feet. To meet the city’s complete street standards for residential access roads, a minimum ROW width of 53-feet is required. Dedication of 1.5-feet of ROW will be required. Per City code 4-6-060, half street improvements shall be required and must include a pavement width of 20 feet (13 feet from centerline), a 0.5-foot curb, an 8-foot planting strip, an 5-foot sidewalk, street trees and storm drainage improvements. 3. The proposed development fronts an Alley along its southern property line. Alleys require a minimum ROW width of 16-feet and 12-feet of paved roadway. Dedication of 2-feet of ROW will be required. Per City code 4-6-060 12-feet of paved roadway will be required to be installed along the properties southern frontage. 4. Corner lots on residential streets require a minimum radius of 25-feet for dedication of right of way. 5. Construction of the frontage improvements will require a full civil construction permit. Requirements for intake of a full civil construction permit are listed below. a. Payment of plan review / inspection fees. Plan review / inspection fees are based on the anticipated value of the construction of the frontage improvements. b. Survey prepared by a Professional Land Surveyor licensed in the State of Washington c. Civil Plans prepared by a Professional Civil Engineer licensed in the State of Washington. d. Survey and Civil Plans shall conform to the City of Renton survey and drafting standards available on the City’s website. e. A written drainage and geotechnical assessment to account for the portion of right of way where work will be done. f. First review of civil construction permit plans takes approximately three to four weeks. 6. Payment of the transportation impact fee is applicable on the construction of the development at the time of application for the building permit. The current rate of transportation impact fee is $7,820.42 per dwelling unit for single family homes. Traffic impact fees will be owed at the time of building permit issuance. Fees are subject to change. The transportation impact fee that is current at the time of building permit application will be levied. Driveways shall be designed in accordance with City standard plans 104.1 and 104.2. 8. Paving and trench restoration within the City of Renton right of way shall comply with the City’s Trench Restoration and Street Overlay Requirements. GENERAL COMMENTS 1. The fees listed are for 2020. The fees that are current at the time of the respective permit issuance will be levied. Please see the City of Renton website for the current fee schedule. 2. Retaining walls that are 4’ or taller from bottom of footing and stormwater detention vaults will require a separate building permit. Structural calculations and plans prepared by a licensed engineer will be required as part of the building permit review. 3. All civil plans shall conform to the current City of Renton survey and drafting standards. Current drafting standards can be found on the City of Renton website. 4. A separate plan submittal will be required for a construction permit for utility work and street improvements. All plans shall be prepared by a licensed Civil Engineer in the State of Washington. 5. Please see the City of Renton Development Engineering website for the Construction Permit Application and Construction Permit Process and Submittal Requirements. Please contact the City to schedule a construction permit intake meeting. 6. All utility lines (i.e. electrical, phone, and cable services, etc.) serving the proposed development must be underground including those within the existing right of way.
